The Board of Public Works of the Town of Reading having deter- mined and adjudged that common convenience and necessity require the laying out of a Town Way under the provisions of law authorizing the assessment of betterments, substantially in the location hereinafter described, having complied with all requirements of law relating to no- tice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a Town Way for the use of the Town running in a Southwesterly direction from the public Town Way known as Lowell Street a dis- tance of 430.0 feet more or less to a dead end, substantially as and in the location of a portion of the Private Way known as Dustin Road, the boundaries and measurements of said way as so laid out are as follows:

Article 29. On motion of Harold W. Putnam it was voted that the sum of Five Thousand ($5,000.00) Dollars be raised and appropriated for the purpose of conducting and promoting recreation, play, sport, physical education and other public, social, educational and recreational activities upon such land and buildings as are defined in Section 14 of Chapter 45 of the General Laws, with authority to exercise all powers conferred therein including the purchase of the necessary equipment and the employment of teachers, supervisors and other officers and employees and the fixing of their compensation.

Article 30. On motion of James E. Calvin it was voted that the Town accept from Allan H. Sturges the gift of a parcel of land situated on the northerly side of South Street containing approximately seven acres and that the land be dedicated for a period of not less than fifty years as a public playground and to be known as "The Sturges Play- ground"; such land and playground to be placed under the control of the Board of Public Works.
Article 31. On motion of Alexander P. Glover it was voted that the School Committee be and they hereby are authorized and empowered to sell or exchange upon such terms and conditions as they may deter- mine, the 1941 Studebaker automobile used by the School Department, and that the sum of Two Thousand ($2,000.00) dollars together with the proceeds from such sale or exchange, be raised and appropriated for the purchase of a new automobile for the School Department.
Article 32. Edward C. Emslie moved that the Board of Select- men be and they hereby are authorized for and in behalf of the Town to convey or abandon for the minimum sum of $100.00 and upon such further terms and conditions as they may determine the easement consisting of a right of way for foot travel over a strip of land approximately eight feet in width running in a general westerly direction from Main Street to the Municipal Parking Area and through land formerly of Emma I. Chamberlain and land now of Aaron Levin, and said Board of Selectmen are further authorized to execute for and in behalf of the Town such conveyance or abandonment of such easement together with such other instruments and agreements which may be necessary to carry out the purpose of this vote. 111 voted No, 0 voted for.
Article 34. On motion of Joseph H. Reed it was voted that the sub- ject matter of Article 34 be referred to the Municipal Light Board, and that said Board be, and it hereby is, authorized to install such additional street lights, as in its judgment are required, and to make such changes in the size, type, and location of existing street lights, as it may deem advisable, the expense of same to be paid from the income of the Plant.
Article 36. On motion of Kenneth C. Latham it was voted that the sum of One Hundred Dollars ($100.00) be raised and appropriated under the provisions of Section 40 to 45 of Chapter 128 of the General Laws, and that the Board of Selectmen be and they hereby are authorized to ap- point a Director to cooperate with the Middlesex County Trustees for the County Aid to Agriculture and work of the Middlesex County Exten- sion Service and the 4-H Clubs.
Article 37. On motion of Charles W. H. Smith it was voted that the sum of Six Hundred and Fifty Dollars ($650.00) be raised and appro-

priated for the purpose of providing by lease or otherwise suitable head- quarters for Reading Post, No. 685, Veterans of Foreign Wars.
Article 38. On motion of Charles W. H. Smith it was voted that the sum of One Thousand Five Hundred ($1,500.00) Dollars be raised and appropriated for the purpose of providing by lease or otherwise suitable headquarters for Reading Post No. 62, American Legion.
Article 39. On motion of Charles E. Wilkinson it was voted that the sum of Four Hundred Dollars ($400.00) be raised and appropriated for Child Welfare Work, to be expended under the direction of the Reading Visiting Nurse Association and the Board of Health.
Article 4. On motion of Kenneth C. Latham it was voted to take Article 4 from the table.

SPECIAL TOWN MEETING
June 30, 1949

Pursuant to the warrant and the Constable's Return thereof, a Town Meeting was held at the place specified in the warrant, and was called to order at 8:10 P.M. by the Moderator, Charles P. Howard.
The Clerk then partially read the warrant when on motion of Kenneth C. Latham it was voted to dispense with the further reading of the warrant except for the officer's return, which was then read by the Clerk.
Article 1. On motion of Kenneth C. Latham it was voted that Article 1 be laid on the table.
Article 2. On motion of Kenneth C. Latham it was voted that Section 4 of Division No. 1, Administration of the By-Laws for the Con- struction of Buildings, be and the same hereby is amended by inserting after the first paragraph thereof the following:
No building permit for a dwelling house shall be issued until the Board of Health has approved of the proposed lot as suitable from a sanitary point of view for human habitation, and no building permit shall be issued for a dwelling house on an unsewered street until a permit for a cesspool has been obtained from the Board of Health.
Article 3. On motion of Charles E. Wilkinson it was voted that the term of office of the three members at large of the Capital Expenditures Planning Committee be fixed at three years, and that the Selectmen shall appoint one for a term of one year, one for a term of two years, and one for a term of three years, and that annually thereafter there shall be appointed by the Selectmen a member for the term of three years in the place of the member whose term is to expire; and that upon the appointment and qualification of the three members as provided in this vote, the terms of office of the three then existing members shall terminate, and that in the event that a vacancy occurs in the membership of the three appointed at large the same shall be filled forthwith by the Board of Selectmen for the unexpired term.
Article 4. On motion of G. Lawrence Roberts it was voted that Section 2A of Article I of the By-Laws of the Town be and the same hereby is further amended by making the Chairman of the Personnel Board a Town Meeting Member at large, so as to read as follows:
Section 2A. Any representative Town Meeting held under the pro- visions of Chapter 7, of the Acts of 1943, shall be limited to the voters elected under Section 3 thereof, together with the following designated as Town Meeting Members at large; namely, any member of the General

Court of the Commonwealth, from the Town, the Moderator, the Town Clerk, the members of the Board of Selectmen, the Chairman of the School Committee, the Chairman of the Finance Committee, the Chair- man of the Board of Public Works, the Chairman of the Municipal Light Board, the Chairman of the Board of Public Welfare, the Chairman of Trustees of the Public Library, the Chairman of Board of Assessors, the Chairman of the Planning Board, the Chairman of the Board of Cemetery Trustees, the Chairman of the Board of Health, the Chairman of the Personnel Board, the Town Accountant, the Town Counsel and the Town Treasurer.
Article 5. On motion of James E. Calvin it was voted that the sum of Five Thousand ($5,000) Dollars be appropriated by transferring said sum from the Water Available Surplus to the Water Department Account for Salaries and that the Town Accountant be and he hereby is author- ized and instructed to transfer said sum to said account.
Article 6. On motion of James E. Calvin it was voted that the sum of Twenty-five Thousand ($25,000) Dollars, be raised and appropriated for the purpose of laying water mains of not less than six (6) inches but less than sixteen (16) inches in diameter and for the development of additional wells including suction mains of which sum Ten Thousand ($10,000) Dollars is for salaries and Fifteen Thousand ($15,000) Dollars is for materials and expenses, and to meet said appropriation, the Treasurer, with the approval of the Selectmen, be and he hereby is authorized to borrow Twenty-five Thousand ($25,000) Dollars under authority of Chapter 44 of the General Laws and to issue bonds or notes of the Town therefor payable in not more than ten (10) years from the date thereof or at such earlier date as the Treasurer and Selectmen may determine.
