AUDITOR'S REPORT.
To the Citizens of Franklin :
In preparing the Annual Report of the receipts and ex- penditures for the year ending January 31, 1884, it has been the aim of the Auditor, to so classify and arrange the differ- ent items of municipal expenses, that the voters of the town can know with exactness the cost of each department. To say that this object has been completely secured, is perhaps too much to claim. but we feel confident that the results will compare favorably with those of any year in the last twenty.
As will be noticed the expenses for the support of the poor have been considerably decreased as compared with the pre- ceding years ; and we do not learn that serious complaint has been made of the methods adopted by the Board of Over- seers, in the conduct of this, not always pleasant, task, the care of the needy and unfortunate. The expenses for repair of roads and bridges has also been somewhat reduced, and many of our citizens are inclined to the opinion, that while the present system is continued, (if it be a system) our town ways would not materially suffer, if the amount expended was made still less.
The financial condition of the town at commencement of the present fiscal year, can but be satisfactory to the tax payers, and it would seem that the oft repeated demand for a lower rate of taxation, may reasonably be expected to be realized.
The Auditor desires to acknowledge the uniform courtesy of the Board of Selectmen and the Treasurer, in furnishing bills and vouchers, as provided by vote of the town, from which the Annual Report must be made.
