TOWN WARRANT


ANNUAL TOWN MEETING


To Walter A. Hill, Constable of the Town of Wilmington:


Greeting-In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday, the seventh day of March next, at 10 o'clock in the forenoon, the polls to be opened at 9:45 a. m. and shall be closed at 8 p. m. for the election of Town Officers.


Article 1. To bring in your votes on one ballot for three Select- men, who shall also act as Overseers of the Poor and Board of Survey; one Assessor for three years; Town Clerk, Treasurer, Col- lector of Taxes, Constable, three Fence Viewers, two members of the School Committee for three years, two Trustees of the Public Library for three years; one trustee of Trust Funds for three years; one member of the S. D. J. Carter Lecture Committee for five years, Tree Warden, Moderator.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qualified to vote on elections and Town affairs, therein to assemble subsequently, and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wilmington, on Monday, the fourteenth day of March, A. D., 1927, at eight (8) o'clock p. m., then and there to act on the following articles:


Article 2. To choose all other Town officers for the ensuing year.


Article 3. To hear the reports of Committees and act thereon.


Article 4. To see how much money the Town will vote to raise and appropriate for the following items:

Protection of Life and Property Health and Sanitation Highways Charities and Aid

Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the present financial year.

Article 6. To see how much money the Town will vote to raise and appropriate for the observance of Memorial Day, and to de- termine how the same will be expended.


Article 7. To see if the Town will vote to raise and appropriate the sum of one thousand ($1,000) dollars for Public Health Work, or do anything in relation thereto.


Article 8. To see if the Town will vote to raise and appropriate the sum of two hundred ($200) dollars or some other amount, and elect a Director, the money to be expended by and the director to serve in cooperation with the Middlesex County Trustees for county aid to Agriculture in the work of the Middlesex County Ex- tension Service under the provisions of Sections 40 to 45, Chapter 128, of the General Laws of Massachusetts.


Article 9. To see if the Town will vote to raise and appropriate the sum of one hundred sixty-five ($165) dollars for the upkeep of Regan Park, Rogers Park and Thomas Nee Park, or do anything in relation thereto.


Article 10. To see if the Town will vote to instruct the Board of Selectmen to contract to retain the service of the ten (10) Nova- lux street lights now on trial, or do anything in relation thereto.


Article 11. To see if the Town will vote to instruct the Board of Selectmen to contract for one (1) Novalux street light at the junction of Main and Lowell Streets, or do anything in relation thereto.


Article 12. To see if the Town will vote to instruct the Board of Selectmen to contract for one (1) electric light on Washington Avenue, about 150 feet from Clark Street, or do anything in rela- tion thereto.


Article 13. To see if the Town will vote to instruct the Board of Selectmen to contract for one (1) electric light to be installed on High Street at Regan Park, or do anything in relation thereto.


Article 14. To see if the Town will instruct the Selectmen to contract for one (1) electric light to be installed on Clark Street, between Church Street and Middlesex Avenue or do anything in relation thereto.


Article 15. To see if the Town will vote to instruct the Select- men to contract for electric lights to be installed on Park Street from the last light now located on said street easterly to the North Reading Town Line, or do anything in relation thereto.


Article 16. To see if the Town will vote to instruct the Select- men to contract for two (2) electric lights to be installed on Parker Street, or do anything in relation thereto.


Article 17. To see if the Town will vote to raise and appropriate the sum of eighteen hundred and thirty-six dollars and seventy-six cents ($1,836.76) for departmental overdrafts for the year 1926 or do anything in relation thereto.

Article 18. To see if the Town will vote to transfer from Over- lay Reserve Account to Abatement of 1925 Taxes Account the sum of one hundred twenty-seven dollars and thirty-one cents ($127.31) or do anything in relation thereto.


Article 19. To see if the Town will vote to appoint a commit- tee to study the requirements of suitable quarters for the Fire De- partment and to bring in plans and specifications for the erection of a new building for the Fire Department, and also to bring in recommendations for the location of such a building, or do any- thing in relation thereto.


Article 20. To see if the Town will vote to accept Chapter 276 of the Acts of 1926 authorizing the Town to supply itself and its inhabitants with water, and to sell water to the Commonwealth and to Towns of Reading, North Reading and Tewksbury and to the City of Woburn, or do anything in relation thereto.


Article 21. To elect by ballot, three persons to hold office, one until the expiration of three years, one until the expiration of two years, and one until the expiration of one year, and thereafter to elect one member each year for three years to constitute a Board of Water Commissioners in accordance with Section No. 8, Chapter No. 276, Acts of 1926.


Article 22. To see if the Town will authorize the Water Com- missioners to negotiate for the purchase of at least seventy-five (75) acres of land for the safeguarding of the water shed, or do anything in relation thereto.


Article 23. To see if the Town will vote to change the term of office of the members of the Board of Selectmen from one to three years, as provided for in Section 7, Chapter 41, of the General Laws of Massachusetts and at the next Annual Town Election to elect one member for one year, one for two years, and one for three years, and thereafter to elect one member each year for three years, or do anything in relation thereto.


Article 24. To see if the Town will raise and appropriate a sum of money for carrying out the recommendation of the special com- mittee on school accommodations; to raise by borrowing or other- wise money to acquire said location by purchase, or otherwise, and for the construction and original equipment and furnishing of a school building thereon; or to take any action relative thereto.


Article 25. To see how much money the Town will raise and appropriate for the purchase of a Road Roller, or what they will do in relation thereto.


Article 26. To see how much money the Town will raise and appropriate for the purchase of two (2) motor trucks for the High- way Department, or what they will do in relation thereto.


Article 27. To see if the Town will appoint a committee includ- ing one or more of the Board of Selectmen to look into the matter of furnishing a suitable building for the highway department, or what they will do in relation thereto.

Article 28. To see if the Town will accept so called Floradale Avenue, as laid out by Board of Survey, or do anything in relation thereto.


Article 29. To see if the Town will vote to raise and appropriate the sum of three hundred ($300) dollars for a fire well in that sec- tion known as Wilmington Gardens, or do anything in relation thereto.


Article 30. To see if the Town will vote to increase the salary of the Town Treasurer, or do anything in relation thereto.


Article 31. To see if the Town will vote to accept Sections 70, 71 and 72 of Chapter 41, of the General Laws. Creating a Plan- ning Board of three members to be elected at the next annual Town Meeting, one to serve for three years, one for two years and one for one year, and thereafter annually elect one for the term of three years, or do anything in relation thereto.


Article 32. To see if the Town will act on the report of the Committee to remodel the Town Hall and Public Library, and ap- point Mr. Edward N. Eames, Mr. A. Chandler Manning, and Mr. C. S. Harriman, a building committee to make further investigation or do anything in relation thereto.


Article 33. To see if the Town will raise and appropriate the sum of two hundred dollars ($200) for the use of the Committee to remodel the Town Hall and Public Library, to defray incidental expenses that may arise in further investigations, or do anything in relation thereto.


Article 34. To see if the Town will indemnify the Common- wealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused by or result from the laying out, alteration, construction or reconstruction of the State Highway known as Main Street in Wilmington, or any section or relocation thereof, and will authorize the Board of Selectmen to sign an indemnity agreement therefor in behalf of the Town, or take any other action with respect thereto.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

TOWN MEETING


Record of Proceedings of Annual Town Meeting Held March 7, 1927


In accordance with the directions of the foregoing Warrant the voters assembled on the above date. The meeting was called to order by the Town Clerk, and Article 1 as far as Article 2 of the Warrant was read by the Town Clerk, when a motion was made to dispense with reading the remaining articles. The Moderator then examined the ballot box, which was found empty; the register indicated 0000, the box was locked and the key delivered to the Constable.


The Ballot Clerks and Tellers having been sworn, the official ballots were delivered to the Ballot Clerks, a receipt for the same being taken by the Town Clerk.


The Moderator announced that the polls for the election of officers were open and that balloting might proceed.


At the appointed time stated in the Warrant the Moderator de- clared the polls closed. The names checked upon the lists num- bered nine hundred and ten (910); the ballots as counted from the ballot box numbered nine hundred and ten (910), and the register indicated nine hundred and ten (910).

At 8 o'clock P. M. the Moderator called the meeting to order and proceeded to take up Article 2 in the Warrant.

Article 3. Reports of Committees.


Report of the Wilmington Town Water Supply Committee


Your Town Water Supply Committee, appointed March 10, 1925, beg leave to submit the following report:


We have located within the Town limits at Brown's Crossing, in the northerly part of the Town, a water bearing strata. The test wells show a water of excellent quality. This water and the loca- tion have the approval of the State Board of Health. We have the assurance of 1,000,000 gallons per day. The pump test was con- ducted during October, 1925, and was gratifying in all respects.


During the winter months much preliminary work has been carried out, such as stand pipe location, proposed pipe lines, con- sideration of pumping machinery, estimates of costs, etc.


Your water bill has been prepared and successfully passed by the General Court and signed by his Excellency, Governor Fuller.

The wells on the Hathaway lot were placed to form a part of the permanent system and are worth to the town their cost, namely, $1,547.87. Crediting the account with this amount makes the actual cost for the temporary work carried out by your committee $2,257.58.


Your committee feel that the town can ill afford to pass up this proposition for a water supply and unanimously recommend:


First: The acceptance of the Act.


Second: The election at this meeting of a Board of Water Com- missioners.


Third: The purchase at the well location of at least 75 acres of land for the safeguarding of the water shed.


In closing, we wish to express our appreciation for the help and advice received from the State Engineers, Mr. Goodnough and Mr. Weston; also Mr. Hanscom's assistance in the engineering work which has been rendered without recompense. Due consideration is also given for the assistance received from the town's people and the several lodges and societies which have so kindly given of their facilities to hear our story.

REPORT OF SPECIAL SCHOOLHOUSE COMMITTEE


General


At the Town Meeting of August 12, 1925, a committee, consisting of Messrs. Allen, Dean, Barrows, Giroux and Todd, was appointed for the purpose of investigating the school facilities and to report at a later town meeting their recommendations for providing addi- tional schoolhouse facilities.


Data


A map of the town was prepared by Mr. Hathaway, showing the home locations of all the children attending the grade schools of Wilmington. This map was prepared to assist the committee in determining the location of a new schoolhouse should one be found warranted. Mr. Hathaway also provided data as to the number of pupils in each grade, together with the statement that there were about fifty to seventy-five pupils admitted each year to the schools.
