Report of the Selectmen


Acting under instructions of the 1958 Annual Town Meet- ing the Selectmen carried out the following projects:


Article 7. A Conservation Commission was appoint- ed with members representing various town organizations as listed:

Article 10. Outstanding County bills were paid in the amount of $6,691.00.


Article 12. Town line bounds were set at the Chatham line, Red River, at the Brewster line, Hinckley's Pond, at the Dennis line, Route 28.


Article 13. One parcel of tax title property located off Kelley Street, North Harwich, was sold at public auction to Palmira and Delphino Gonsalves for the sum of $5.00. Only one bid was received.


Articles 16, 17. Requests for a budget item entitled "As- sessors Maps" and for a break down of unpaid bills in the Warrant have been met.


Article 19. Deed to the American Legion was drawn and executed.


Article 20. Christmas lights were installed on the Main Street of Harwich Center and Harwich Port.


Article 21. A tape recorder was purchased at a cost of $155.60 and is available at the town office for the use of any town department.


Article 26. Two bids were received for the purchase of a new police cruiser. Contract was awarded to the low bidder, Dennisport Motors, at $967.07 for a 1958 Plymouth Sedan.


Article 27. Two bids were received for the purchase of a new Fire Dept. car. Contract was awarded to the low bid- der, Manson Motors, at $1,295.00 for a 1958 Ford Ranch Wagon.

Article 31. Considerable brush was cleared from the Herring Brook and work was done at the seining pool and adjacent parking area.


Articles 33, 34, 37. Takings were made and recorded against the designated properties at Earle Road, Allen Harbor, and Red River Beach.


Article 40. Requests for matching funds were made of both the County and the State in March, 1958. Requests were approved. Preliminary work has been completed by the State Division of Waterways. Present plans call for awarding the contract early in 1959.


Article 41. Extensive improvements were made to the Red River Beach parking area, bringing the area to proper height and enlarging the surface with hardening. A minimum of settling was experienced this year.


Article 42. Contract for this work was let by the State Division of Waterways. Dredging should be complete by the time this report is printed.


Article 45. Specifications were drawn, bids received, and contract awarded by the State Division of Waterways. The successful bidder has not yet begun construction.


Article 46. An additional $8,200 was added to the $4,000 raised under this article boosting the town's available con- tribution to $12,200 and enabling the State to call for a $42,480.00 dredging job.


Article 53. The necessary plans and information were prepared. A proposed taking has been inserted in the 1959 Warrant under Article No. 31.


Article 54. As in past years a Committee was appointed to join with the Selectmen in directing this expenditure. Your attention is directed to the Committee's report.


Article 55. The Orleans Band was hired for four con- certs at Brooks Park on the evenings of July 3, July 18, Au- gust 8, and August 22.


Articles 58, 62, 63. These layouts were accepted and en- tered. Orders of Taking were drawn and recorded with the road plans. All three roads were bounded.


Articles 64, 65, 66. 67. Your attention is directed to Arti- cle No. 81 of the 1959 Warrant; also to the explanation given further along in this report.


Articles 68, 71. Plans were prepared in accordance with instructions. The County Commissioners acted favorably on both petitions. The work of construction on both roads is now proceeding.

Article 72. Chapter 90 funds were allocated to the re- construction of Pleasant Lake Avenue (Route No. 124) and Lower County Road at Allens Harbor. Contract for the work was awarded by the Department of Public Works to the low bidder, the M. F. Roach Company on a bid of $58,685.80. Any balance in this fund will be used to continue the improve- ments to Route No. 124 from the Mid-Cape Highway, north.


Article 75. Contract for the work on this Road was awarded to William Jones, Inc., low bidder on the alternate bid for a bituminous concrete surface. Engineers were Scho- field Bros., Orleans. Bid price was $26,730.00.


A resolution passed at the 1958 meeting and requesting that the Selectmen mark off the Pleasant Road parking area with white lines was complied with. The arrangement was found to improve parking conditions at the beach.


In the 1959 Warrant to be submitted to the voters the Selectmen have called attention to the following business:


Under Article No. 6 a sufficient sum of money is re- quested for repairs and improvements to the Exchange Hall. The question involved here is whether or not the towns- people wish to retain the Exchange as a town building. If they do, the Selectmen recommend that they begin this year to put the building into shape. If they do not, there is no point in spending more money on the building.


Should the voters decide that they want to continue to use the Exchange it will not be necessary to spend the full amount this year. The Selectmen are primarily concerned with the outside walls, proper exit area, and improvements to the fire protection. The total cost of the job has been published so that no one will be misled, so that the voters will be aware of the full scope of the work that should be undertaken.


It was hoped that the Committee on School Space needs would have an alternative proposal in the event that the voters wished to explore a different course of action. As the Committee's report indicates, however, it was not possible under existing conditions to do this. On the other hand, the Recreation Commission has recommended a study (Article No. 60) which could well be of interest in the consideration of this problem.


Future action by the Selectmen in regard to the Ex- change Building will be governed by the vote on this article. Should the voters decide not to spend any money on the Ex- change, the Selectmen will assume that the voters do not want them to pursue the subject of repairs and improvements any further. Should the voters decide to make repairs the

Selectmen will seek to put the building into the condition outlined by the following report:


SURVEY-EXCHANGE BUILDING . Report of Alger and Gunn, Architects, to the Board of Selectmen


As the result of our thorough examination of the physi- cal structure and its function, we estimate the cost of re- modelling and renovation to be $121,640.67 which includes Architectural and Engineering Fees.


A complete breakdown of the work as proposed was sub- mitted to your office on December 24, 1958, dated December 22, 1958. For your convenience a brief summary of the work as proposed follows:


A. EXTERIOR WORK: $26,209.78


In many cases the applied moldings and architectural treatment, along with the flashing, has deteriorated and is causing bad leaks. Those that are in fairly good condition constitute a continued maintenance problem. Gutters, win- dows and horizontal members are causing the most trouble. The clapboards and shingles are painted and require periodic maintenance. Remove all moldings and flashing and install only sufficient woodwork and new flashing to maintain ar- chitectural uniformity. Install new copper gutters. Remove large windows in Auditorium. Resurface entire exterior with white cedar shingles which require no maintenance.


Remove elevater shaft at rear of building as well as the concrete vault. The small wing to the rear of the shaft may be sold and removed from the premises.


The chimney must be taken down below the roof line and rebuilt. Parge the chimney where accessible below the roof line with cement plaster. Repoint and repaint the brickwork on the first floor level. The porch along the front of the building is to remain but must be repainted. Paint the cupola inside and out. The Roof is in good condition and can remain untouched. All existing woodwork to remain is to be repainted, but in several instances, the old paint must be burned off before being repainted.


Where new and smaller windows are to be installed they are to be the type which will allow removal of the sash from the inside, making painting possible without staging.

B. INTERIOR WORK-First Floor: $8,677.31


The two stores will remain untouched with the exception of the one on the west side. Here there will be a revision re- quired in the exit from the Auditorium which will be covered in a later paragraph.


Install new vinyl asbestos floor tile on all floors of the corridors leading to and including the stairway to the audi- torium. Some new doors and refinishing of existing doors will be required. The walls and ceilings will be patched and paint- ed. The wainscoting will be given a coating of high wear re- sistance paint. New lighting will be installed which is cov- ered in a later paragraph.


The existing door half way up on the stair is to be re- moved and installed in a new partition located at the foot of the stair.


C. INTERIOR WORK-Second Floor Lobby Area:

Replace and patch plaster walls and ceilings as required. Coat wainscoting with high wear resistant paint. Completely remodel and replace toilet facilities with new fixtures and ceramic tile floors and wainscot. Install new vinyl asbestos tile floors. Install kitchen facilities in storeroom opposite toilets; facilities will consist of cabinet and counter work, a sink, hotplate, and coffee urn only.


Some existing doors must be replaced, and others need only refinishing. Install new display board.


D. INTERIOR WORK-Auditorium, Stage & Balcony:


$34,553.90


Install new vinyl asbestos flooring and new movable seating. Seating in balcony shall be fixed type. Correct acoustics with new materials applied to walls and ceilings- acoustic plaster mostly. Extend stage apron six feet and in- stall new stage floor. Install new door and hardware on ex- isting fire escape to the east. Remodel fire escape to the west by eliminating winding stairs; this will require slight re- modelling in the store directly below this exit. Install new

fire escape from the lobby on the north side of the building. Prop up balcony on both sides near the stage.


An allowance of $5,000.00 is made for replacing and add- ing to the existing stage lighting facilities. Install new light- ing in Auditorium. These items (electrical) are covered in a following paragraph.


Entire Auditorium, Stage and Balcony areas are to be repainted or refinished.


E. SPRINKLER SYSTEM: $1,467.56


Install fully automatic controls to maintain pressure in system, as well as to eliminate the human element in the operation of the exterior sprinkler heads on the east side of the building. Neither one of these is provided in the existing system. Connect system to fire station to give instant alarm in case of fire.


F. HEATING SYSTEM: $23,151.69


Install new oil fired burner and boiler with a 5,000 gal. fuel tank.


Install new heating and ventilating system for Audi- torium in lieu of existing radiation which provides no means of ventilation. The new system will bring in fresh outside air, heat it, and will completely change the air during the occupied periods.


New radiation is to be installed in the Lobby, Toilet, and Kitchen Areas.


G. ELECTRICAL: $14,512.42


Install new lighting in corridors of first floor, lobby, and auditorium. Revise emergency lighting system as required due to remodelling. Allow $5,000.00 for stage lighting.


H. SUMMARY:


Extreme care has been taken in the preparation of this estimate in order that no more work than is absolutely nec- essary be done to make the building sound, safe, and func- tional for its intended use as an Auditorium for the Town of Harwich. No work is contemplated above the balcony level. Materials and finishes that are existing and in good condition are to be left alone. New materials and finishes are proposed with careful consideration of low installation and maintenance costs.


These estimates are offered for use as budgetary figures for planning the work and must in no way be construed to be actual bid prices. If further explanation of the work as proposed is required, please don't hesitate to call upon us.
