RATES OF POSTAGE DOMESTIC AND FOREIGN


First class-Letters and all mat- ter scaled so that it cannot be exam- ined without breaking the seal. Pos- tage 2 cents per ounce or fraction for United States (including Hawaii, Porto Rico; Guam, Philippine Archi- pelago, Tutuila and Canal Zone) Mexi- co, Canada (except Newfoundland), Republic of Panama and Cuba, for letters in their usual aud ordinary form aud Shanghai, China. At least one rate (2 cents) must be prc- paid to insure 'forward except to Cuba and Republic of Panama. Postal cardsį United States, Cuba, Mexico, Canada and Republic of Panama 1 cent.


Letters and postal cards are for- warded from one post-office to an- other without additional postage. Other matter only on prepayment of additional postage.


The use of hand stamps for per- sonal communications, as stamping a receipt or credit on a bill or accounts ; price lists with prices in writing, and all matter produced by type-writing constitutes matter first class.


Nothing but the address should be written or printed on the address side, and nothing should be attached to a postal card except an address tag or label.


Second class-Newspapers and periodicals issued as frequently as four times a year with a legitimate list of subscribers. Postage to other than publishers 1 cent for each 4 ounces.


Third class-Books (printed), cir- culars, labels, photographs, proof sheets, corrected proof sheets aud M S. copy accompanying the same, blank checks, drafts, insurance poli- cies and other legal papers, hand- bills posters and all matter of the same general character. Postage 1 cent,for each two ouuces or fraction ; full prepayment of postage compul- sory. Seeds, cuttings, roots, bulbs, etc., may be forwarded in the mails for the U. S. with postage prepaid at third class rate, but matter of this nature for Canada must be prepaid at fourth class rate. Date of issue, name of addressee and name of send- er may be written on a circular, or typographical errors corrected with out subjecting it to letter postage. Reproductions from Hectograph, Pa- pyrograph, Electric Pen, or other similar process casy of recognition may be sent as third class if mailed at post-office and in lots of not less than 20 identical copies. The limit of weight 4 pounds except single vol- umes of books to which there is no limit of weight.

All mail matter of the third and fourth classes should be securely wrapped, but admit of easy inspec- tion. When matter of a lower class is enclosed witlı matter of a higher class, the whole package is subject to postage at the higher ratc.


Liquids (not vinous, spirituous, ardent or malt) and oils (uot exceding four ounces liquid measure), salves, ointments and articles easily liquefia- ble and not liable to explode or ignite spontaneously or by shock or jar; also ink-powder, pepper and other powder not explosive or poisonous may be forwarded in the Domestic mails when put up in glass bottles or vials strong enough to stand the shock of handling in a metal, wooden or paper-mache block or tube, not less than three sixteenths of an inch thick, impervious to liquids includ- ing oils, lined with a cushion of some absorbent material, and fastened with a cover so adjusted as to make the block or tube water tight, or in tin or metal tubes, fasteued with a lid, and placed securely in a wooden block or tube open only at one end, of same thickness and strength as above. On all such packages the sender may write or print his name or address, preceded by the word "Form," and also the name of the article enclosed.


Unmailable-All packages contain- ing poisons, explosives, substances exhaling bad odor, liquids (vinous, spirituous, ardent or malt), obscene matter of any description, dunning notices on postal cards, and all arti- cles which from their nature are liable to damage the mails or any person handling them.


Canada-All packages of merchan- dise addressed to Canada, if presented for mailing in such form as to be capable of easy inspection, can be forwarded in the mails to the office of address, if postage is fully prepaid at the rate applicable to the same in the Domestic mails. Sealed packages, other than letters in their usual and ordinary form, are not allowed to be dispatched to Canada, even if postage is prepaid thereon at full letter rates.


Mexico-Matter addressed to Mcx- ico is subject to same rules and con- ditions as if it were addressed for delivery in the United States, except that articles of merchandise not sent as bona fide trade samples, are rc- Fourth class-Patterns, address tags, bill leads, letter heads, playing quired to be sent by parcel post. Commercial papers for Canada and Mexico 5 cents for first 10 oz. or less, and 1 cent each additional 2 oz or less. Limit of weight 4 lbs. 6 oz. and must be unsealed.


Special Delivery-A Special Stamp of the face value of ten cents at- tached to any article of mailable matter, in addition to the lawful postage of such article. entitles it to immediate delivery within the car- rier delivery limit of any Frec Deliv- ery Post Office, and within one mile of any other Post Office in the United States. The law permits the delivery by mail of letters bearing only the Special Delivery Stamp, but the or- dinary postage duc will be collected of the addressee on delivery.
