ANNUAL TOWN MEETING ROOM 19, TOWN BUILDING, MARCH 3D, 1919


The annual town meeting was held on the 3rd of March, A. D. 1919, and was called to order by the Moderator, Jesse W. Morton. Warrant was read by the Town Clerk, and the polls were duly opened and closed. The result of the ballot was as follows:

ANNUAL TOWN MEETING SECURITY HALL, MARCH 10, 1919


Pursuant to the warrant, a town meeting was held at time and place specified therein and was called to order by the Moderator, Jesse W. Morton.


Article 2. To hear and act on the reports of the Selectmen, Over- seers of the Poor, Assessors, Treasurer, Collector of Taxes, School Committee, Water Commissioners, Sewer Commissioners, Municipal

Light Board, Park Commissioners, Planning Board, Trustees of the Cemetery, Trustees of the Public Library, Board of Health, Tree Warden, Town Accountant, Finance Committee and Special Commit- tees.


On motion of J. Edward Frost, Article 2 was laid on the table.


Article 3. To choose all other necessary Town Officers and de- termine what instructions be given the Town Officers.


On motion of J. Edward Frost, it was voted that Ora L. Millbury, Warren M. Whitehouse, William R. Zwicker, Burton K. Symonds, Edward B. Eames and George L. Flint serve as Surveyors of Lumber for the ensuing year; and that William F. Welch, Ardine M. Allen and Willard A. Bancroft serve as Field Drivers for the ensuing year; and that the Selectmen be authorized to appoint Measurers of Wood and Bark and Weighers of Coal and Hay for the ensuing year; and that the Selectmen act as Fence Viewers for the ensuing year.


Article 4. To determine how much money the Town will raise and appropriate for General Government, Protection of Life and Pro- perty, Health and Sanitation, Highways and Bridges, Charities, Soldiers' Benefits, Education, Library, Recreation, Cemetery and In- terest.

On motion of Theodore P. Berle, it was voted that in making repairs and improvements on the streets the Selectmen be pledged to secure the utmost benefit for the money spent.


Article 26. To see if the Town will appropriate the sum of $96.23 from the amount in the Excess and Deficiency Account to pay a bill of the Water Department, $54.43, and of the Malden & Melrose Gas Light Co., $41.80, for trenching, etc., on site of Public Library Build- ing, or what it will do in relation thereto. (Trustees of Public Library.)


On motion of Horace G. Wadlin, it was voted that the Town Accountant be and he is hereby authorized to tranfer from the Excess and Deficiency Account the sum of $96.23 for the purpose set forth as contained in Article 26.


Article 6. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1919, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. (Town Treasurer.)


On motion of Henry H. Kinsley, it was voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1919, and to issue a note or notes therefor payable within one year, any debt or debts in- curred under this vote to be paid from the revenue of said financial year.


Article. 7. To see if the Town will vote to authorize the Treasur- er, with the approval of the Selectmen, to renew or refund any notes issued in anticipation of revenue for a period of less than one year, in accordance with the provisions of Section 9 of Chapter 719 of the Acts of 1913, or to take any action relative thereto. (Town Treas- urer.)


Article 7. On motion of Henry H. Kinsley, it was voted that the Treasurer be and hereby is authorized, with the approval of the

Selectmen, to refund notes issued in anticipation of revenue of 1919 in accordance with the provisions of Section 9 of Chapter 719 of the Acts of 1913, the period between the date of issue of the original loan and the date of maturity of the refunding loan to be not more than one year; and any debt or debts incurred under authority of this vote to be paid from the revenue of the financial year 1919.


Article 3. On motion of Carl M. Spencer, it was voted to take Article 3 from the table.


A motion to change the rates of the Water Department was under discussion, when it was voted to adjourn to Monday evening, March 17, 1919, at seven o'clock and forty-five minutes P. M. in Security Hall.


ADJOURNED TOWN MEETING


SECURITY HALL, READING, MARCH 17, 1919.


Town meeting was called to order by the Moderator, Jesse W. Morton, at time and place as per adjournment, viz .: at seven forty- five o'clock P. M. in Security Hall.


Article 3. A discussion of the rates of the Water Department was continued, when on motion of A. Newell Howes it was voted to lay this article on the table.


Article 4. On motion of Edwin L. Hutchinson, it was voted to reconsider the part of the article for an appropriation for the General Expense of the School Department by a vote of 89 yes and 40 no.


On motion of Edwin L. Hutchinson, it was voted to reconsider the amendment whereby three thousand dollars was voted to be added to the recommendation of the Finance Committee.


On motion of Edwin L. Hutchinson, it was voted to raise and appropriate the sum of $71,000 for General School Expenses.


Article 22. To see if the Town will raise and appropriate, or otherwise provide, a sufficient sum of money to complete the recon- struction work at the Municipal Light Plant, or what it will do in relation thereto. (Municipal Light Board.)


Article 23. To see what sum of money the Town will raise and appropriate, or otherwise provide, for the purpose of providing funds for additions and extensions to the Municipal Light Plant during 1919, or what it will do in relation thereto. (Municipal Light Board.)


On motion of Frank E. Crafts, it was voted to act on these two articles jointly.


A motion was offered by Frank E. Crafts and discussed before the meeting, when it was voted to adjourn to meet in this place, Security Hall, at 7.45 P. M., Monday, March 24, 1919.

ADJOURNED TOWN MEETING SECURITY HALL, MARCH 24, 1919


Town meeting was called to order by the Moderator, Jesse W. Morton, at time and place as per adjournment in Security Hall at 7.45 P. M.


Articles 22 and 23. After some discussion these articles were laid on the table by vote on motion of J. Edward Frost.


Article 3. On motion of J. Edward Frost, it was voted to take this article from the table.


On motion of J. Edward Frost, it was voted that the Selectmen be instructed to purchase a dump truck to cost $3500.


On motion of Edwin L. Hutchinson, it was voted to lay Article 3 on the table.


Article 9. To see if the Town will raise and appropriate the sum of $750 to purchase a Scarifier and Tar Kettle, for the Highway Department, or what it will do in relation thereto. (Selectmen.)


On motion of J. Edward Frost, it was voted to take up the article.


On motion of J. Edward Frost, it was voted that the town raise and appropriate the sum of $750 to purchase a Scarifier and Tar Kettle for the Highway Department.


Article 5. . To see if the Town will raise and appropriate the sum of $700 to the Reserve Fund, as provided by Chapter 645 of the Acts of 1913, or what it will do in relation thereto. (Town Accountant.)


Voted to lay this article on the table.


Article 8. To see if the Town will raise and appropriate the sum of $1500 to be expended for a welcome to the Soldiers, Sailors and Marines from Reading who have served in the World War, or what it will do in relation thereto. (Selectmen.)


On motion of J. Edward Frost, it was voted to raise and appro- priate $1000 to be expended for a welcome to the Soldiers, Sailors and Marines from Reading who have served in the World War.


Article 10. To see if the Town will raise and appropriate the sum of $700 to continue the work on West Street, provided the State and County each appropriate a like amount, or what it will do in re- lation thereto. (Selectmen.)


On motion of J. Edward Frost, it was voted to raise and appro- priate $700 to continue the work on West Street, provided the State and County provide like amounts.


Article 11. To see if the Town will raise and appropriate the sum of $3000 to macadamize Summer Avenue from Woburn Street toward Mineral Street, or what it will do in relation thereto. (Select- men.)

On motion of J. Edward Frost, it was voted to raise and appro- priate the sum of $1,000 to repair Summer Avenue, as recommended by the Finance Committee.


Article 12. To see if the Town will raise and appropriate the sum of $3000 to repair Woburn Street, from the Railroad Crossing to Lowell Street, or what it will do in relation thereto. (Selectmen.)


On motion of J. Edward Frost, it was voted to raise and appro- . priate the sum of $500 to repair Woburn Street, from the Railroad Crossing to Lowell Street, as recommended by the Finance Commit- tee.


Article 13. To see how much money the town will raise and appropriate to repair Bay State Road, formerly Pine Street, from Salem Street to Haverhill Street, or what it will do in relation thereto. (Charles Melendy and others.)


On motion of Carl M. Spencer, it was voted that the subject matter of the article be referred to the Board of Selectmen.


Article 14. To see if the Town will raise and appropriate the sum of $5000 to repair Salem Street, or what it will do in relation thereto. (Selectmen.)


On motion of J. Edward Frost, it was voted that the sum of $5000 be raised and appropriated to repair Salem Street.


Article 15. To see if the Town will vote to rent a Playground and raise and appropriate the sum of $342 for that purpose, or what it will do in relation thereto. (Selectmen.)


On motion of J. Edward Frost, it was voted to raise and appro- priate the sum of $342 for the purpose of renting a Playground.


Article 16. To see if the Town will vote to add one more Police Officer of the regular Police Force, and how much money it will raise and appropriate for that purpose, or what it will do in relation thereto. (Selectmen.)


On motion of J. Edward Frost, it was voted to add one more Police Officer to the regular Police Force, to be paid from the regular Police Department appropriation.


Article 17. To see if the Town will vote to change the name of Mayall Park to Ernest Leach Park, in honor of Ernest H. Leach, the first boy from Reading to make the supreme sacrifice in the German War, or what it will do in relation thereto. (J. Wesley Davies and others.)


On motion of Theodore P. Berle, it was voted to change the name of Mayall Park to Ernest Leach Park, in honor of Ernest H. Leach, the first boy from Reading to make the supreme sacrifice in the German War.


Article 18. To see if the Town will vote to place the care and custody of the Town Office Building, and the grounds about that

building and the Public Library, in hands of the Board of Selectmen, or what it will do in relation thereto. (Town Office Building Com- mittee.)


On motion of James P. Carleton, it was voted to place the care and custody of the Town Office Building and the grounds about that building and the Public Library in the hands of the Board of Select- men.


Article 19. To see if the Town will raise and appropriate $200 to have stone bounds or other substitutes placed at the angles of the streets that have recently been laid out and not properly bounded, or what it will do in relation thereto. (James A. Bancroft and others.)


On motion of James A. Bancroft, it was voted that the sum of $200 be appropriated from the Highway General Appropriation to put stone bounds at the angles of streets that have not been properly bounded.


Article 20. To see if the Town will raise and appropriate the sum of $710 for a Ford Automobile and expense of maintenance of the same, for the Police Department, or what it will do in relation thereto. (Chief of Police.)


On motion of J. Edward Frost, it was voted to raise and appro- priate the sum of $710 to purchase and for maintenance of a Ford Automobile for the Police Department.


Article 21. To see what sum the Town will appropriate from the tax levy for the Municipal Light Department as compensation for street lights. (Municipal Light Board.)


On motion of Frank E. Crafts, it was voted that $14,450 be raised and appropriated for the use of the Municipal Light Department as compensation for street lights, and this amount, together with the unexpended balance in the operation fund and the receipts of the plant for the current year, be appropriated for the use of Muni- cipal Light Board to meet the obligations of the department for the fiscal year ending Dec. 31, 1919.


Articles 22 and 23. On motion of A. Newell Howes, it was voted to take these articles from the table.


On motion of Frank E. Crafts, it was voted that there be raised and appropriated for the purpose of additions and extensions to the Municipal Light Plant during the year 1919 the sum of $20,000 in addition to the amount which may be available for such purposes in the depreciation fund, and that $15,000 of the amount so appropriated be expended for completing the additions to the Municipal Lighting Generating Station and the balance for additions and extensions to lines and services within the limits of the Town of Reading, and that the Town Treasurer with the approval of the Selectmen, be and here- by is authorized to borrow for the above purposes the sum of $20,000 and to issue bonds or notes of the town therefor, which bonds or notes

shall bear interest at a rate not exceeding five per cent. per annum and shall be payable in accordance with the provisions of Chapter 719 of the Acts of 1913 and any acts in amendment thereof, so that the whole loan shall be paid in not more than twenty years from the date of the first note or bond issued. Seventy-five voted yes, five voted no, and it was declared carried by a two-thirds vote.


Article 24. To see if the Town will vote to authorize the Muni- cipal Light Board to install incandescent street lights on any, or all, the following streets, or what it will do in relation thereto.


Six (6) on Willow Street, between Summer Avenue and Lowell Street.
