Record of the Proceedings of Special Town Meeting, May 12, 1927
In accordance with the directions of the foregoing Warrant, the voters assembled at the Grange Hall, where the Warrant was read by the Town Clerk.
Article 1. Report of Committee on Highway Department and Fire Department Buildings.
The Committee appointed at the last Annual Town Meeting to study the requirements of suitable quarters and location for a building for the Fire Department and also a suitable building and location for the Highway Department, wish to submit the follow- ing report:
The Committee has visited the new fire buildings in Billerica and Arlington Heights. The building at Billerica is a one-story build- ing and more of a bungalow type, which the Committee does not think will meet the requirements of the Wilmington Fire Depart- ment. The cost of this building would be approximately $15,000.
The building at Arlington Heights is a two-story building and more the type of which the Committee approves. The cost would be approximately $20,000. We also have plans from T. H. Gowing, architect, for a building large enough for our department. The estimated cost of this building is $25,000.
The Committee believe additional land adjoining the present loca- tion can be acquired and make the location large enough for a new building and would be most central.
This Committee is of the opinion that the Fire Department needs equipment more than a building at this time, and therefore earn- estly recommend a new fire truck for the Fire Department.
The Committee has the plans before you for the proposed High- way Building. There are four spaces in the building for the trucks, tractor, roller, also rooms for tools, office and heating. It is planned to have a shed on the back of the building for snow plows, etc. The estimated price for the building and lot is $5,500.

The Committee has viewed several locations. One is a portion of the Gowing lot, north of the Moth Department building, contain- ing eight acres of land, with some road building material on it, which no doubt will be needed in years to come. The price of this lot is $1,500. Another location is on the Tilley lot next to the Walker School, with a 150 foot frontage on the private way run- ning front of the Walker School, and 300 feet back. The price of this lot is $500, and is most favored by the Committee.
On learning that the School Committee needed more land at the Walker School, the idea of this lot has been given up in behalf of the School Department. The next lot in mind was a lot on Wash- ington avenue, belonging to Oliver McGrane, containing about an acre, on high land, near the State highway, and very near the square. The price on this lot is $700. Another lot is on Clark street on the land belonging to Elmer Carter. Because this is a back lot and on a private way it was not favored by the Committee.
The last lot is the Chase lot on Clark street. This has a front- age of 105 feet on Clark street and is 300 feet deep. The front of this lot is rather low and would need some grading. The price is $450.
The plan of the building is on the platform and of a four-car garage type, with a heating plant and lights and with a shed on the back for storage purposes. The cost of the building and any of the above-named lots, except the Gowing lot, would be $5,500.

On motion, it was voted that the report be accepted.
Article 2. Motion: That the Town raise and appropriate the sum of $5,500 to buy land and erect a building for the Highway Department. That $2,000 be raised this year, and that the Treas- urer, with the approval of the Selectmen, be authorized to borrow money and issue two notes, one of $2,000, payable in 1928, and one of $1,500, payable in 1929, to pay the balance. Also that the same committee appointed to look into the matter of furnishing a build- ing for the Highway Department be appointed to buy the land and erect the building. Voted in the affirmative.
Article 3. Motion: That the Town raise and appropriate the sum of $100 to build a road to the old "Quarry." The Moderator being in doubt, a standing vote was taken, 55 voting in the affirma- tive, 17 voting in the negative, and the motion was declared carried.
Article 4. Motion: That the Town appropriate the sum of $7,500 for the purchase of additional fire apparatus. That $2,500 be raised in 1927, and that the Treasurer, with the approval of the Selectmen, be and is hereby authorized to issue two notes, one for $2,500, pay- able in 1928, and one for $2,500, payable in 1929, and that the Board of Engineers be authorized to purchase this equipment and to con-

form to such other requirements as the Board of Engineers shall specify.
Following a general discussion, a standing vote was taken, 127 voting in the affirmative, one in the negative, and the motion was declared carried.
Article 5. Motion: That the Town pay its Assessors the sum of four dollars per day each for every whole day in which they are employed in that service. Voted in the affirmative.
Article 6. Motion: That the Town raise and appropriate the sum of $500 to purchase a parcel of land belonging to the John A. Tilley Estate adjoining the yard of the Walker School. Voted in the affirmative.
Article 7. Motion: That the Town raise and appropriate the sum of $250 and the Board of Selectmen be instructed to procure registration by the Land Court of the lot of land on which the East Schoolhouse stands. Records of the East School District of 1847 were read by Mr. Louis McMahon, and following a general discussion the motion was amended as follows: That the Selectmen be instructed to clear the title to the East Schoolhouse lot, which was voted in the affirmative.
Article 8. Motion: That the chair appoint a committee of three to continue the study of school accommodations. Voted in the affirmative. The Moderator appointed Edward M. Neilson, A. Chandler Manning and John W. Hathaway.
Article 9. Voted to pass the article.
Motion to adjourn. Voted in the affirmative.

Greeting:
In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs, to meet in Town meeting at the

Grange Hall in said Wilmington on Friday, the thirtieth day of December next, A.D. 1927, at 8 o'clock P. M., then and there to act upon the following articles:
Article 1. To see if the Town will appropriate not exceeding $350,000 for the purpose of paying the necessary expenses and liabilities incurred or to be incurred under the provisions of the Acts of 1926, Chapter 276, relating to a water supply, and to au- thorize the issue of bonds or notes therefor pursuant to said Act.
Article 2. To see if the Town will approve the taking by its Board of Water Commissioners pursuant to the Acts of 1926, Chapter 276, and Chapter 79 of the General Laws, by right of eminent domain or purchase certain parcels of land owned by Maria B. Hathaway and Ellen S. Perry, for the purpose of securing and protecting a water supply for said Town, said land shown in the survey made by Davis & Abbott, civil engineers, and approved by the Department of Public Health, or do anything in relation thereto.
Article 3. To see if the Town will vote to approve the taking by its Board of Water Commissioners pursuant to the Acts of 1926, Chapter 276, and Chapter 79 of the General Laws, by right of eminent domain, purchase or lease, the entire title to, or the pro- curing of easements in or over certain parcels of land shown as lots numbered 76 to 86 inclusive, 107 to 117 inclusive, 189 to 209 inclusive, 220 to 230 inclusive, and a portion of Eagle Street and Grand Street, all as shown on plan of Fairview Park; and also parcel of land shown as lot numbered 10, Rankin Avenue, and a portion of Shawsheen Road as shown on plan of Independent Park, and also a portion of a certain parcel of land owned by Annie B. Carter, for the purpose of erecting a reservoir, standpipe, fixtures and other structures, and to make excavations and for the con- structing, laying, maintaining, operating and repairing of conduits, pipes and other works necessary for the establishment and main- tenance of a complete and effective water works, or to do anything in relation thereto.
Article 4. To see if the Town will vote to approve the securing by its Board of Water Commissioners from the Boston & Maine Railroad of the right by easement or otherwise to lay, maintain, operate and repair conduits, pipes and other works within the loca- tion of said railroad, or do anything in relation thereto.
Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

Record of Special Town Meeting Held December 30, 1927
The meeting was called to order by the Moderator, and the warrant read by the Town Clerk.
Article 1. Motion: That pursuant to the Act of 1926, Chapter 276, and for the purposes therein set out, that the Town appropriate $350,000, and that the Treasurer with the approval of the Board of Selectmen be authorized to issue from time to time bonds or notes of the Town to an amount not exceeding in the aggregate $350,000, which shall bear on their face the words, "Town of Wilmington Water Loan, Act of 1926," and shall be payable $12,500 each year from the third to the thirtieth year, inclusive, from their date.
After remarks by Mr. C. S. Harriman, Mr. Louis T. McMahon, Mr. Waldo L. Dean and others, a vote on the above article was taken, the check list being used, 260 voting in the affirmative, 10 in the negative.
Article 2. Motion: That the Town approves the taking by its Board of Water Commissioners, pursuant to Act of 1926, Chapter 276, and Chapter 79 of the General Laws, by right of eminent domain or purchase, of certain parcels of land owned by Maria B. Hathaway and Ellen S. Perry, for the purpose of securing and pro- tecting a water supply for said Town, said land shown in survey made by Davis & Abbott, civil engineers, and approved by the Department of Public Health.
By a standing vote, 178 voted in the affirmative, 0 in the negative.
Article 3. By a standing vote, 180 voted in the affirmative, 0 in the negative.
