TOWN MEETINGS IN THE YEAR 1912
ANNUAL TOWN ELECTION, MARCH 4, 1912
READING, March 4, 1912.
Pursuant to the warrant, and the Constable's return thereon, a town election was held at the time and place therein specified. The meeting was called to order by the Town Clerk, Millard F. Charles. The warrant was partly read, when it was moved by George L. Pratt that further reading of the warrant be dispensed with except the Con- stable's return. And it was so voted. The meeting was opened with prayer by Rev. Marion F. Ham. The following ballot clerks were duly sworn by the Town Clerk: Chester C. Richardson, Samuel Rounds, William H. Baker and Bartholemew J. Lehan.
Art. 1. To elect a Moderator to preside at said meeting.
Proceeded to elect a Moderator. The ballot was duly opened and closed with the following result: Whole num- ber of votes cast, one. George L. Flint had one and was declared elected Moderator.
Art. 2. To see if the Town will vote to adjourn this meeting, after the completion of the business under Art. 3, to Monday, March 11, 1912, at 7.45 P. M., in Lyceum Hall, or what they will do in relation thereto.
On motion of George L. Pratt it was voted that when this meeting is adjourned it be adjourned to meet in Lyceum Hall on March 11, 1912, at seven forty-five o'clock in the afternoon.
Art. 3. To bring in their votes on one ballot for Town

Clerk, Selectmen, Overseers of the Poor, Treasurer, Col- lector of Taxes, one member of the Board of Assessors for three years, one member for one year, two Constables, one Water Commissioner for three years, one member of the Municipal Light Board for three years, one member of the Board of Health for three years, two Trustees of Laurel Hill Cemetery for three years, two Trustees of the Public Library for three years, and one for one year, two members of the School Committee for three years, one Sewer Commissioner for three years, one Sewer Commissioner for two years, one Sewer Commissioner for one year, Tree Warden for one year : also on the same ballot, Yes or No, in answer to the following question : "Shall licenses be granted for the sale of intoxicating liquors in this Town ?"
Art. 3. Voted to proceed to election of Town Officers. The ballots were delivered to the Moderator and he re- ceipted for the same. The ballot box was opened, examined by the Town Clerk and Moderator, found empty and regis- tering 0000, and the ballot box keys were delivered to the officer in charge and the polls were duly declared open. It was voted to close the polls at four o'clock and thirty minutes.
The ballot box was opened and votes counted during the progress of voting, no objection being made. The polls were closed at time mentioned in previous vote. The ballot box showed that 1085 votes had been cast. The ballot clerks reported that the names of 1053 men voters and 32 women voters had been checked. The tellers reported that they had counted 1053 ballots cast by men and 32 cast by women voters. The following tellers were duly sworn previous to counting the vote : Frank W. Willis, Fred M. Day, Percy L. Horrocks, James A. Freeman, George M. Hutchinson, Richard N. B. Wilson, Spencer G. Stewart, Bernard T. Granfield, Frank E. Gray. The result was declared as fol- lows :

Art. 4. To hear and act on the reports of the Select- men, Overseers of the Poor, Assessors, Treasurer, Collector of Taxes, School Committee, Water Commissioners, Munici- pal Light Board, Engineers of the Fire Department, Trus- tees of the Cemetery, Trustees of the Public Library, Town Accountant, Board of Health, Finance Committee, Tree Warden and Special Committees.
Art. 4. Voted to lay on the table.
Art. 5. To choose all other Town Officers and to deter- mine what instructions they will give the Town Officers.
Art. 5. On motion of Alvah W. Clark it was voted that Asa Parker, Ardene M. Allen and Willard A. Bancroft serve the Town as Field Drivers for the ensuing year.
On motion of Alvah W. Clark it was voted that the Se- lectmen be authorized to appoint Measurers of Wood and and Bark and Weighers of Coal, Hay, etc., for the ensuing year.
On motion of Alvah W. Clark it was voted that Ora L. Milbury, Wendell Bancroft, Warren M. Whitehouse, Samuel

Brown, William R. Zwicker, Burton K. Symonds, Edward B. Eames, George L. Flint and William H. Badger serve as Surveyors of Lumber for the ensuing year.
On motion of Alvah W. Clark it was voted that the Selectmen act as Fence Viewers for the ensuing year.
On motion of Edwin L. Hutchinson it was voted that the Selectmen be authorized to appoint a Poundkeeper for the ensuing year.
Art. 6. To determine how much money the Town will raise and appropriate for General Government, Protection of Life and Property, Health and Sanitation, Highways and Bridges, Charities, Soldiers' Benefits, Education, Library, Recreation, Cemetery and Interest.

On motion of Alvah W. Clark it was voted to raise and appropriate :
Police Department, $4,600.00.
Moth Department, $2543.37.
Tree Warden, $491.72, and appropriate unexpended balance, $8.28.
Forest Warden, $471.90, and appropriate unexpended balance, $28.10.
Fire Department, $6,000.00, same to provide for 1911 unpaid bills.
On motion of Herbert B. Howard it was voted to raise and appropriate for Health Department, $1,500.

On motion of Wilfred A. Bancroft it was voted that $225 be for salaries of the Board of Health and that the un- expended balance of $150.19 be appropriated, and 1911 bills be paid from this appropriation.
On motion of Alvah W. Clark it was voted to raise and appropriate for Inspector of Wires, $100; Salary of Sealer of Weights and Measures, $53.10, and appropriate unexpended balance, $21.90.
On motion of Alvah W. Clark it was voted to raise and appropriate for Highways, Bridges and Sidewalks, $3,938.17, and appropriate the unexpended balance from a special appropriation, $61.83; Street Watering, $1,179.05, and ap- propriate the unexpended balance, $20.95; Oil for Streets or other Dust Preventive, $1,000; Salem Street Macadamizing, $1,000, provided the State appropriate a like amount.
On motion of Alvah W. Clark it was voted to raise and appropriate the sum of $5,500, divided as follows: Poor Department, to pay 1912 bills and unpaid bills of 1911, $5,200; Overseers' of Poor Salaries, $300.
On motion of Alvah W. Clark it was voted to raise and appropriate for Soldiers' Benefits : Soldiers' Relief, $431.58, and appropriate unexpended balance, $268.42, and appro- priate amount received from State, $2,000.
On motion of Walter S. Parker it was voted to raise and appropriate the sum of $36,000 for School Expenses, $5,000 of which is for Incidental School Expenses, and the balance, $31,000, and receipts for General School Expenses.
On motion of Arthur N. Mansfield it was voted that the sum of $975 be raised and appropriated, and the sum of $374.45, unexpended balance of last year, together with the proceeds of the dog tax and fines, be appropriated for the support of the Public Library during the ensuing year; and that the amount received or to be received in payment of insurance, under adjustment of the loss by fire in Novem- ber, 1911, be appropriated, to be expended under the direc-

tion of the Trustees of the Library on account of library material in place of that damaged or destroyed in said fire.
On motion of Alvah W. Clark it was voted to raise and appropriate for Rent of Playground, $342: Care of Common, $57.72, and appropriate the unexpended balance of $42.28.
On motion of Edwin L. Hutchinson it was voted to raise and appropriate for Memorial Day, $175, to be expended under the direction of Veteran Post 194, G. A. R.
On motion of Galen A. Parker it was voted to raise and appropriate for Care of Cemetery, $1,000.
On motion of Alvah W. Clark it was voted to raise and appropriate for Interest, $4,439, and appropriate the interest from bank balances, also interest received on taxes.
Art. 7. To see what sum the Town will raise and ap- propriate, or otherwise provide, with the receipts of the Municipal Light and Power Department for the year 1912, for maintenance, operation, repairs and new construction of said plant, and for the payment of bonds, notes, interest and depreciation due by said plant during this year, or what they will do in relation thereto.
On motion of Elmer H. Robinson it was voted that $5,000 be raised and appropriated, and this amount, together with $97.52 of the unexpended balance December 31, 1911, and the receipts of the plant for the current year, be appro- priated for the maintenance, operation and repair of said plant, and for the payment of bonds, notes and interest; and that $4,143.80 be appropriated from the receipts of the plant for depreciation of said plant, and that the further sum of $4,000 be raised and appropriated for new construc- tion.
Art. 8. To see if the Town will authorize the Munici- pal Light Board to install the following Tungsten street lights :
One on North Main street, near the residence of Edward E. Nichols.

One on North Main street, between Main and Short street.
One at the corner of Green and Ash streets.
Four on Orange street, between Harrison and Pierce streets.
Three-one at the corner of Walnut and Curtis streets, one at the corner of Walnut and South streets, one at the corner of Curtis and South streets.
One on West street, between Woburn and Fremont streets.
Two-one at the corner of Salem and Spring streets, one on Spring street between Salem and Orange streets.
One on Eaton street, between Salem and Pleasant streets.
Two-one at the corner of Pleasant and John streets, one on John street, between Haven and Green streets.
Three on John street, between the corner of Green street and the Bay State Street Railway Company's car barns.
One on Gould street, between Haven and Ash streets.
One on Forest street, in front of Hose No. 5.
Four on Highland street, between Lowell and Federal streets, and remove the present arc light.

One on Pine street, near the residence of H. I. Loomis.

And how much money the Town will raise and appro- priate therefor, or what they will do in relation thereto.
Art. 9. To see if the Town will vote to raise and appro- priate the sum of two hundred fifty dollars to install street lights on Franklin street, between Main street and the resi- dence of O. Wayland Nelson, or what they will do in relation thereto.
Arts. 8 and 9. On motion of Elmer H. Robinson it was voted that Articles 8 and 9 be taken up and acted on as one article.
On motion of Elmer H. Robinson it was voted that the subject matter of Articles 8 and 9, relating to the installa- tion of additional street lights, be referred to the Municipal Light Board with authority to install such lights as in their judgment are necessary, and to make such changes in the existing lights as may be advisable; that the sum of $1,500 be raised and appropriated, and this amount, together with the unexpended balance Dec. 31, 1911, of $31.18, be appro- priated for the above purposes.
Art. 10. To hear and act on a petition of the Town of Wakefield by its Municipal Light Commission, for authority to construct and maintain in the Town of Reading pipes and apparatus for the distribution and sale of gas.

Art. 11. On motion of Frank G. Nichols it was voted to raise and appropriate $175 to locate a fire alarm box at the corner of South and Curtis streets.
Art. 12. To see if the Town will vote to locate a fire alarm box at the corner of Chute and Mt. Vernon streets, and how much money they will raise and appropriate there- for, or what they will do in relation thereto.
Art. 12. On motion of Frank G. Nichols it was voted to raise and appropriate $75 to locate a fire alarm box at the corner of Chute and Mt. Vernon streets.
Art. 13. To see if the Town will vote to locate a fire alarm box at the corner of West and Howard streets, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 13. On motion of Frank G. Nichols it was voted to raise and appropriate $60 to locate a fire alarm box at the corner of West and Howard streets.
Art. 14. To see if the Town will vote to purchase one thousand feet of fire hose, and how much money they will raise and appropriate therefor, or what they will do in rela- tion thereto.
Art. 14. On motion of Frank G. Nichols it was voted to raise and appropriate $650 to purchase one thousand feet of fire hose.
Art. 15. To see if the Town will raise and appropriate the sum of one hundred fifty dollars to pay six members of Hose Company No. 5 twenty-five dollars per year, or what they will do in relation thereto.

Art. 15. On motion of Frank G. Nichols it was voted to appropriate $150 from the appropriation of the Fire De- partment to pay six members of Hose Company No. 5 $25 per year.
Art. 16. To see if the Town will vote to purchase a combination Auto-Chemical Truck, and how much money they will raise and appropriate or otherwise provide for the purpose, or what they will do in relation thereto.

Art. 17. To see if the Town will appropriate nine hun- dred dollars from the Cemetery Account to finish removing the ledge on Main street, grading and seeding down the same, and building a retaining wall, or what they will do in relation thereto.

Art. 18. To see if the Town will raise and appropriate the sum of five hundred dollars to continue the work of sur- veying the several lots of land and making plans thereof for the use of the Board of Assessors, or what they will do in relation thereto.
Art. 18. On motion of Lewis M. Bancroft it was voted to raise and appropriate $500 to continue the work of sur- veying the several lots of land and making plans thereof for use of the Board of Assessors.
Art. 19. To see if the Town will raise and appropriate the sum of fifteen hundred dollars for the purpose of install- ing modern sanitary toilets in the Union Street School build- ing, or what they will do in relation thereto.
Art. 19. On motion of Walter S. Parker it was voted to raise and appropriate $1,500 to install modern sanitary toilets in the Union Street School.
Art. 20. To see if the Town will raise and appropriate the sum of one hundred fifty dollars for the purpose of low- ering the culvert under Walnut street, near the junction of South street, or what they will do in relation thereto.

Art. 20. On motion of Walter S. Parker it was voted to appropriate the sum of $150 to lower the culvert under Walnut street, near the junction of South street, from ap- propriation for Highways, Bridges and Sidewalks.
Art. 10. Voted to take from the table.
Art. 10. On motion of Theodore P. Berle it was voted that action on Art. 10 be deferred until a committee con- sisting of Charles A. Loring, Mahlon E. Brande and George H. Clough confer with the officers of the Peoples' Gas and Electric Co. to ascertain what, if any, proposition they will offer the Town of Reading for the extension and mainte- nance of mains and the sale of gas in Reading, said commit- tee to report at an adjournment of this meeting, at which time both propositions can be considered at the same time and decided on their merits : also this committee shall ascer- tain from the Peoples' Gas and Electric Co. what proposition that company will make to Reading for the sale to Reading of such property as that company may have in Reading.
Art. 25. To authorize the Town Treasurer, with the ap- proval of the Selectmen, to borrow during the municipal year beginning January first, in anticipation of the collec- tion of taxes for said year, such sums of money as may be necessary for the current expenses of the Town, but not ex- ceeding the total tax levy for said year, giving the notes of the Town therefor, payable within one year from the dates thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.
