In April the department moved its shop from Mill Street to the old almshouse property on Summer Street, thus locating all departments at one center. This old property, which has been for some time idle, was turned over by the Selectmen to the Board of Public Works and by them altered over and renovated, one-half of the building now being used by the Water Depart- ment, the other half is a tenement which is let, from which the Town receives a revenue. Owing to this change in location, a night watchman is no longer necessary, and other economies have resulted, some of which, although not directly traceable, are just as certain.

Two thousand and seventy-five feet of water mains were laid during the year and connected with the Metropolitan system. Details of this construction will be found in Table 6.

The value of the property controlled by the Water Division January 1, 1919, amounts to $21,082.77, of which $10,099.50 is invested in buildings, equipment and tools, and $10,983.27 in material available for new work.

SERVICES

Sixty-eight new services have been added during the year and seven services abandoned. There are for all purposes 1770 services on the low, 1453 on the high, and 12 on the old reservoir

system. On the Metropolitan water supply there are 23 serv- ices for municipal buildings included in the above and 11 for street-watering standpipes and 37 for sewer flushing purposes. On January 1, 1919, 159 services were temporarily out of use.

METERS

Sixty-one meters were set on services installed during 1916, 1917 and 1918. The total number of meters in use January 1, 1919, is 3177.

REPORT OF PUBLIC SAFETY COMMITTEE

The same Committee appointed in 1917 to serve as a Com- mittee on Public Safety continued to serve in this capacity during the past year.

This report of the activities of the Committee will, at this time, be brief, as, in the opinion of the Committee, a separate and detailed report should be made covering not only the work of this Committee, but also the many activities in which the people of Arlington took part during the period of the war. These activities are many, and in order that full recognition may be given it has been deemed wise to have a comprehensive report written by the heads of the various groups of men, women and children, who so ably assisted in the particular branch of work to which they were assigned.

During the year the following Committees have continued to render assistance: Food Conservation and Production, Pro- tection of Public Property, Co-ordination of Societies, Fuel Conservation, Liberty Loans, State Guard, Truck and Motor Cars, and Publicity.

The Arlington Branch of the American Red Cross has con- tinued to do everything in its power for the soldiers and sailors, and for the families of these men wherever assistance was needed.

In Flanders Fields

In Flanders fields the poppies blow Between the crosses, row on row, That mark our place; and in the sky The larks, still bravely singing, fly Scarce heard amid the guns below.

We are the Dead. Short days ago We lived, felt dawn, saw sunset glow, Loved and were loved, and now we lie In Flanders fields.

Take up our quarrel with the foe; To you from falling hands we throw The torch; be yours to hold it high. If ye break faith with us who die, We shall not sleep, though poppies grow In Flanders fields.

-Lieutenant-Colonel John McCrae.
