CONDITION OF CEMETERY FUNDS.


The custom of leaving cemetery funds with the town seems to be growing in popularity. During the year 1907 one fund was added to the list, and the treasurer, acting under counsel, felt compelled to decline one, as conditions named were not

strictly within legal limits. The lot in question will not be de- prived of the benefit, however, as the fund will be left with pri- vate trustees and the income devoted to the purposes intended by the testator.


It will be noted by a perusal of the appended statement, that there is danger of leaving too large a fund. The Stetson fund, originally but two hundred dollars has accumulated until it now amounts to $770.20, $570.20 of which is available. The con- dition of this fund provides that new stones may be substituted for those now standing when necessary and the erection of more elaborate stones may in time use a part of this accumulation. Three other funds have also accumulated to an amount which may be considered a safe emergency fund, but it is not desira- ble that they accumulate to a much larger figure.


It would seem that for an ordinary lot one hundred, or at most not over two hundred, dollars is ample, and even then pro- vision should be made to guard against an excessive accumula- tion. The best suggestion I can offer is that conditions be named providing for an emergency fund of a certain amount, and that all income above that amount not necessary for the lot in question, may be used for the general improventent of the cemetery.


The officials having charge of expenditures feel that they have used all the income necessary, and they are careful that no inti- mation of "graft" or extravagance shall be made in the matter. At the same time they are ready to consider suggestions from parties immediately interested.


Since this report was made a fund of one hundred dollars has been received for the benefit of the Reuben Sherman lot in Wenham cemetery.
