REPORT OF THE DIRECTORS OF THE FRANKLIN LIBRARY ASSOCIATION.


At the annual meeting of the Association, held February 5, 1884, the Treasurer's report was presented and accepted. From this report it appears that at the last settlement, there was a balance of

The Directors have purchased during the year 148 vols., at a cost of $171.28, paying for the same from income of the Dean fund. Total additions to the Library for the year by purchase and donation. 153 volumes. The patronage of the public has not varied materially from previous years - the report of the Librarian showing 680 different names on the register for the year, and 12,009 volumes loaned during the same period.


The Directors can see no special reason for material change in the current expenses for the ensuing year, and therefore suggest an appropriation of $400 to defray the same.

REPORT OF OVERSEERS OF THE POOR.


The duties of the Overseers are more difficult than most people are aware of, and require constant care and attention that the worthy poor may be properly provided for, and that the unworthy, those not entitled to assistance from the town shall not succeed in deceiving them.


THE ALMSHOUSE.


To the affairs of this department we have given our closest attention, and we should be both ungenerous and ungrateful did we not publicly acknowledge that the keeper and matron deserve much praise for their faithful discharge of the many and ofttimes disagreeable duties of their position. The keeper has not only taken good care of the property under his charge. but has in various ways acted for the interests of the town. The almshouse buildings are in fair repair, the inside of the house having been whitened and some of the rooms papered during the past year. We think that much of the old furni- ture, now badly worn, should be repaired or replaced with new, thereby giving the interior of the house a more respect- able appearance. The need of more lodging rooms has be- come apparent, but the present wants can be supplied by finishing the attic into four rooms at a very small expense. The board consider it for the best interests of the town as well as for the comfort and well-being of all who require permanent support, that this should be provided at the alms- house when practicable.


OUTSIDE AID.


The amount expended outside of the almshouse the past season was reduced $380 from that of the year preceding. This reduction has been secured in a measure by the efforts of the board to encourage those who were able to support them- selves, but had become so much demoralized by the aid fur- nished them by the town, that they failed to make the exer- tion necessary for their own support - or even to see any necessity for so doing. We think there is a rich field for the

labor of the incoming board, in the same direction the com- ing year.

REPORT OF CHIEF ENGINEER OF THE FIRE DEPARTMENT.


The following report is respectfully submitted :


The Board of Engineers met May 1, 1883, and organized by choice of Daniel C. Cotton as Chief Engineer, and Wm. Rockwood, Clerk.


Number of fire alarms during the year seven, as follows, viz. :


Aug. 30, 1883 .- Alarm sounded at 7.30 P. M., fire in But- man's Block, in room occupied by Mrs. W. H. Williams, as a millinery store. The department was promptly on hand, but the fire was extinguished without its aid. Loss $50; cause unknown.


Sept. 6, 1883 .- Sent men to Mrs. Patrick Murphy's to extin- guish fire in the woods, and protect her buildings. The fire was soon out and no damage to buildings.


Oct. 1. 1883 .- Alarm sounded at 6 o'clock P. M., for fire in James P. Ray's buildings o'n Main street, occupied by Geo. B. Baker. The fire was soon extinguished without aid of the fire department. Loss $100. Cause, defective stove-pipe.


Oct. 13, 1883 .- Alarm was sounded for fire on Cottage street, in house occupied by Patrick Haggerty. Department was promptly on hand, and fire soon extinguished with buckets. Damage slight. Cause unknown.


Nov. 4, 1883 .- Alarm sounded at 4 o'clock A. M., caused by fire in Morse's Block, corner Central and Summer streets. 5A

The fire was well under way when the department arrived, but was confined to the building where it originated. Loss total; $2,500 insurance on building and $1,500 on con- tents ; total, $4,000. · Cause of fire unknown.


Nov. 16, 1883 .- Alarm sounded at 9 o'clock A. M., for fire at house on Central street, formerly occupied by Hugh McParland. The department was promptly on hand, but services were not needed, there being no fire.


Nov. 19, 1883 .- Alarm sounded at 1 o'clock P. M., for fire in barn of James H. Pond. The department was soon on the ground, and might probably have confined the fire to the building in which it originated but for the lack of water. The barn, dwelling-house and vinegar factory, with all the outbuildings were entirely consumed. Loss, $4,500; well insured. Cause of fire unknown.


The apparatus is in good working order, with the exception of the hose, of which about 1,000 feet additional is needed, and I would recommend the purchase of the same.
