TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS. MIDDLESEX, SS. To any of the Constables of the Town of Arlington, in said County, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified as the Constitution requires, to assemble in the Town Hall, in said Town, Monday, the fourth day of March, 1918, at 6 o'clock, A.M., then and there to act on the following articles, viz .:


ARTICLE 1. To choose a Moderator to preside at said meeting.


ART. 2. To elect by ballot the following Town officers: a Selectman for three years; a Town Clerk for one year; a Town Treasurer for one year; a Town Collector for one year; an Au- ditor for one year; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; two Trustees of the Robbins Library for three years; one member of the Board of Health for three years; one member of the Board of Health for one year; one Park Commissioner for three years; one member of the Planning Board for three years; one Trustee of the Pratt Fund for five years; one Commissioner of the Sink- ing Fund for three years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and the Edwin S. Farmer Fund for Needy Persons for five years; one Cemetery Commissioner for three years; a Tree Warden for one year; one or more Constables for one year; also, to choose or appoint all the other usual Town officers in such manner as the Town may determine. Also, upon the same ballot to vote "Yes" or "No" upon the ques-

tion, "Shall licenses be granted for the sale of intoxicating liquors in this Town?"


Also, upon the same ballot to vote "Yes" or "No" upon the question, "Shall Chapter 23 of the General Acts of 1917, being 'An Act to provide for the licensing of coffee houses, so-called,' be accepted by the Town?"


Also, upon the same ballot to vote "Yes" or "No" upon the question, "Shall Chapter 254 of the General Acts of 1917, being ' An Act to authorize cities and towns to pay to their employees who enlist in the service of the United States the difference between their military and their municipal compensation,' be accepted by the Town?"


Also, upon the same ballot to vote "Yes" or "No" upon the question, "Shall Chapter 268 of the Special Acts of 1917, being 'An Act to place the janitors of the public schools of the Town of Arlington under the civil service laws,' be accepted by the Town?"


For these purposes the polls will be open as soon as possible after the organization of the meeting, and kept open until five o'clock, P.M.


ART. 3. To hear and act on the reports of the Board of Selectmen, and other Town officers and committees heretofore appointed.


ART. 4. To make an appropriation for the Robbins Library for the ensuing year.


ART. 5. To make an appropriation for the public schools for the ensuing year, and determine in what manner the money shall be expended.


ART. 6. To determine in what manner the Town ways, highways and bridges shall be repaired the ensuing year.


ART. 7. To determine what sum of money the Town shall raise by general tax, to defray Town expenses, interest, debt and state aid, and make an appropriation for the same.


ART. 8. To see if the Town will appoint the Selectmen agents of the Town, to institute and prosecute in favor of the Town, and appear and defend suits and legal proceedings against or involving the interests of the Town, with power to employ counsel therein, and when necessary, in all other legal matters

and business appertaining to Town affairs during the year commencing March 1, 1918.


ART. 9. To see if the Town will appropriate the sum of $250 for the proper observance of Memorial Day, the same to be expended under the direction of Francis Gould Post 36, G. A. R.


ART. 10. To see if the Town will appropriate $7000 in accordance with the vote passed December 6, 1904, for water used for public purposes for the ensuing year.


ART. 11. To see what action the Town will take in regard to extension of water mains, make an appropriation for the same, and determine in what manner the money shall be raised.


ART. 12. To see if the Town will make an appropriation for the construction and repair of permanent sidewalks.


ART. 13. To see if the Town will make an appropriation for the maintenance of the sewerage system for the ensuing year, and determine in what manner the money shall be raised.


ART. 14. To see if the Town will vote to make an appro- priation for the relocation and construction of Summer Street, from Mystic Street to Brattle Street, in accordance with an offer made by the State Highway Commission and the County Com- missioners, by which the total expense will be shared equally by the State, the County and the Town, or take any action thereon.


ART. 15. To see if the Town will make an appropriation for the use of the Highway Division, and determine in what manner the money shall be raised.


ART. 16. To see if the Town will make an appropriation for land takings on Albermarle Street, Florence Avenue and Park Avenue extension, determine in what manner the money shall be raised, or take any action thereon.


ART. 17. To see if the Town will make an appropriation for street lighting.


ART. 18. To see if the Town will vote to authorize its Col- lector of Taxes to use all means of collecting taxes for the year 1918 which a Town Treasurer may use when appointed a Col- lector of Taxes.


ART. 19. To see if the Town will vote to authorize the Board of Selectmen to lease for a period of years certain portions of the old Town Hall Building, or take any action thereon.

ART. 20. To see if the Town will make an appropriation to be expended for suppressing the gypsy and brown tail moths, in accordance with the provisions of Chapter 381 of the Acts of 1905, and Amendments thereto, and determine in what manner the money shall be raised.


ART. 21. To see if the Town will make an appropriation for the planting of trees, removal of dead and dangerous trees and for the trimming and general care of existing trees, the same to be expended under the direction of the Tree Warden.


ART. 22. To see if the Town will vote to assume its own Workmen's Compensation liability insurance, make an appro- priation for the same, or take any action thereon.


ART. 23. To see if the Town will authorize the Town Treasurer, under the direction of the Selectmen, to borrow money for any necessary purpose, in anticipation of the revenue for the year 1918, the same to be repaid directly from the pro- ceeds of said revenue.


ART. 24. To see if the Town will make an appropriation for the removal of snow and ice from the highways, or take any action thereon.


ART. 25. To see if the Town will make an appropriation for the engineering work of the Town, said appropriation to include the salary of the Town Engineer, or take any action thereon.


ART. 26. To see if the Town will make an appropriation for the extension of storm drains, or take any action thereon.


ART. 27. To see if the Town will'vote to authorize the Joint Board to petition the County Commissioners for a re- location of the lines of Bow Street, or take any action thereon.


ART. 28. To see if the Town will vote to accept and establish as a Town way the private way known as Oxford Street, from Massachusetts Avenue to Raleigh Street, as laid out by the Joint Board of Selectmen and Board of Public Works. Said way as laid out is described as follows :


Beginning at the point of intersection of the easterly side line of Massachusetts Avenue and the northerly side line of Oxford Street, said point beginning S. 31 degrees 40 minutes E. and a distance of 177.19 feet from a stone bound at the point of inter- section of the easterly side line of Massachusetts Avenue and the southerly side line of Grafton Street; thence, N. 54 degrees

56 minutes east on the northerly side line of Oxford Street, a distance of 666.41 feet to the westerly side line of Raleigh Street; thence, south 35 degrees and 4 minutes E. across Ox- ford Street, a distance of 40 feet to the southerly side line of said Oxford Street; thence, S. 54 degrees and 56 minutes W. on the southerly side line of said Oxford Street, a distance of 668.76 feet to the easterly side line of Massachusetts Avenue; thence, N. 31 degrees 43 minutes W. on the easterly side line of said Massachusetts Avenue, a distance of 40.07 feet to the point of beginning, as shown on a plan approved by the Board of Survey, Arlington, Mass., October 30, 1909, entitled " Arling- ton, Mass., Plan and Profile of Oxford Street, September 10, 1909, scale of plan 1" equals 40', scale of Profile Hor, 1" equals 40', Vert. 1" equals 6', George H. ART. 29. To see if the Town will make appropriation for the maintenance and improvement of the public parks of the Town, determine in what manner the money shall be raised, or to take any action thereon.


ART. 30. To see if the Town will appropriate the sum of five hundred (500) dollars for the maintenance of a free bed in the Symmes Arlington Hospital; said bed to be for the care and treatment of residents of the Town, who are unable to pay for such care and treatment, in accordance with the provisions of Chapter 44 of the General Acts of 1915, or take any action thereon.

ART. 31. To see if the Town will authorize the Board of Selectmen to acquire by purchase or otherwise a lot of land in the Arlington Heights District for municipal purposes, make an appropriation therefor, or take any action thereon.

ART. 34. To see if the Town will vote to grant the em- ployees of the Highway, Sewer, Water and Health Departments a Saturday half holiday throughout the year without loss of pay.
