In submitting a report of our doings for the year just closed, we will state that the duties devolving upon us have not been as arduous in many ways as during the one preceding.
The amount appropriated for highways not being as large as usual, after deducting the sum allotted for railing at Stoneville dam, and setting stone monuments by the side of the highways, we were

not able to do all the work we had intended. But, taking into con- sideration the extreme dry summer, we feel that the streets are in as good condition as we could reasonably expect. We were obliged to exceed the amount appropriated for highways and bridges, from the fact that we unexpectedly late in the season found the bridge near Hilton's mill in a dangerous condition, and did not think it safe to leave until such time as a meeting could be called to appropriate the funds necessary for such work; so performed it, trusting to your approval. We were also obliged to make quite an extensive fill at the railroad crossing near the house of E. L. Ban- croft, the company having moved its tracks several feet to the west, making an abrupt rise in crossing and somewhat dangerous.
The railing at Stoneville dam has been completed, and with proper care will last for many years. We have made a beginning in setting stone bounds upon the highways, and in our opinion the work should be carried forward until there are bounds set upon all the streets in town, a small sum being appropriated annually for that object. We have procured a book suitable to keep a record of all bounds, and showing a plan of the roads where bounds have been set.
It is with shame that we are compelled to report so large an expenditure of the town funds for the suppression of the sale of liquor within our limits, but a certain class of our citizens have so little respect for themselves and none for their fellow-townsmen, that we felt obliged to adopt severe measures; and we feel that the results have justified the means.
The expense of caring for the poor the past year has been more than we had hoped, but the greater part of the amount was con- tracted before the first day of May. The arrangement your com- mittee made with the overseers of poor of the town of Charlton has proved of great benefit to this town; for from the time the contract was signed till Dec. 1st we were aiding but three persons, at an expense of four dollars and fifty cents per week. We would advise that the arrangements be continued, as no one who is honestly poor can object to going where the overseer think best.
The custom of furnishing conveyance to school children has been the cause of more or less trouble in years past, and, as the

practice is wholly wrong in principle, we would recommend that the town cease the raising of money for that purpose. The statutes say (Chap. 27, Sect. 10,) that towns may at legal meetings grant and vote such sums as they judge necessary for conveying the pupils to and from the public schools, the same to be expended by the school committee in their discretion.

As I am about to leave you, for a time at least, I take the liberty to suggest that in my opinion the offices of chairman of selectman and overseers of the poor should be held by one person. And as the taxpayers have no desire to ask any one to do their work without a little compensation for the time given, I would recom- mend that the town vote to pay the person holding the two posi- tions one hundred dollars per annum.

REPORT OF Superintendent of Streets
.
In submitting my report I would say that the past year we have put in several hundred feet of stone foundations, in different localities in town, which will be appreciated in mud time, at least. It is I think the only practical way we have at the present time, of making a permanent road, but while we are repairing in this man- ner at an expense of two or three dollars a rod, the back road's are running behind. If the State should build and keep the South- bridge street in repair, it would give us an opportunity to give more attention to our back streets, and also lift a great burden from this town, and I believe we should all work for that end.
The road leading from Southbridge street by John L. Bonzey's mill has three bridges upon it, which will have to be repaired the present season, at an expense of not less than fifty dollars. I would suggest that a ditch be dug on the east side of the road for the water, discontinuing two of the three bridges.
I would also call your attention to the railing, which in many places is not in a safe condition. In Distriet No. 1, below the house of Mr. B. Rich,the railing will need to be thoroughly repaired the coming season, also the railing on different places on the South- bridge road, and other places in town that I might mention.
