REPORT OF POLICE DEPARTMENT
To the : Honorable Board of Selectmen
Town of Harwich, Mass.
I hereby submit my first annual report as Chief of Police for the year ending December 31, 1933.
I would like to state at the beginning of this report that Harwich was the scene of a major crime during the past year. "The McMath Kidnapping Case". It was this Department that gathered such a mass of evidence that brought about the conviction of the guilty party. During this time the local officers were detailed to accompany the State Police on certain investigations, as nearly all were total strangers to the Cape. The work of this Depart- ment on this case was commended by General Needham in his letter to the Selectmen of Harwich, on May 25, 1933 ; who stated in part, "Chief Hall and his Police Officers were 100 per cent co-operative and we have nothing but the greatest praise for their assistance in working out the solution of this case".
During the cranberry strike Patrolmen were patrol- ing the different districts in cars and were stationed at the different bogs in town where trouble was expected, however, there was no serious trouble at the many bogs in town, except one, and the Harwich Officers very ably took care of it.
In the coming year it is my desire to equip this De- partment with a complete finger print system. During the past year I have purchased (at my own expense) some of the equipment for this very important work and before the end of 1934, I expect to have the complete system working 100 per cent.

I would also like at this time to take the oppor- tunity to thank Dr. Harold F. Rowley of Harwich, for his splendid co-operation in the instructions he gave this De- partment in the First Aid to the injured.
Since this Department was established February 15, 1933, the night patrol has, in my opinion prevented a lot of crime, as the records of previous years will show, and when this department is fully equipped, it will give to the public more efficient service.
