GENERAL INFORMATION


OPEN MEETING LAW-CHAP. 626, ACTS, 1958


Meetings of every district, city and town board, com- mission and school committee shall be open to public and to press (unless in executive session). A notice of such meet- ings must be filed at least twenty-four hours prior with the clerk of the district or town. (A regular schedule of meet- ings filed in advance is permissible.) Accurate records of all meetings shall be maintained setting forth action taken. A summary of all matters voted shall be made available with reasonable promptness after each meeting. The records shall become a public record and available to the public upon being approved. (For information on executive sessions and emer- gencies check law with Town Clerk.)


The town offices are open Monday through Friday from 8:30 A. M. to 4:00 P.M., and the office of the Town Clerk, Treasurer, and Collector is also open Wednesday evenings from 6:30 P.M. to 8:00 P.M.


The Board of Selectmen, Welfare, and Health, and the Assessors meet in their offices Wednesday evenings at 7:30 P. M.


The School Committee meets the third Wednesday of each month at 7:30 P. M. in the School Committee room.

SELECTMEN'S REPORT


To the Citizens and Taxpayers of Dighton:


The organizational meeting of the Board was held after the Annual Town Meeting. For the eighth consecutive year, the chairmanships were divided with Mr. Atwood chosen as Chairman of the Board of Selcetmen, Mr. Benevides for the Board of Public Welfare, Mr. Torres for the Board of Health. Miss Marion Walker was appointed as clerk to each Board.


Fifty weekly and twenty one special meetings were held with twenty absentees on sick leave or vacations. Several joint meetings were held with the other Town Boards and Committees to discuss and resolve matters of mutual interest.


Necessary hearings were held upon applications received for the various licenses as required. All transactions have been properly recorded and the many statutory requirements completed to the best of our knowledge and ability.


All Board members have participated in and attended all County Association meetings. Some members attended various governmental conferences on the Regonal and State level, where and when convenient in an effort to obtain benefit of experience to better serve the Town. Hearings were attended on the several Chapter 90 and Public Works projects in behalf of the Town's interest.


All appointmnts of Town Officers and Committees have been recorded with the Town Clerk together with the list of jurors, and are contained in the Clerk's annual report. Annual reports of the numerous Town Officers and Departments as required by law are contained in this 1963 Town Officer's Report.

in the record of the Town Clerk. All votes and orders of the Town Meeting have been accomplished.


The business of administering the affairs of government is everlastingly increasing. The gradual rise in cost of living requires the constant consideration for higher wages and compensation of Town employees and personnel Likewise, the higher cost of materials and supplies requires added dollars to be appropriated. More services and modified programs of all Town departments are requested and expected by the citizens. The complex problem of government finance is a universal one and not easily solved. All Dighton Town Officials are aware of this growing and challenging situation. Tax dollars are the only source of meeting the Town's obligations and maintaining our financial stability. Dighton is in good condition and fortunately has accomplished many of the projects which face other communities. However, a conserva- tive and economical policy should be continued in order to retain our ability to meet public service obligations.


The most urgent question confronting the Town is the one of building control and zoning regulations. The Planning Board is to present an article on the Town Meeting Warrant, whereby the citizens may consider the adoption of suitable provisions to control this vitally important subject. We urge every citizen to study this matter and give it your most serious consideration.


The State legislature has enacted mandatory laws related to plumbing, sanitation and gas installation. These acts impose added responsibilities on local officals and the communities and must be enforced, which increase the expenditures.


The major undertaking currently existing is the pro- cessing of application for Federal grants of funds to construct a new Town Office Building and add new space to the High- way Garage. The Board appointed a School Needs Study Committee at the request of the School Committee. This group made a very complete study of the facilities and future

needs. This report is published herein. The finding indicates that under normal conditions and predictions, the Town will be able to cope with the requirements for several years with present facilities, providing the Town votes to authorize the building of a new Town Office.


The expansion of garage space is urgently needed. The present facility is inadequate to house the equipment and supplies. It is expected that 50% Federal Grants will be available to undertake these projects.


Likewise, the Board has initiated action together with the Town of Berkley to acquire State and Federal Funds to construct a new bridge over the Taunton River to replace the present structure.


The contract for repairing the present bridge is being executed and this work will enable the continuance of its use until a new one can be completed. The reconstruction of 4700 feet of Williams Street is scheduled to be contracted for early sping of 1964.


We are ever grateful to Town Officials and employees for their continued dedicated efforts. Also to the various State agencies and personnel for assistance and cooperation in related matters.

FINANCE COMMITTEE REPORT


To the Board of Selectmen:


The Town Moderator, following the Annual Town Meet- ing, appointed the following to the Finance Committee: Osman Crotty, Kenneth H. Holmes, George Miguel, Earle M. Smith, Arthur C. Staples, Arnold B. Shaw and Roger B. Perry.


Chairman of the Board of Selectmen, Clayton H. Atwood, organized the Finance Committee on March 20, 1963. After being sworn in by the Town Clerk, the Committee elected the following officers to serve one year: Chairman, Roger B. Perry; Vice Chairman, George Miguel; and Secretary, Osman Crotty.


The Finance Committee met with all Heads of the Town Departments and reviewed and discussed the budgets submitted by them prior to the 1963 Annual Town Meeting. All financial articles appearing in the Town Warrant had the approval of the Finance Committee.


The Finance Committee wishes to thank all officials of the town for their courtesy and cooperation.


As in the past, the Finance Committee invites all towns- people to attend their meetings in accordance with the Open Meeting Law.

TOWN CLERK'S REPORT


The regular Annual Town Meeting for the election of officers for the Town of Dighton was held on March 4, 1963 at Town Hall. The meeting was called to order at 12 Noon by Percy B. Simmons, Town Clerk. The balloting was under the supervision of the following election officers: Elaine Varley, Selma Wall, Lillian Deslauriers, Florence I. Perry, Helen Mc- Carthy, Alice Rogers, George West, Louise Catabia, Anna C. Simmons, Catherine Sherman, Hazel Reed, Edna Seekell, Ruth Leeming, Irene Goulart, Bernice Darling, Helen Atwood, Mary M. (2) VOTED: On motion of Kenneth Holmes that the reports of the Town Officers as printed and published in the 1962 Annual Report be accepted.


Mr. Holmes also noted that all financial transactions in the 1963 budget have been approved by the Finance Commit- tee.


Francis Torres and William Benevides escorted Helen Lane into the auditorium to dedicate the Town History Book. Clay- ton Atwood presented Miss Lane, Town Historian, with the first copy of the Town History.


UNANIMOUSLY VOTED: On Motion made by Clayton Atwood that the History of the Town of Dighton as written by Miss Helen H. Lane, Authoress, and published by the Town be accepted and established as an official Town docu- ment, that the Board of Selectmen be authorized to transmit and convey 1,000 copies of the first edition to the Town Treasurer who shall hereby be empowered to sell same for $5.00 each, and that the proceeds of the sale thereof shall be held in reserve for future appropriation to be voted by the Town.


(3) VOTED: On motion of Kenneth Holmes that the Board of Selectmen be authorized to appoint all necessary Town Officers and Committees not otherwise provided for by statute.


(4) VOTED: On motion of Kenneth Holmes that the Town Treasurer be bonded in the amount of $43,400.00 and the Town Collector be bonded in the amount of $55,400.00 to satisfy the provisions of Section 35, Chapter 41, and Section 13, Chapter 60 of the General Laws.


(5) VOTED: On motion of Robert Roy that the Town raise and appropriate $56,976.08 for the purpose of defraying costs of the Town's share of the capital expenses due in 1963 of the Dighton-Rehoboth Regional School District.


(6) VOTED: On motion of Robert Roy that the Town raise and appropriate $137,752.55 for the purpose of defraying costs of the Town's share of the operating expenses in 1963 of the Dighton-Rehoboth Regional School District.

(9) VOTED: On motion of Kenneth Holmes that the Town ap- propriate and transfer the sum of $5,000.00 from the Reserve Fund (Overlay Surplus) to Reserve Account Appropriated, in accordance with Chapter 40, Section 6, General Laws.


(10) VOTED: On motion of Lois L. Staples that the Town appropriate and transfer the Dog Tax Refund in the amount of $586.16 to the Public Library Account.


(11) VOTED: On motion of Francis Torres that the Town raise and appropriate $250.00 for the purpose of maintaining during the ensuing year, the Mosquito Control Works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112. Acts of 1931.


(12) VOTED: On motion of Clayton Atwood that the Town appropriate $5,000.00 for Chapter 90 Highway Construction and to meet said appropriation, that $5,000.00 be transferred from Surplus Revenue (Free Cash) .


(13) VOTED: On motion of Clayton Atwood that the Town authorize the transfer of unappropriated available funds in the Treasury in the sum of $36,350.00 to Highway Revenue in anticipation of reimbursement from the State and County for Chapter 81 and 90 Highway Work.


(14) VOTED: On motion of Kenneth Holmes that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning Jan. 1, 1963,

and to issue a note or notes therefor, payable within one year, and to renew any note or notes a may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


(15) VOTED: On motion of Kenneth Holmes that the Town authorize the Town Treasurer, with the approval of the Selectmen, to sell at public auction or private sale, all proper- ties which the Town has legally acquired by Tax Title.


(16) VOTED: On motion of Kenneth Holmes that the Town authorize the Board of Selectmen, subject to the approval of the Finance Committee to dispose of used materials returned to them by sale at public auction.


(17) VOTED: On motion of Clayton Atwood that the Town make changes in grade, take land by purchase or eminent domain, and to settle damages for land taken in conjunction with the 1963 Highway Program under Chapter 81 and Chap- ter 90.


(18) The report of the Board of Selectmen on the Town's 250th Anniversary Committee was given by Clayton H. At- wood as follows:


"The 1962 Selectmen's report contains a brief summary of the 250th Anniversary activities. The Town Accountant's report includes the financial transactions and the condition of the account.


The Selectmen have in their possession various items and materials accumulated and acquired from the anniversary activities ; namely, a guest book, trophies, a placque, a scroll of the Town's charter, and various programs, invitations, tickets, and other promotional material.


All such items together with the anniversary booklet and the commemorative coin will appreciate in value as time elapses. Several inquiries from collectors and distributors indicate a demand for some of these items.


In view of all factors and conditions we have been ad- vised by the Director of Accounts to retain all items and

materials and allow the account to remain open until such time as final disposition of these assets may be proposed and voted by the Town.

VOTED: On motion of William Benevides that the Town accept the report of the Board of Selectmen and to authorize the continuance of the account as voted upon under Art. 23, of the 1962 Annual Town Meeting.


(19) VOTED: On motion of Clayton Atwood that the Town appropriate and transfer from Surplus Revenue (Free Cash) $5,000.00 for the purpose of defraying the cost of legal ex- penses for the protection of the interest and rights of the Town of Dighton in the Segreganset River.


(20) VOTED: On motion of Harry Willis that the Town appropriate and transfer from Surplus Revenue (Free Cash) $1,623.50 for the purchase of two mobile radio telephone sets to replace obsolete equipment in the Fire Department and to authorize the purchase of same under the Civilian Defense Matching Funds program, and to authorize the Selectmen to dispose of the old equipment in a manner for the Town's best interest.
