PROCEEDINGS OF TOWN MEETING HELD MARCH 7, 1904, FOR. ELECTION OF TOWN OFFICIALS.


Art. 1. To choose a Moderator to preside at said meeting .. George L. Flint was unanimously chosen Moderator.


Art. 2. To bring in their votes on one ballot for Town Clerk, Selectmen, Overseers of the Poor, one member of Board of Asses- sors for three years, Treasurer, Collector of Taxes, one member of Board of Health for three years, two Constables, one Water Com- missioner for three years, one member of the Municipal Light Board for three years, two Trustees of Laurel Hill Cemetery for three years, two Trustees of the Public Library for three years, two members of the School Committee for three years, three Auditors, and Tree Warden for one year; also on same ballot Yes or No in answer to the following question: "Shall licenses be granted for the sale of intoxicating liquors in this Town ?"


The following election officers were duly appointed and sworn : Ballot Clerks, Wm. S. Kinsley and Wm. H. Perkins; Tellers, George E. Adams, Alfred W. Danforth, Frank A. Bessom, Arthur W. Temple, Horace E. Eames, Clinton L. Newell, Henry S. La- Clair, Robert A. Carter, Charles C. Wright, Chester W. McDou- gall, John Connelly, George L. Pratt. The polls were declared open after the ballot box was duly inspected and found empty and registered 0000. Ballots were turned over to Ballot Clerks, they receipting therefor. Voted to close the polls at 5.30 o'clock P. M. Polls were closed at 5.30 o'clock P. M. The total vote cast was

TOWN MEETING CALLED FOR ACTION TO BE TAKEN ON ARTI- CLES RELATING TO TOWN BUSINESS.


Art. 1. To choose a Moderator to preside at said meeting.


George L. Flint was unanimously elected.


Art. 2. To hear and act on the reports of the Selectmen, Overseers of the Poor, Assessors, Treasurer, Collector of Taxes, School Committee, Water Commissioners, Municipal Light Board, Engineers of the Fire Department, Trustees of the Cemetery, Trustees of the Public Library, Auditors, Board of Health, Sewer- age Committee, Finance Committee, Tree Warden, and Special Committees.


Art. 2. Voted to lay on the table.


Art. 3. To choose all other necessary Town Officers, and to determine what instructions they will give the Town Officers.


Voted that the Selectmen be authorized to appoint Measurers of Wood and Bark for the ensuing year.


Voted that Asa Parker, Willard A. Bancroft and John Stock serve as Field Drivers for the ensuing year.


Voted that John H. Orr be appointed Pound Keeper for the ensuing year.


Voted that the following persons be appointed Surveyors of Lumber for the ensuing year: James A. Bancroft, Samuel Brown, Ora L. Milbury, Wm. R. Zwicker, Wendell Bancroft, Burton K. Symonds, Joseph W. Killam.


Voted that the Treasurer is hereby instructed to receive from the Trustees of the Public Library the sum of two hundred dollars ($200) paid to said Trustees as a bequest to the Public Library from the estate of Climena Wakefield and to put said sum at inter- est as a trust fund separate from other funds of the town, both principal and interest of said fund to be payable by him from time to time as may be ordered by the Trustees of the Public Library.

light ; and appropriate the same together with receipts of Plant for maintenance and interest accounts of the Municipal Light and Power Plant for the year 1904, or what they will do in relation thereto.


Voted to raise and appropriate $8,280.00 for the purpose of maintaining 138 arc lights at $60 per light, and appropriate the receipts of the plant for maintenance and interest accounts of the Municipal Light and Power Plant for the year 1904.


Art. 6. To see if the Town will raise and appropriate the sum of two thousand five hundred dollars, and appropriate the unexpended balance of the year 1903, for construction and exten- sion of the Municipal Light and Power Plant for the year 1904, or what they will do in relation thereto.


Voted that the sum of $2,099.00 be paid to the Treasurer out of the receipts of the Municipal Light and Power Plant for the year 1904, and that this amount together with the unexpended bal- ance of the Construction Account be appropriated for construction of the Municipal Light and Power Plant for the year 1904.


Art. 40. To see if the Town will accept the offer of Miss Adelaide Sheak and purchase her estate upon Linden and Sanborn streets in accordance with the terms of said offer, as recommended in the report of the School Committee, and how much money they will raise by loan or otherwise and appropriate therefor, or what they will do in relation thereto.


Voted that the Town, in accordance with the recommendation of the School Committee, accept the offer of Miss Adelaide M. Sheak to sell her estate upon Linden and Sanborn `streets for the sum of $8,000, as a site for a new High School building, and the School Committee are hereby empowered and directed to do every- thing necessary to secure a conveyance to the Town of said estate, and the sum of $8,000 is hereby appropriated therefor. For the purpose of providing said amount the Treasurer is hereby author- ized and directed to issue under the direction of the Selectmen the note or notes of the Town not exceeding in the aggregate the sum of eight thousand dollars, bearing interest at a rate not exceeding

4 per cent. per annum, and payable at such times and in such amounts as will extinguish the debt hereby created within a period of twenty years.


By count 241 voted yes and none no.


Art. 3. Voted to take from table.


Voted that the Water Commissioners be and they are instruct- ed to continue the investigation of the new process of treating water, to prepare plans for a plant for treating water, make esti- mates of the cost of the same, and report to the Town as soon as practicable.


Voted that the Collector be instructed to collect all taxes (as far as possible ) on or before Oct. 1, 1904, and upon all taxes unpaid at that time to add interest at 6 per cent. per annum from said date until paid, and also to collect all taxes unpaid Jan. 1st forth with by due process of law, unless delinquents procure an order from the Selectmen releasing them from immediate payment.


The following Resolves were unanimously passed :


Resolved. That it is the sense of this meeting that the Sena- ator from this District and our Representatives should support any and all bills that will make the streets leading to the North Station safer and cleaner, and that we ask them to carefully consider House Bills No. 621 and 662.


Resolved. That the Town Clerk notify the Senator and Rep- resentatives of this vote.


Voted to adjourn to meet in the Masonic Hall at 7.30 o'clock P. M: March 14, 1904.

Fire Department, voted to raise and appropriate $4,000; of this amount $150 is to be used for a Fireman's Field Day. Also voted to appropriate $1,000 from the available assets for expenses of the Fire Department the present fiscal year, and from May 1, 1903, to Jan. 1, 1904.

Art. 7. To see how much money the Town will raise and appropriate for the purpose of erecting an arc light on Avon street, between Ash street and Main street, or what they will do in rela- tion thereto.

Art. 8. To see how much money the Town will raise and appropriate for the purpose of erecting an arc light on Walnut street, between Curtis and South streets, or what they will do in relation thereto.


Voted to pass over.


Art. 9. To see how much money the Town will raise and appropriate for the purpose of erecting an arc light on Grand street, near Harriman avenue, or what they will do in relation thereto.


Voted to pass over.


Art. 10. To see how much money the Town will raise and appropriate for the purpose of erecting an arc light on Vine street, at the foot of Middlesex avenue, or what they will do in relation thereto.


Voted to refer to Municipal Light Board.


Art. 11. To see how much money the Town will raise and appropriate for the purpose of erecting an arc light on Hartshorn street, or what they will do in relation thereto.

Art. 12. To see if the Town will raise and appropriate the sum of fifty dollars to furnish electricity for the Home for Aged Women.


Electricity for Home for Aged Women, voted $50.

Art. 13. To see if the Town will raise and appropriate the sum of twenty-five dollars to furnish water for the Home for Aged Women.


Water for Home for Aged Women, voted $25.


Art. 14. To see what instructions the Town will give the Board of Selectmen or Board of Health in the suit of the City of Melrose vs. Town of Reading.


Voted that the subject matter of this article be referred to the Board of Health with full powers.


Art. 15. To determine how much money the Town will raise and appropriate for service pipes, hydrant rental, water for drinking fountains, water for street sprinkling, interest on water loan, main- tenance of water works and extraordinary repairs.


Service Pipes, voted $1,000.


Hydrant Rentals, voted $4,890.


Money voted to raise and appropriate, $300.


Water for Drinking Fountains, voted $500.


Street Sprinkling, voted $500.


Repairs of Water Plant, voted $300.


Voted that the amounts before voted for Hydrant Rentals, Drinking Fountains, Street Sprinkling, and for Repairs of Water Department, together with the receipts of the Water Department, be appropriated for Maintenance, (estimated at $7,000), Interest on Bonds ($8,425), of this department for the present fiscal year.


Art. 16. To see if the Town will authorize their Treasurer, under the direction of the Selectmen, to hire money in anticipation of the taxes of the municipal year.


Voted that for the purpose of procuring a temporary loan, to and for the use of the Town of Reading, in anticipation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time, with the approval of a majority of the Board of Selectmen, a sum or sums not exceeding in the aggregate $90,000, and to execute and deliver

the note or notes of the Town therefor payable within one year from the time the loan is made. Any debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the taxes of the present municipal year.


Art. 17. To determine the compensation of the Collector.


Voted that the compensation of the Collector of Taxes be & of 1 per cent. on each dollar collected during the present fiscal year.


Art. 18. To see what instructions the Town will give the Board of Selectmen in relation to filling the vacancies on the Finance Committee of the five members whose terms expire this year.


Voted that the Selectmen be instructed to fill all vacancies on the Finance Committee for the ensuing year.


Art. 19. To see if the Town will raise and appropriate the sum of fifty dollars for the purpose of furnishing electricity for lighting Grand Army Hall on Haven street, or what they will do in relation thereto.


Grand Army Hall, electricity therefor, voted $50.


Art. 20. To see if the Town will raise and appropriate the sum of twelve hundred and forty dollars to meet the interest on School House Bonds.


Interest on School House Bonds, voted therefor $1,240.


Art. 21. To see if the Town will raise and appropriate the sum of three hundred twelve dollars and fifty cents to meet the interest on School House Notes.


Interest on School House Notes, voted therefor $312.50.


Art. 22. To see what action the Town will take to meet pay- ment of Electric Light and Power Plant Note for fourteen hundred dollars due May 1, 1904.


Voted to appropriate from available assets to pay Electric Light and Power Plant Note due May 1, 1904, $1,400.

ment of School House Note for two thousand dollars due May 1, 1904.

Art. 24. To see what action the Town will take to meet pay- ment of Electric Light and Power Plant Note for two thousand dollars due July 15, 1904.

Art. 25. To see if the Town will instruct the Board of Selectmen to purchase the playground on Washington street owned by Mr. Kirk Sweetser, or what they will do in relation thereto.


Voted that the Selectmen be authorized and instructed to hire a suitable playground, and that they be instructed to appoint a Committee of five to look into the question of a suitable play- ground and report on the same at the next annual town meeting.


Art. 2. Voted to take from the table.


The Selectmen made a report on the block or district system of assessing estimating the cost at approximately $6000; omitting the swamp and thinly settled sections, for $3000 ; and a complete plan of streets and buildings in the thickly settled part for $1500. The latter was recommended by them.


Voted to accept report of Selectmen.


The Committee appointed by the Selectmen to report a gen- eral plan for the expenditure of the highway appropriation made a report of progress and recommended that the sum of $200 be appro- priated from the highway appropriation to buy a modern road machine.


Voted to accept and adopt the recommendation of the Com- mittee and that the Committee be continued.

Art. 27. To see if the Town will raise and appropriate the sum of six thousand dollars for the purpose of installing the block or district system for assessing purposes in this Town, or what they will do in relation thereto.

Art. 28. To see how much money the Town will raise and appropriate to index the old Town Records, and what instructions they will give the Town Clerk in relation to the same.

Voted that the sum of $50 be raised and appropriated and that the Town Clerk be instructed to perform the work.


Art. 29. To see if the Town will raise and appropriate the sum of two hundred dollars for the purpose of setting edgestones around the south-easterly part of the Common, or what they will do in relation thereto.


Voted to raise and appropriate the sum of $200 for the purpose of setting edgestones around the south-easterly part of the Common.


Art. 30. To see if the Town will raise and appropriate sixty- five dollars to lay curbstones on the northerly side of Salem street, formerly Lowell street, against the property of the Old South Church, or what they will do in relation thereto.


Voted to appropriate the sum of $65 from appropriation for Concrete Sidewalks and Edgestones (provided abutters pay one- half ) to put edgestones front of the Old South Church, on the northerly side of Salem street, formerly Lowell street.


Art. 31. To see if the Town will raise and appropriate the sum of seven hundred fifty dollars for the purpose of constructing a covered drain from a point on Pearl street, near the Town Home, to a point on Charles street, near Harrison street, or what they will do in relation thereto.


Voted to raise and appropriate the sum of $750 for the purpose of laying a covered drain from a point on Pearl street, near the Town Home, to Charles or Harrison street.


Art. 32. To see if the Town will assume the charge and keep in repair the drain laid by Walter Gerritson, extending from Deer- ing street through Harriman avenue across Grand street and land of one Robinson, High street, and through land of Jacob W. Man-
