Kenneth C. Latham moved that Samuel H. Davis be named mod- erator to act at this meeting. The nomination was seconded by Charles E. Wilkinson.


On motion of Kenneth C. Latham it was voted that the nominations be closed.


On motion of Kenneth C. Latham it was voted that the Town Clerk be instructed to cast one ballot for Samuel H. Davis for moderator to act at this meeting.


The Town Clerk then cast one ballot for Mr. Davis.

Article 3. On motion of Edward C. Emslie it was voted that Article 3 be taken from the table.


Edward C. Emslie then moved that the Board of Public Works be, and hereby is, instructed to:

1. Seek authorization in a separate article in the Town Warrant whenever it is desired to purchase any additional automotive equip- ment or other machinery, or to replace any similar existing equipment. Such article shall specify the nature of each piece of equipment and its expected cost; in the event that a piece of existing equipment is to be sold or traded, and the proceeds of such sale or trade-in are to be applied to the purchase price of new equipment, a description of the equipment to be disposed of shall be provided, together with its age and expected sale price or trade-in value.


2. Report in its annual report on all purchases of automotive equip- ment and other machinery made in the year covered by the depart- ment's report. Such report shall provide:


a. Description and make of equipment purchased.


b. Total cost.


c. Description of equipment replaced, if any.


d. Proceeds of sale, or trade-in value, of equipment replaced.


3. Provide in its Annual Report a summary of all automotive equipment and other machinery with a description of each piece of such equipment, together with its age, estimated value, and expected re- maining life.


4. Seek authorization in a separate article in the Town Warrant for the expenditure of funds in connection with the contemplated ex- tension of main sewer lines. Such article shall describe each proposed extension as to its approximate starting and finishing points, its total linear feet, and its estimated cost.


5. Seek authorization in a separate article in the Town Warrant for the expenditure of funds in connection with the contemplated ex- tension of main water lines. Such article shall describe each proposed extension as to its approximate starting and finishing points, its total linear feet, and its estimated cost.


6. Report in its Annual Report on all expenditures in connection with each individual sewer and/or water line extension. The major items of expense such as wages, direct or apportioned salaries, pipe cost, Road Machinery Fund charges, and payments to outside con- tractors for contract work and/or rented equipment shall be listed sep- arately.

Article 3. Lawrence Cate moved that the Board of Selectmen be instructed to publish as a supplement to the Annual Town Report the official valuations of Real Estate as fixed by the Board of Assessors

beginning with the year 1947. This supplement to take precedence immediately after the requirement is met that the Town Report be available before the Annual Town Meeting and may or may not be included in the same booklet as circumstances permit.


A motion by Elbridge Lucas that the matter be referred to the Board of Selectmen was defeated.


A motion by Winthrop Frazier that the original motion be amended so as to list Real Estate by each parcel was also defeated.


An amendment by Lawrence Cate that the motion read "beginning with the year 1947 and every fifth year thereafter" carried but the motion as amended was defeated on a rising vote 59 having voted in the negative and 51 in the affirmative.


Charles E. Wilkinson moved and it was voted that Article 3 be laid on the table.


Article 20. On motion of Harold Putnam it was voted that the Town accept the report of the Board of Public Works on the laying out as a Publie Way of a Private Way known as Barrows Road and adopt the recommendation contained therein, and that the sum of Two Thou- sand and Ninety-three ($2,093.00) Dollars be raised and appropriated for the laying out and construction of said way, said sum to be apportioned as follows: Nine Hundred and Fifty ($950.00) Dollars for salaries and One Thousand One Hundred and Forty-three ($1,143.00) Dollars for ex- penses.

The Board of Public Works of the Town of Reading having deter- mined and adjudged that common convenience and necessity require the laying out of a town way under the provisions of law authorizing the assessments of betterments, substantially in the location hereinafter described, having complied with all requirements of law relating to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a Town Way for the use of the Town running in a South-Westerly direction from a Town way known as Lowell Street a distance of 381.24 feet to Bradford (Private) Road, substantially as and in the location of the private way known as Barrows Road, the boundaries and measure- ments of said way as so laid out are as follows:

This laying out so made by us, we hereby report to the Town for acceptance and recommend that said way shall thereafter be known as a Public Town Way and named Barrows Road, and that the sum of Two Thousand Ninety Three ($2,093.00) Dollars be raised and ap-
