Commonwealth of Massachusetts
To either of the Constables of the Town of Reading, Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Reading, qualified to vote in elections, to meet in Odd Fellows Building, Woburn Street, in said Reading, as the polling place designated for the four precincts in said Town, on Monday, the First Day of March, A.D., 1948 at six forty-five o'clock in the forenoon to act on the following article, viz:
Article 1. To elect by ballot the following Town Officers: A Moderator for one year; Town Clerk for one year; one member of the Board of Selectmen for three years; one member of the Board of Public Welfare for three years; one member of the Board of Assessors for three years; Treasurer for one year; two members of the Board of Public Works for three years; one member of the Board of Public Works for two years one member of the Board of Public Works for one year; two Constables for one year; one member of the Municipal Light Board for three years; one member of the Board of Health for three years; two. members of the School Committee for three years; two members of the Trustees of the Public Library for three years; one member of the Plan- ning Board for three years; two members of the Board of Cemetery Trustees for three years; also in accordance with the provisions of Chapter 7 of the Acts of 1943 in each of the four precincts the number of town meeting members as hereinafter specified: Precinct I, fifteen members for three years; Precinct II, fifteen members for three years; Precinct III, fifteen members for three years; Precinct IV, fifteen mem- bers for three years; one member for two years to fill vacancy.
For these purposes the polls will be opened at each of the four precincts at 6:45 o'clock A.M. and will close at 8 o'clock P.M.
And to meet in Security Hall, Woburn Street, in said Reading, on Monday, the Fifteenth Day of March, A.D., 1948 at seven forty-five o'clock in the evening at which time and place the following articles are to be acted upon and determined exclusively by Town Meeting Members in accordance with the provisions of Chapter 7 of the Acts of 1943.

Article 2. To hear and act on the reports of the Board of Selectmen, Town Accountant, Treasurer, Collector of Taxes, Board of Assessors, Board of Public Works, Town Clerk, Tree Warden, Board of Health, Board of Public Welfare, School Committee, Public Library Trustees, Municipal Light Board, Finance Committee, Contributory Retirement Board, Cemetery Trustees, Planning Board and any other Boards or Special Committees.
Article 3. To choose all other necessary town officers and special committees and determine what instructions shall be given town officers and special committees.
Article 4. To determine how much money the Town will raise and appropriate for General Government, Protection of Persons and Property, Health and Sanitation, Board of Public Works, including Highways, Side- walks, Drainage, Common Parks and Supervised Play, Water Depart- ment and Sewer Department, Public Dumps, Charities and Aid, Veterans Benefits, Public Schools, Public Library, Cemeteries, Memorial Day Ob- servance, Municipal Light Department, Street Lighting, Maturing Debt, Interest, Insurance, Contributory Retirement System, Reserve Fund, Pub- lication Street List for 1948. Maintenance and Lighting Old South Clock, Printing Town Reports, Damage Claims and General Accounts.
Article 5. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1949, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. Article 6. To see what sum the Town will raise and appropriate for the purpose of foreclosing in the Land Court pursuant to provisions of Section 65 of Chapter 60 of the General Laws the right of redemption to any and all real estate taken by the Town for non-payment of taxes, or what it will do in relation thereto. Article 7. To see if the Town will vote to raise and appropriate or transfer from available funds, a sum of money for Chapter 90 High- way Maintenance and Construction to be used in connection with monies received from the State and County, or what it will do in relation thereto. Town Treasurer
Article 8. To see if the Town will raise and appropriate the sum of one thousand dollars ($1,000.00) for the care of graves of any persons who have served in the Army, Navy or Marine Corps of the United States, in time of war or insurrection, and who have been honorably discharged

Article 9. To see what sum the Town will vote to appropriate from the Cemetery Reserve for the permanent development of Laurel Hill and Forest Glen Cemeteries, or what it will do in relation thereto.

Article 10. To see if the Town will vote to sell to the Old South Methodist Church or its nominee, upon such terms and conditions as the Board of Selectmen may determine, a strip of land situated in Laurel Hill Cemetery containing by estimation 712 square feet of land and hereinafter described as follows:
Beginning at a stone bound at the most Southeasterly corner thereof at land of the Old South Methodist Church and the Town; thence West- erly 5 feet more or less to a corner at other land retained by the Town; thence turning and running in a general Northerly direction by said other land of the Town 58.20 feet more or less to a corner; thence turn- ing and running Easterly by land of the Town 83.29 feet more or less to a corner; thence turning and running Southerly 3 feet more or less to a corner; thence turning and running Easterly 15 feet more or less to other land of the Old South Methodist Church; thence turning and running Southerly 2 feet to a stone bound; thence turning and running Westerly by land of the Church 93.29 feet to a stone bound; and thence turning and running Southerly 53.20 feet to a stone bound and the point of beginning. Article 11. To see if the Town will vote to authorize and empower the Board of Health to enter into a contract for the collection and dis- posal of garbage for a term of three years and upon such other and fur- ther terms and conditions as they may determine and to see what sum the Town will raise and appropriate for such purpose, or what it will do in relation thereto. Article 12. To see if the Town will vote to amend the Plumbing Regulations of the By-laws for the construction of buildings by insert- ing in Division No. 19 after Section 1 thereof the following new Section to be designated as Section 1-A:
Section 1-A. The following fees shall be paid by the applicant on receipt of permit:
For permit for each new house, not exceeding six fixtures $2.00
For remodeling not exceeding six additional fixtures 1.00
For each fixture in excess of six .25
For installation of single fixture .50
The Board of Health shall endorse upon the back of the application the amount to be charged for the permit.

Article 13. To see if the Town will vote to appoint a special committee to make a study and recommendation on the Town Manager Form of Government and to see what sum the Town will raise and appropriate for the use of such committee, or what it will do in relation thereto. A. Lloyd David and others

To see what sum the Town will raise and appropriate, by borrowing or otherwise, for the purpose of constructing an elementary school building on the land owned by the Town, situated on Summer Avenue and Oak Street, including the original equipment and furnish- ings for the same, and to authorize the School Committee to construct said building and contract with respect thereto, and to authorize the Treasurer, with the approval of the Selectmen, to borrow such sums as may be necessary to meet any appropriation made therefor, and to use any other available funds that may be raised by taxation or appropri- ation for that purpose, or what it will do in relation thereto.
