REPORT OF THE FIRE DEPARTMENT


To the Board of Selectmen:


Gentlemen:


I hereby submit the following report of the Dighton Fire Department for the year ending December 31, 1963.


The department received 121 calls as follows: Automobile (3), Automobile Accidents (2), Bomb scare (2), Building (4), Brush (19), Checking Smoke (1), Chimney (5), Chemicals (1), Debris of old house (1), Dump (9), Dog through ice in river (1), Electric wire down (2), Electric Pole (1), False calls (3), Flood along river (1), Grease in range (2), Grass (26), Grass and Brush (8), Grass and Rubbish (1), Hot air Furnace (1), House (5), Mutual Aid (3), Open locked Apartment (1), Power mower (1), Private Dump (2), Rekindle (1), Rubbish (4), Resusciator, patient D.O.A. (1), Search for lost man (1), Truck, pickup (1), Woods (8).


The following are approximate figures on the amount of material and equipment used : 98,450 gallons of water, 21,390 feet of booster hose, 15,700 feet of forestry hose, 7,400 feet of 21/2" hose, 5,950 feet of 11/2" hose, 476 feet of ladders, 19 Hydrants, 8 CO2 Extinguishers, 1 Ancil, Portable generator and smoke ejector, Scott Air Packs, Brooms, Lights and chimney cleaners.


Permits issued : Oil burner (44), L. P. Gas (15), Explosives (8).


Bomb threats at the Junior High School and the Elemen- tary School were investigated by the Fire Department and Police Department.

ANNUAL REPORT


During the storm of November 30th, the Fire Department Skin Diving Team with the use of borrowed boats evacuated several families from the flooded lower Main St. area.


Engine #1 went to Norton to take part in their parade.


Engine #4 went to Raynham to take part in their parade.


Firefighters School was conducted under the direction of Capt. Furness of the New Bedford Fire Department.


Mutual Aid was rendered to Berkley and Taunton Fire Departments. Mutual Aid was received from Taunton and Somerset Fire Departments.


Fire Trucks took part in Kiddies Day and the Memorial Day Parade.


I wish to thank the Town Officials and the Citizens of our town for the cooperation and assistance they have given the Fire Department and also for helping to keep our fire losses to a minimum during the year. I also wish to thank the members of the department for their faithful service.

I herewith submit my report of police activities for the year 1963.


ARRESTS: Assault & Battery (8), Drunkenness (12), Neglect to Provide (1), Non-Payment of Taxes (1), Narcotics Drug Law (1), Delinquent Children (5), To Show Cause (2), Begetting (1), Driving to Endanger (1), Operating w/o License (1), Using Motor Vehicle w/o Authority (1), A.W.O.L. (1), Breaking Parole (1), Indecent assault on Child under 14 yrs. (1), Driving under the Influence (1), Obscene picture (1), Possession of Burglar Tools (1), Larceny under $100.00 (1), Forgery (1), Disturbing the Peace (2).


Admitted to State Hospitals (4), Ambulance runs (10), Stolen cars (4) three were located, Breaks and attempted breaks (14), Missing Persons (9) all located, Suicides (2), Licenses to Carry Firearms issued (10), Licenses to sell Fire- arms issued (3). There were 643 complaints and requests received and acted on during the year.


I wish at this time to thank the Town Officials and the Citizens of Dighton for their cooperation in keeping crme down in Dighton.


I also wish to thank Sgt. O'Neil of the State Police and his Officers who have assisted me throughout the year.

REPORT OF THE CIVILIAN DEFENSE DIRECTOR


To the Townspeople of Dighton:


I wish to take this opportunity to thank Mr. Robert Nolan and Mr. Edward French of the Office of Surplus Property. They have again this year been very kind in allowing the Town of Dighton to procure much usable material from Sur- plus, which has helped each and every Department in the Town.

REPORT OF THE DOG OFFICER


To the Board of Selectmen :


I hereby submit my report as Dog Officer for 1963.


Nine dogs were killed by vehicles. Three dogs were found and returned to their owners. Eleven complaints of dogs were acted on. All stray dogs were picked up and after being held for ten days, were turned over to the County.

REPORT OF THE BOARD OF PUBLIC WELFARE


To the Citizens of Dighton:


The financial report and statistics of the Board of Public Welfare is submitted to give a complete and accurate status of the various categories of relief.


Aid to Families with Dependent Children program ren- dered financial assistance to 9 cases representing 5 adults and 21 children. Total expenditures amounted to $12,317.65. Town appropriation of $7,000.00 was supplemented by the sum of $4,871.50 received from U. S. Grants. The amount of $479.89 was transferred from the Reserve Account to meet the deficit for this category of relief. In addition to reimbursement from U. S. Grants, the sum of $2,845.73 was reimbursed by the State. Although the State participates in reimbursement for all federally matched relief programs, and presently, for un- settled General Relief cases, reimbursenment received from the State is applied to the Department Revenue Account rather than the respective category, therefore does not directly affect accounts for which reimbursement is received, such as the U. S. Grants.


Disability Assistance expenditures amounted to $6,843.66 for aid to 6 cases. Town appropriation amounted to $3,000.00 with total U. S. Grants of $2,273.00, and State reimbursement in the amount of $2,589.89. The sum of $568.95 was transferred to meet needs.


General Relief expense for the year amounted to $5,842 .- 06 for assistance to 11 cases representing 35 persons, and in addition, the sum of $312.86 was paid to other cities and . towns for aid to 2 cases having legal settlement in this town, therefore the total sum of $6,154.92 was expended in this account. Accounts receivable amounted to $3,873.82, due from other cities and towns where legal settlements were involved, therefore net expense is $2,281.10. Chapter 726, Acts of 1963

repeals or amends certain sections of Chapter 117 of the General Laws which relate to legal settlement in determining the liability of a city or town for General Relief. In effect, the Act eliminates legal settlement and provides for State reim- bursement of at least 20%. This Act becomes effective January 1, 1964.


Medical Assistance for the Aged expenditures amounted to $13,796.99 for aid to 16 cases. Town appropriation of $12,000.00 was far in excess of anticipated needs for this category due to the fact that case load decreased to 6 cases which are presently active. The sum of $6,860.91 was received from the U. S. Grants with State reimbursement of $5,353.91. Town appropriation showed a substantial balance of $4,630.12.


Old Age Assistance expenditures amounted to $30,129.26 for assistance to 28 cases. Town appropriation amounted to $18,000.00 supplemented by U.S. Grants of $15,719.70 and State reimbursement of $10,435.03. Town appropriation show- ed a balance of $3,806.59, with accounts receivabe due from ohter cities and towns in the amount of $450.02. Chapter 566, Acts of 1963 repeals legal settlement in determining the amount of reimbursement to be paid by the Commonwealth to cities and towns for Old Age Assistance. This Act, which is effective January 1, 1964, also increases State reimbursement to 70% of the remainder, after Federal reimbursement, as compared with the present 2/3.


Public Assistance Administration expenditures amounted to $8,405.97. Reimbursement from U. S. Grants amounted to $5,962.02, and in addition, the sum of $1,600.26 was received from the State, therefore net town expense was $843.69. Town appropriation of $3,600.00 showed a balance of $564.01 due to the fact that State reimbursement is not directly ap- plied to the account.


Appreciation is expressed to the State Department of Public Welfare, District #5, and the Bureau of Accounts, for assistance in performing the varied social and fiscal problems involved in the administrative procedures.

ANNUAL REPORT


REPORT OF THE BOARD OF HEALTH


To the Citizens of Dighton:


The Borad of Health in providing health and sanitation service for 1963, spent $4,414.33, which is $29.33 over the amount appropriated.


During the past year, seventy-four sanitation permits and thirty new construction permits were issued. All necessary inspections were performed by Mr. Leo Duffy, our Sanitation Inspector.


The Board of Health continued its Polio program as out- lined by the State Department of Health and held three Polio Clinics at which vaccine was available to all chidren under eighteen yeras of age and residents of Dighton. In addition to the Polio Clinics, our annual immunization and pre-school clinics were also held.


On May 26, 1963, a group of townspeople sponsored a testimonial banquet in honor of Dr. Charles Souza and. Mrs. Esther Bowden in recognition of their many years of devoted and dedicated duty as Town Doctor and Town Nurse respectively. A scroll was presented to Dr. Souza and Mrs. Bowden on behalf of the Town by the Board of Health.


The State Department of Health, Tuberculosis Division, in conjunction with the Board of Health tested a group of migratory farm workers for tuberculosis and arranged a follow-up X-Rays for all positive reactors. At this time we would like to thank the many farmers for their cooperation on this project.


Mrs. Florence Duffy was appointed Town Nurse to replace Mrs. Esther Bowden who is on a leave of absence due to ill- ness.

ADULT HEARING CLINIC


On May 1, eighteen adults were tested with the Maico Audiometer. Nine adults were referred to an ear specialist.


T. B. FOLLOW-UP


On August 20, a meeting was held with Miss Channing of the Mass. Dept. of Public Health to discuss the proper filing and follow-up on all active and inactive T. B. cases in the town.


MEETINGS


On October 23rd, at the Dighton-Rehoboth Regional High School, I was hostess for an In-Service Education Meeting of Public Health Nurses of the Southeastern Health District. The emotionally disturbed child in Massachusetts was dis- cussed by Miss Helen Collins of the Mass. Dept. of Educa- tion. On December 10th, I attended a meeting of the same group in New Bedford The workshop for School Nurses was discussed.


I wish to thank Mrs Ted Macicjowski, R. N .; Mrs. Mahlon Booth, R. N .; Mrs. Henry Greenlaw, Mrs. Ernest Atwood, Mrs. Frank Lannon and Mrs. Donald French. They generously gave their time and effort to make the immunization clinics suc- cessful.

REPORT OF THE PLAYGROUND COMMISSIONERS


To the Townspeople of Dighton:


We wish to submit our annual report to the people of Dighton. This year was an expanding year for the depart- ment. It saw two ballfields added to the playgrounds and also an extended season at our regular playgrounds.


The second annual Kiddies Day was held on July 17th. The entire program, including a memorable parade, was a great success. We had T.V. celebrities-Salty Brine, Miss Bonnie Riker and Joel A. Spivak from W.P.R.O. T.V. and sport personality, Bob Cousy, all time Boston Celtic great. We also had the Honorable Francis X. Bellotti, Lieutenant Governor of Massachusetts as our guest.


The surrounding merchants donated prizes and refresh- ments, which were greatly appreciated.


We wish to thank all those who participated in the suc- cess of Kiddies Day, such as the Little League Auxiliary, Town Office personnel, Dighton Lion' Club, Dighton Fire De- partment, Dighton Police Department and especially the Dighton Street Department, whose help we needed so greatly. We also wish to thank the people of Dighton for their excellent cooperation.

REPORT OF THE PLANNING BOARD


To the Board of Selectmen:


All meetings of the Planning Board were held on the second Wednesday of each month. All special meetings held, were posted seven days in advance. We have held several meetings with the Board of Selectmen and Town Counsel.


The Board will present a Zoning By-Law to the 1964 Annual Town Meeting for your consideration. It is our hope and desire that it will be accepted.

ANNUAL REPORT


REPORT OF THE TOWN HISTORIAN


To the Board of Selectmen and the Townspeople of Dighton:


Following the year of the May to November celebration of Dighton's 250th Anniversary, the year 1963 has seemed uneventful. Yet certain historical projects have been pushed toward completion.


First was the printing of the Town History and the first copies offered for sale immediately after the Annual March Town Meeting.


Second, the appointment of a Memorial Committee by vote of the town, and its organization with monthly meetings thereafter.


Third, a beginning of the restoration of the oldest town school house by replacing the north roof, the expense borne by the Dighton Historical Society.


Fourth, a small group from the Memorial Committee has assumed the task of mapping the old cemeteries of the town., giving locations, names and complete inscriptions, so far as they can be read.


Of course inquiries about old Dighton families have been answered. Books of clippings and photographs of Dighton people and places have been added to. The book of photo- graphs of participants in the wars of this country has scarce- ly been started. If you can contribute a photograph, please write the name, date and anything you might wish to add, and leave it at the Town Office or at my home. Someone seek- ing information in 2062, may be very happy to find it.


Also, please help in the restoration of the old school by giving financial aid to money-making projects instituted by the Dighton Historical Socety.

Town appropriation of $9,000.00 for Veterans' Benefits was adequate to meet the requirements in this department during the year, and showed a balance of $315.18.
