EXTRACTS FROM RULES AND REGULATIONS.
Article I-Any inhabitant of the town of Belmont over twelve years of age, who shall sign, when required, an obliga- tion to observe all the existing Rules and Regulations of the library, and all that may be subsequently adopted, shall have the right to take books therefrom so long as he or she shall comply with the same.
Aritcle 3-No book shall be retained by the person borrow- ing it more than two weeks without renewal, nor shall more than one renewal be allowed until the book shall have remained in the library one full library day. The fine for the retention of any volume over the time specified shall be two cents for every library day it is so retained. Borrowers of books shall be responsible for the same until returned to the hands of the librarian or his assistant.
Article 4-When any book is likely to be frequently called for, the time of its retention from the library may be limited to one week, the time of its retention being made conspicuous on its cover ; and if such book be retained beyond the specified time, the person so retaining it shall pay the same fine as pro- vided in Article 3.
Article 6-Any book retained beyond the time prescribed by these regulations may be sent for by the librarian, and the expense incurred in obtaining it shall be paid by the person who has so retained it.
Article 8-All books are required to be returned to the library on or before the 15th of August, under a penalty of a fine of fifty cents. The library will be closed for examination from August 15 to September I.
Article 9-No person owing a fine or forfeiture shall receive books from the library until the same is paid.

Rates of Postage.
Ist Class .- Letters, and all mail matter sealed so that it cannot be examined without breaking the seal. Postage 2 cents per ounce or frac- tion, for United States and British Provinces (except Newfoundland. ) At least one rate (two cents) must be prepaid to insure forwarding. Postal cards, U. S. and British Provinces, one cent.
The use of the hand stamp for personal communications, as the stamping of a receipt or credit on a bill of account, price list with prices added in writing, matter produced by the type-writer, constitutes the matter Ist-class.
Letters and postal cards can be forwarded from one post office to an- other without an additional prepayment of postage. All other matter can be forwarded at the request of the party addressed, when the post age will be collected on delivery
2nd Class .- All newspapers and other periodical publications which are issued at stated intervals, and as frequently as four times a year, from a known office of publication, and with a paid list of subscribers; rate 1 cent per lb., and is for the benefit of publishers and news agents and of dealers only. Publications of this character can be mailed by the public at the rate of 1 cent for each 4 ounces or fraction; full pre- payment of postage compulsory.
3rd Class .- Books (printed), circulars, labels, photographs, proo. sheets, and corrected proof sheets and MS copy accompanying the same, blank checks, drafts, insurance policies and other legal papers, hand bills, posters, and all matter of the same general character. Rate, 1 cent for each two ounces or fraction; full prepayment of postage compulsory. Seeds, cuttings, roots, bulbs, etc., may be forwarded in the mails of the United States, with postage prepaid at third class rate, but matter of this nature for Canada must be pre paid at 4th class rates. The date of issue, name of the addressed, the name of the sender, may be writ- ten on a circular, or the correction of a typographical error, without sub- jecting it to letter rate. Reproductions from hectograph, papyrograph, and electric pen, may be sent through mails as 3rd class matter. The limit of the weight of packages of this class is four pounds, except in case of single volumes of a book,to Which there is no limit of weight.
4th Class .- Patterns, address tags, bill heads, letter heads, playing cards, blotting paper bearing p"" ted advertisements, merchandise, met- als, and all other matter not included in the first, second and third classes. Rate, one cent for each ounce or fraction. Full prepayment of postage compulsory. The limit of weight of packages of this class is four pounds. The sender may attach to such articles, bv tags or label, any marks, numbers, names or letters, for purpose of description.
Unmailable .- All packages containing poisons, explosives. substances exhaling bad odor, liquids (ardent.vinous. spirituous or malt). obscene matter of any description, dunning notices on nostal cards. and all ar- ticles which from their nature are liable to damage the mails or injure any person handling the same, cannot be forwarded.

SPECIAL DELIVERY .- A special stamp of the face value of ten cts. attached to any article of mailable matter, in addition to the lawful postage of such article, entitles it to immediate delivery within the car- rier delivery limit of any Free De- livery Post Office, and within one mile of any other post office in the United States. The law permits the delivery by mail of letters bearing only the Special Delivery Stamp. but the ordinary postage due will be col- lected of the addressee on delivery. Letters arriving from foreign coun- tries and bearing United States Spec- ial Delivery Stamps, are entitled to special delivery.
FOREIGN POSTAGE.
CANADA POSTAL TREATY .- By the conditions of this treaty all pack ages of merchandise (heretofore ex- cluded) addressed to Canada, if pre- sented for mailing, in such form as to be capable of easy inspection, can be forwarded in the mails to the of- fice of address, if postage is fully prepaid at the rate applicable to the same in the domestic mails. Such packages will be examined by the Canadian custom officials and if the package contains dutiable matter, the amount of duty will be collect- ed on delivery of package.
MEXICO .- Matter mailed in the United States addressed to Mexico is subject to same rules and condi- tions as if it were addressed for de- livery in the United States, except that articles of merchandise not sent as bona fide trade samples, are required to be sent by parcel post.
