FRANKLIN, SS.
To either of the Constables of the Town of Sunderland, in the County of Franklin, GREETING:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Town Hall in said Town, on Monday, February the sixth at 10 o'clock in the forenoon, then and there to act on the following articles :---
ARTICLE 1. To choose a moderator to preside at said meeting.
ART. 2. To choose all necessary town officers for the en- suing year.
ART. 3. To hear the annual report of the town officers and special committees and act thereon.
ART. 4. To appropriate such sums of money as may be necessary to defray town charges for the ensuing year, or to pay town debts and interest.
ART. 5. To determine the manner of repairing highways, townways and bridges, and appropriate any money therefor.
ART. 6. To see if the town will appropriate money for the transportation of scholars to the schools in town or high schools out of town.
ART. 7. To fix the time when taxes shall be paid and pass any vote in regard to interest.
ART. 8. To see if the town will authorize the treasurer to borrow money in anticipation of revenue, with the approval of the selectmen, for the use of the town, and give notes of the town therefor.
ART. 9. To appropriate money for salaries of the several town officers.
ART. 10. To see if the town will appropriate a sum of money for the support of the Public Library.
ART. 11. To see if the town will appropriate a sum of money for the opening of the town drains or take any action in regard to them.
ART. 12. To see if the town will appropriate a sum of money for the medical inspection of schools.
ART. 13. To see if the town will appropriate a sum of money to furnish street lights for the ensuing year.
ART. 14. To see if the town will appropriate $150.00 to be paid to the Trustees for County Aid to Agriculture in accordance with provisions of Chapter 128, Section 45, General Laws and for the purpose of demonstration work under the direction of the agent of instruction of the trustees on land owned by the town or any residents thereof, or pass any vote or votes in relation thereto.
ART. 15. To see if the town will choose a director in accordance with the provisions of Chapter 128, Section 45, General Laws at this meeting, to serve for the term of one year ..
ART. 16. To see if the town will appropriate a sum of money for the observance of Decoration Day.
ART. 17. To see if the town will appropriate the sum of $300.00 for a school nurse in accordance with Chapter 357, Acts of 1921, or appropriate any sum in connection therewith.
ART. 18. To see if the town will take any action in regard to appropriating a sum of money for gypsy moth work.
ART. 19. To see what action the town will take in regard to snow removal, and see if the town will appropriate any money for the same.
ART. 20. To see if the town will appropriate a sum of money for bonding the town officers.
ART. 21. To see if the town will accept the provisions of section 26-29, Chapter 81, General Laws, in regard to the manner of caring for the roads.
ART. 22. To see if the town will appropriate a sum of money for repairing the roads under the provisions of Chapter 90, of the General Laws.
ART. 23. To see if the town will appropriate a sum of money for new fire hose.
ART. 24. To see if the town will appropriate a sum of money to repair damage done in the cemetery, by the recent flood.
ART. 25. To see if the town will appropriate a sum of money for work on the sewer.
And you are directed to serve this Warrant by posting up attested copies thereof at the Post Office, seven days at least before the time of holding said meeting.

your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

Road Report
January 10, 1928
To the Selectmen :-
The following road report for the year 1927 is somewhat shorter than usual because the town at its last annual meeting refused to appropriate enough money to earn an allowance from the state under Chapter 81. With farming conditions as they have been for the past few years very few would blame the voters for refusing to raise more money in the face of the present tax rate; but the fact remains nevertheless that with $1500 to spend on the maintenance of the roads, instead of $6800, they are not going to improve except possibly under the most favor- able conditions of weather, etc.
With the addition of the Sargent plow that the town pur- chased in February, for use with the Fordson caterpillar tractor, we were able to handle any snow that the truck plow could not. Moreover we could push the snow back farther than the truck plow could and thus give a wider roadway for traffic and a better chance to handle the next storm. Snow storms during 1927 were not as severe, however, as have been experienced some winters.
Spring came unusually early and ordinary maintenance was begun about the middle of March. Outside of rather heavy repairs, caused by two torrential rains, about the only work done on the roads was to keep them passably safe for travel. These two unusual storms, one in July and one the very first of November, caused some bad washouts on the hill roads. I might say here that if people who cut off wood or lumber on

the mountain did not throw the brush into the first handy brook, less damage would be caused to the mountain roads. The middle mountain road, as a result of the November storm was made impassable due to this very reason. All damage re- sulting from these rains was repaired except a bad slip in the slope of the road just north of Standish Chard's barn. This did not interfere with the traveled part of the roadway, but should be fixed before it gets any worse.
Very little work was done on the macadam road in the meadow. The application of Tarine in the fall of 1926 produced the best wearing surface the road has ever had although it is more slippery than before. It will not be many years before this road will have to be built over due to the growing uneven- ess of the surface. Heavy loads should be kept off of it while the frost is leaving the ground or extensive repairs will be re- quired at once.
The appropriation of $4,000, from state, county and town under Chapter 90 was spent for the usual kind of construction of between 600 and 700 feet from the end of the macadam road in the street northerly past the home of R. A. Goodyear, and for another section of about 1300 feet on the southerly approach to Highland Point. Beginning on April 20 the money was practically all spent during the next month, after onion crops were in the ground and before weeding began. This money all went to local help, except about $100, for drilling and dynamite, at a time when there was no other source of income for them. If money should be available in 1928 under this chapter it should be spent, in my opinion, to close the gap between the north end of this year's work and the. south end of the next section-a matter of a few hundred feet-and then proceed northerly be- yond the section built in 1926.
Although not obliged to keep the expense separate for each road this year, I have done so on the theory that the town would eventually appropriate money again under Chapter 81 and that when that time came it would be worth the trouble to have the records foreach road complete from the time we first started to operate under this chapter.
