MARCH 3, 1926


Article 1. To choose a Moderator to preside in said meet- ing.

Article 2. To choose two or more Fence Viewers, and two or more Field Drivers.


Charles F. Barden and Thomas A. Kerr were elected Fence Viewers. William S. Halladay and Frankie H. Campbell were elected Field Drivers.


Article 3. To hear and act upon the reports of the Town Officers.


Voted : To accept the reports of the Town Officers as print- ed, typographical errors and omissions excepted.


Article 4. To see what method the Town will adopt for the support of the Poor for the ensuing year.


Voted : That the care of the Poor be left in the hands of the Overseers of the Poor.


Article 5. To see if the Town will appropriate a sum of money for the observance of "Memorial Day" and provide for its expenditure.

Voted: To appropriate the sum of one hundred and fifty dollars for the "Observance of Memorial Day" to be expended by the Sons of Veterans and the American Legion.


Article 6. To see if the Town will appropriate a sum of money for the payment of a proper charge of an Insurance Com- pany for acting as surety on the official bond of its officers.


Voted: To appropriate the sum of three hundred dollars for the proper charge of an Insurance Company for acting as surety on the official bond of Town Officers.


Article 7. To see if the Town will appropriate a sum of money for liability insurance of its employees.


Voted: To appropriate the sum of four hundred dollars.


Article 8. To see if the town will make any change in its laws authorizing the election of selectmen for a term of three years.


No action taken.


Article 9. To see if the Town will appoint a committee of three or more members to make a thorough investigation of the sanitary equipment of the Feeding Hills School Building, appro- priate a sum of money, if necessary, to engage an expert and instruct said committee to report their findings with recommen- dations in regard to the same at a special town meeting.


Voted: That a committee of three, consisting of one mem- ber of the School Committee from each precinct of the town be appointed by the Moderator, as a committee to investigate the sanitary equipment of the Feeding Hills School Building, and that the sum of two hundred dollars be and hereby is appropriated for their use in having an expert if necessary; and that a detailed report with recommendations be made at a future town meeting.

Article 10. To see if the Town will appropriate the sum of four hundred dollars ($400.00) to the Trustees for County Aid to Agriculture, to be expended for the Agricultural and

Home Economics Extension Service in this County and Town, in accordance with the provisions of Sections 40 to 45, Chapter 128 of the General Laws of Massachusetts.


Voted: To appropriate the sum of four hundred dollars ($400.00) to be expended for Agriculture and Home Economics extension service in this County and Town, in accordance with the provisions of Sections 40 to 45, Chapter 128 of the General Laws of Massachusetts.


Article 11. To see if the Town will authorize the num- bering of houses upon any of the streets of the Town, and make an appropriation for the same.


Voted : To appropriate the sum of one hundred dollars for street numbering.


Article 12. To see if the Town will vote to change its By-Laws relative to the holding of its Annual Town Meeting.


Voted : That we do charge the By-Laws of the Town rela- tive to the holding of the Annual Town Meeting, so that here- after it shall be held on the Saturday following the annual elec- tion, at one o'clock P. M.


Article 13. To see if the Town will repair Church Street, and construct a permanent roadway, and to appropriate money therefor.


Voted: Referred to the Selectmen for action under general highway appropriation.


Article 14. To see if the Town will vote to macadamize Maple and Bridge Streets and appropriate money therefor.


Voted : To pass over.


Article 15. To see if the Town will accept all or any part of Kensington Street as a public street.


Voted : To leave in the hands of the Selectmen, with power to act.

Article 16. To see if the Town will make an appropria- tion for the use of the Water Commissioners to extend the water system on any of the streets of the Town.


Voted : To appropriate the sum of five thousand ($5000.00) dollars, to be taken from the water receipts of 1925, said sum to be used in whole or in part by the Water Commissioners to extend or rebuild the water system on any of the streets of the Town.


Article 17. To see if the Town will indemnify the Common- wealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused or result from the laying out, construction or reconstruction of any state highway in Agawam and will authorize the Board of Selectmen to sign indemnity agreement therefor in behalf of the Town, or take any action thereto; and to appropriate any sum of money towards the expense and damage thereof.


Voted: To leave the whole matter in the hands of the Selectmen.


Article 18. To see if the Town will appropriate the sum of three hundred ($300.00) dollars to pay for the land taken in 1925 for the reconstruction of Main Street.


Voted: To appropriate the sum of three hundred dollars, to pay for land taken for reconstruction of Main Street in 1925.


Article 19. To see if the Town will appropriate any sum of money to build a sidewalk on the Agawam Bridge.


Voted : To pass over.


Article 20. To see if the Town will appropiate any sum of money to be used for the setting of curbing or the building of side- walks on any of the streets of the Town.


No action taken.


Article 21. To see if the Town will authorize its Treasurer with the approval of the Selectmen to borrow during the current municipal year, beginning January 1, 1926, in anticipation of

the revenue of said year such sums of money as may be necessary for the current expenses of the Town.


Voted: That the Treasurer, with the approval of the Select- men, be and is hereby authorized to borrow money from time to time in anticipation of the revenue of municipal year beginning January 1, 1926, to an amount not exceeding in the aggregate the sum of the tax levy of 1925, and to issue a note or notes there- for, payable in one year; any debt or debts incurred under this vote to be paid from the revenue of said municipal year.


Article 22. To see if the Town will appropriate a sum of money for the care of North Cemetery.


Voted: To appropriate the sum of fifty dollars for the care of North Cemetery.


Article 23. To see if the Town will appoint a committee to study the sewer situation of the Town, especially as to the needs of the new developments, and report at a later meeting.


Voted: That a committee of three be appointed by the Moderator to study the sewer situation of the Town and report at a future meeting.


Appointed : Elmer F. Bodurtha, Charles W. Brown, John F. McAllister.


Adjournment was taken until Monday, March 8th, 1926, at one o'clock P. M. at this place.

Meeting called to order by Moderator Clarence H. Granger at 1 o'clock P. M.


Article 24. To see if the Town will appropriate the sum of $15,000.00, provided the State and County will each appro- priate a like sum for rebuilding Meadow Street with stone, block, brick or other permanent pavement of similar lasting character,

and provide for raising the money by the issue of bonds, or other- wise, or take any action relating thereto.


All motions under this Article were lost.


Article 25. To see if the Town will vote to macadamize School Street and appropriate money for the same, or take any action relating thereto.


Voted : That the Town appropriate the sum of fifteen thousand dollars for the purpose of rebuilding School Street with stone, block, brick or other permanent pavement of similar lasting character.


Of this said sum, three thousand dollars shall be raised by taxation during the current municipal year, and that in order to raise the remaining twelve thousand dollars, the Treasurer with the approval of the Selectmen be and is hereby authorized to issue notes or bonds of the Town to an amount not exceeding twelve thousand dollars; under authority of the General Laws and amendments thereto, so that the whole sum shall be paid in not more than ten years from the issue of the first note or bond, or at such earlier date as the Treasurer and Selectmen may de- termine, provided that the County and State will each appropriate a similar sum.

Voted: That the Selectmen be instructed to lay out or relocate Maple Street or in their discretion to petition the County Commissioners so to do.


Voted: That a Committee of two from each precinct be appointed to investigate the possibility of securing additional land in the vicinity of the High School for a High School Athletic Field, this committee to report findings at a subsequent meeting of the Town.


Committee appointed : Clifford M. Granger, Percival V. Hastings, Clark B. Jones, William D. Rising, J. Leo Roy, Ralph Snell.


The Selectmen, on a committee appointed to prepare build- ing laws for the Town reported and moved: That the building laws as presented for adoption a few years ago by a Committee consisting of J. A. Roy, E. A. Kellogg, Paul B. Johnson and F. A. Worthington, be now adopted by the Town as a nucleus for building laws for the Town of Agawam.

Special Town Meeting


APRIL 16, 1926


Article 1. To choose a Moderator to preside in said meet- ing.


Clarence M. Granger was elected.


Article 2. To see if the Town will indemnify the Com- monwealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused by or result from the laying out, alteration or reconstruction of the State Highway or section of the State Highway on Main Street in Agawam, and will authorize the Board of Selectmen to sign indemnity agree- ment therefor in behalf of the Town, or take any action in respect thereto.


Voted: That the Town will indemnify the Common- wealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused by or result from the laying out, alteration, or reconstruction of State High- way, or section of State Highway on Main Street in Agawam, and that the Selectmen be authorized to sign an indemnity agreement therefor in behalf of the Town indemnifying the Commonwealth as aforesaid.


Article 3. To see if the Town will vote to rebuild any street in Town with stone, block, brick or other permanent pavement of similar lasting character and provide for raising the money by the issue of bonds or otherwise, or take any action relating thereto.

Voted: That the Town appropriate the sum of fifteen thousand dollars for the rebuilding of Maple and Bridge Streets with stone, block, brick or other permanent pavement of similar lasting character, provided the County of Hampden will appro- priate a like amount for said streets; of which amount the sum of five thousand dollars shall be raised by taxation during the current municipal year, and that in order to raise the remaining ten thousand dollars, the Town Treasurer, with the approval of the . Selectmen be and is hereby authorized to issue bonds or notes of the Town to an amount not exceeding ten thousand dollars; under authority of the General Laws and amendments thereto, so that the whole sum shall be paid in not more than two years from the date of the issue of the first bond or note, or at such earlier time as the Treasurer and Selectmen may determine. 238 voting in the affirmative and 29 in the negative.


Voted: That the Selectmen wait upon the State Highway Commission and ask for aid in the work.


Article 4. To transact any other business that may legally come before said meeting.

Special Town Meeting


JUNE 25, 1926


Article 1. To choose a Moderator to preside in said meeting.


Clarence M. Granger was elected.


Article 2. To see if the Town will appropriate the sum of one thousand dollars to pay for land taken in 1926 for the recon- struction of Main Street.


Voted: That the sum of one thousand dollars be and here- by is appropriated to pay for land taken in 1926 for the recon- struction of Main Street, said sum to be taken from the excess and deficiency fund.


Article 3. To see if the Town will purchase or take land from E. M. Hitchcock, E. A. Rardall, and F. G. Lee, for the purpose of adding to the High School Play Ground; make an appropriation for the same or take any action relating thereto.


Voted : That the Selectmen be instructed to purchase or take in behalf of the Town for playground purposes, three tracts of land located southwest of the present High School property, and adjoining the same.


Article 4. To see if the Town will accept a report of a special committee appointed at the last annual Town Meeting, authorize their recommendations regarding the reconstruction of the sewerage system at the Feeding Hills School, appropriate money for the same, or take any action relating thereto.

Voted : That the sum of eighty five hundred ($8,500.00) dollars be and is hereby appropriated for the purpose of installing new sanitary arrangements at the Feeding Hills School Building; together with a sewerage disposal system, and that the committee appointed at the last annual Town Meeting to investigate the conditions at said school, be and are hereby authorized to expend raid sum in accordance with the recommendations herewith report- ed ; said sum to be taken from excess and deficiency fund.


Article 5. To transact any other business that may legally come before said meeting.
