I have examined the accounts of the treasurer and find them correct, showing disbursements to the amount of two hundred twenty thousand, four hundred thirty-nine dollars and eighty-nine cents ($220,439.89) ; for which vouchers are on file, and a balance on hand of forty thousand, eight hun- dred forty-nine dollars and eighty-one cents ($40,849.81). REPORT OF THE SELECTMEN
The Board of Selectmen are pleased to submit a review of their activities during 1963 to the people of Westhampton.
Since the maintenance of the Town highways is in the care of the Selectmen the expenditure of Chapter 81 and Chapter 90 monies received each year is a major concern of the Board.
For Chapter 81 roads thirteen thousand fifty dollars ($13,050.00) was available for distribution on the various roads in Town and necessarily has to be used for mainten- ance to a large degree. Southampton Road is gradually being widened and resurfaced with Chapter 81 money and we hope to apply all we can to this project each year until completed. The amount of money the Town receives for Chapter 81 at present is the same as received 15 years ago which means that with increased costs in labor and construction our rate of progress isn't going to be as much as we would like. For several years there has been discussion as to what might be done to improve the road through the center of town. After consulting with State Engineers, it was decided to apply a portion of Chapter 81 money to widening and regrading at the intersection of North Road, South and Stage Roads. The problems here were many and difficult but we hope that what has been laid out will prove satisfactory when completed.
Under Chapter 90, eighteen thousand dollars was avail- able for expenditure this year. This was applied chiefly on Northwest Road and on improving the curve at Pine Island Lake Dam. We are pleased with the progress being made on both these projects and feel that work being done in this section should be a real asset to the town.
Next to highways the problem of Public Welfare requires constant and ever increasing attention. Liberalized schedules under M. A. A. and A. D. C. particularly make higher ap- propriations necessary even though a larger percentage may be reimbursed later. With high costs of medical and hospital care these programs are a very great help in needy cases and

are services we should all be glad are available when nec- essary demands them.
The matter of the New School Addition which was com- pleted this year is certainly a big step taken by the town and we feel the committee in charge of seeing it through to com- pletion deserve the sincere thanks of those interested in im- proved school facilities for our children.
The various departments in town are functioning very well we feel. We are grateful to all those participating in each department for their share in seeing that the work and services of the town are taken care of as they are required.
There has been agitation at various times for traffic con- trols at certain points on our highways, but due to the rules and regulations the town would have to adopt to conform to State Laws we feel it would be unnecessarily burdensome for the benefits to be derived.
The Selectmen feel that better support by the voters could be given our Special Town Meetings. Fifteen voters must be present to constitute a quorum and too often voters of the neighborhood have to be drafted in order to complete town business.
At the Town Caucus this year a group of sixteen voters only nominated candidates for all town offices whose names are on the ballot for election. This is hardly representative government in its best sense when there are 280 voters in the Town of Westhampton.
