REPORT OF THE TOWN ACCOUNTANT


To the Honorable Board of Selectmen:


Gentlemen :


I submit, herewith, my report on the financial condition of the town on December 31, 1940, and a report of the financial trans- actions of the town for the year 1940. These are set forth in the usual schedules. There is also presented a balance sheet showing the Assets and Liabilities at the close of the fiscal year.


Our Surplus Revenue increased almost $6,000 since the last Annual Town Meeting.


The average cash balance during the year was $40,000 and the present cash balance is $7,587.26. Anticipation loans amounted to $50,000 during 1940 and I should like to call attention to the fact that we borrowed this amount at the low interest rate of .06 discount plus a premium of $1.50 or a cost of $23.58 for 302 days.


Anticipated revenue exceeded the estimate by $3,492.55, motor vehicle excise and water receipts showing the largest increases.


Our tax collections averaged about the same as in the past two or three years and we are 83 per cent collected as of December 31, with no prior year's taxes outstanding.


Unexpended balances transferred to Revenue amounted to $2,968.50.


The year 1940 has been a successful year from a financial and operating standpoint. Out of 351 cities and towns in the Com- monwealth only 6 cities and towns can show a reduction in tax rate for the last five consecutive years and Hamilton is one of the six.
