REPORT OF THE TOWN CLERK


TOWN MEETING


Highland School Auditorium January 10, 1949


Pursuant to the foregoing warrant and the constable's return thereon, a Town Meeting was held at the time and place specified in the warrant.


The meeting was called to order by the Moderator, Charles P. Howard at 8:10 p. m.


The warrant was partially read by the Town Clerk, when on motion of Samuel H. Davis, which was seconded by Kenneth C. Latham, it was voted to dispense with further reading of the war- rant, except the Constable's Return which was then read by the Town Clerk.


Article 1. Joshua T. Day, Jr., read the following report of the joint committee on Salaries and Wages Classification. On motion of Louis Davis it was voted to accept this report.


REPORT OF JOINT COMMITTEE ON SALARY AND WAGE CLASSIFICATION


To: The Town Meeting Members.


At the Annual Town Meeting held in March, 1948, the subject matter of Articles 31 and 32 of the Warrant, being the Report of the Salary and Wage Classification Committee, was referred joint- ly to the Finance Committee, Board of Selectmen, and Salary and Wage Classification Committee for further study.


A sub-committee of five members was then appointed by the Joint Committee as follows:


Board of Selectmen, G. Lawrence Roberts; Salary and Wage Committee, Herbert G. Evans; Finance Committee, Joshua T. Day, Jr., John L. Griffin, Emerson A. Willard; and instructed to review the original report, make recommended changes, and such others as were necessary due to the revision by the Legislature in May of the enabling act, section 108-A of Chapter 41 of the General Laws.


Your committee wishes again to call to your attention the real- ly prodigious amount of fine work performed by the original Salary and Wage Committee and submitted to you in their report at the last Annual Town Meeting.

We have made several changes in the salary plan, as submit- ted by the original committee, the most important of which is the establishing of a Personnel Board to administer the plan. (See Section 3, Regulations). This removes administration from the Finance Committee, as originally recommended, and to which seri- ous objection had been raised. The principal duties of the Finance Committee to the Town should remain, in our opinion, exclusively advisory. All revisions have been made with the intent to sim- plify the operation and possible future amendment of the plan.


The committee unanimously believes that this plan will be of great benefit to the Town over the years.


A great deal of hard work has been expended in formulating and setting up this salary plan, and while we recognize that it may not satisfy everyone in every respect, we believe it should be adopted by the Town at this time and be placed in immediate op- eration for the 1949 budgets, any subsequent changes to be made in the light of practical experience and within the ample frame- work of its regulations.

Article 1. Harold W. Putnam read the following report of Commit- tee to Study the Zoning By-Law and Building Code. On motion of Louis Davis it was voted to accept this report.


REPORT OF COMMITTEE TO STUDY THE ZONING BY-LAW AND BUILDING CODE


Reading, Mass.


January 10, 1949


A meeting of the committee, established by a vote of the Special Town Meeting held October 27, 1947, to study the zoning by-law and building code with instructions to report to the Annual Town Meeting, was held on Thursday, January 6th.


The committee was organized at this meeting and are to proceed with the study in anticipation of a report to the Annual Town Meeting in March.


This report is submitted as one of progress.

TOWN MEETING

January 17, 1949


Pursuant to the foregoing warrant and the Constable's return there- on, a Town Meeting was held at the time and place specified in the war- rant.


The meeting was called to order by the Moderator, Charles P. How- ard at 8:05 P. M.


The warrant was partially read by the Town Clerk, when on motion of Kenneth C. Latham it was voted to dispense with further reading of the warrant, except the Constable's Return which was then read by the Town Clerk.


Article 1. On motion of Charles E. Wilkinson it was voted to lay Article 1 on the table.


Article 2. Joshua T. Day, Jr. started to read Article 2 when on mo- tion of Louis Davis, it was voted unanimously to dispense with further reading of said article.


Article 2. On motion of Joshua T. Day, Jr., it was voted to accept Article 2 as follows:


Pursuant to Chapter 351 of the Act of 1948 and the By-Law of the Town adopted thereunder the following regulations be and the same hereby are established for the administration, interpretation and appli- cation of the Town Employees Classification Plan.


REGULATIONS RELATING TO JOB CLASSIFICATIONS


1. Title


This plan shall consist of the following regulations, job descriptions and standard rates of salaries and wages to be established by the Town, with such amendments as may be made from time to time by the Town and shall be the Salary Schedule for the payment of salaries and wages in the Town of Reading.


2. Application


The Salary Schedule to be established by vote of the Town shall apply to all officers and employees of the Town of Reading other than those elected by popular election, those appointed or employed by the School Committee, and those specifically exempted herein or whose duties or compensation are otherwise regulated by law.


3. Administration


There shall be a Personnel Board consisting of three members as follows: one member of the Board of Selectmen, one member of the

Finance Committee, such members to be chosen by their respective Board and Committee, and a third member who shall be a citizen of the Town appointed by the Board of Selectmen, such third member shall not be a Town officer nor an employee of the Town. The first appoint- ment of the third member shall be made forthwith after the effective date of these regulations for a term expiring the following April 15th or until his successor is appointed. Thereafter the third member shall be appointed on or before the fifteenth day of April for a term of three years.


The Town Accountant shall act as Executive Secretary to the Per- sonnel Board.


Section 3. A motion was made by Marion Symonds to amend Regu- lation 3, ADMINISTRATION, by striking out the entire regulation and substituting therefor the following new regulation:


"There shall be a Personnel Board consisting of five members, as follows: one member of the Board of Selectmen, one member of the Fin- ance Committee, one member of the Municipal Light Board, one member of the Board of Public Works, such members to be chosen by their re- spective Boards and Committee, and a fifth member who shall be a citizen of the Town appointed by the Board of Selectmen. Such fifth member shall not be a Town officer nor an employee of the Town. The first appointment of the fifth member shall be made forthwith after the effective date of these regulations for a term expiring the following April 15 or until his successor is appointed. Thereafter, the fifth mem- ber shall be appointed on or before the fifteenth day of April for a term of three years.


The Town Accountant shall act as Executive Secretary to the Per- sonnel Board."


This motion was defeated by a voice vote.


4. Records


A central Personnel Record of all Town employees, including ap- pointed officers, shall be established and maintained by the Town Ac- countant for the convenience of the Personnel Board and other interested persons. It shall include all of the vital statistics and other pertinent data of each and every person employed by the Town of Reading.


5. Classification of Existing Positions


Each existing position, except such as are exempted by Rule 2 shall be allocated to its appropriate place in the Schedule by the Agency, De- partment, or Branch of the Town having supervision of that position, subject to review by the Personnel Board.


6. Interpretation of Standard Rates of Salaries and Wages


(a) Rates are in terms of dollars per calendar year, per week, or per hour, as indicated in the Schedule.

(b) Part time employment shall receive compensation only at the rate applicable to the same job on a full time basis.


(c) These rates shall constitute the total remuneration for any po- sition, including pay in any form, unless specific exception is noted. They shall not include actual and authorized expenses necessarily in- cident to the employment.
