MODIFICATIONS ADOPTED BY THE PRESENT BOARD IN THE REGULATIONS FOR EXAMINATION FOR THE HIGH SCHOOL.


The present board, feeling that a system requiring three examinations during the year for admission to the high school was unnecessarily onerous to both teachers and pupils, entailing much extra work for which there did not seem to be sufficient offset, in No- vember voted to abolish the December examination; and at the December meeting, in accordance with the advice of a special committee appointed to consider the mat- ter, voted that the second examination in March be also abolished, thus restoring the old method of one exam- ination of candidates at the end of the school year.


The corps of teachers remains the same as last year, with the exception that in the Jackman male grammar school the resignation of Miss Addie K. Hale, in De- cember, was accepted, and Miss Elizabeth A. Dodge was elected to fill the vacancy.


Non-resident pupils in grammar schools are required to pay $12 a year tuition.


SUPPLEMENTARY READING.


During the year a committee was appointed to report as to the feasibility of introducing supplementary read- ing into the schools. The argument in favor of such

supplementary reading is briefly as follows: first, the text books in reading at present in use soon lose the charm of novelty to pupils; second, if new and inter- esting reading lessons are provided for pupils sufficient- ly meritorious, a taste for reading will be stimulated, more zeal will be manifested in the reading exercises of the schools, and greater improvement will be noted. The report of the committee being favorable, a small sum of money was appropriated by the board to pur- chase supplementary readers, of which ten sets were supplied to the primary and eight sets to the grammar schools, each school to exchange with some other school its set of books when read through by the pupils.

KELLEY SCHOOL.


Rooms A, B, and C, in the building, are used for primary schools, and rooms D, E, F, G, and H for gram- mar schools. The residence of pupils situated on or between Green and Boardman streets entitles them to go to the Kelley primary department, but in admission to the grammar department the practice has been to admit all who reside between Warren street and the line of the same extended southeasterly to Fair street. Grammar school pupils are admitted to the Kelley upon passing examination, who have attended the primary course in the school on Temple street, in the Kelley, and in the Congress street primary schools, provided they reside within the grammar school limits. There have been no changes of teachers in this school during the past year. This is a graded school for boys and girls, and is divided into eight rooms, as given in the following table :

HIGH SCHOOL.


A year ago, in accordance with a vote of the school board, notice was served on the Putnam trustees by the common council that the consolidation of the High and Putnam schools would terminate with the end of that school year. Last June the school com- mittee, by a majority vote, resolved that it was inex- pedient at present to terminate the union of the schools, and petitioned the common council to continue the same by making new arrangements with the trus- tees of the Putnam fund, and obtaining, on the most favorable terms possible, a new lease of the building. In accordance with this recommendation of the board the common council renewed, for one year, the lease with the Putnam trustees, on the same terms of rental as heretofore, viz : the payment by the city govern- ment of $1500 per annum; mutual privileges being granted in connection with this lease, as stipulated in the articles of agreement made in June, 1879, by and between the Trustees of the Putnam Free School and the City of Newburyport.


In November, Mr. George E. Gay, principal of the high school, resigned his office, which resignation was accepted by the board; and Mr. Charles D. Seelye, of Provincetown, Mass., was elected to fill this vacancy, and entered upon his work on the first day of Decem- ber, 1883, and the board have reason to expect that he will discharge his duties as principal of the consolidated schools to their entire satisfaction.


NON-RESIDENT PUPILS.


In the high school, the non-resident pupils of the Putnam free school who study Latin and Greek are

required to pay tuition, for Latin $12, and for Latin and Greek $15 a year.


SALARIES.


A reduction of $200 was made, December 1st, of the salary of principal of the high schools.

The course is arranged for those who merely wish to graduate from the high school; but for pupils who

have the disposition and ability for a more extended course, the following was adopted by the board, on recommendation of the principal, who says :


The course of study as arranged for the high schools, and now pursued there, is the same for all members of the schools. From this it happens that pupils of more than average ability cannot always be supplied with appropriate work, and have leisure for reading and other extra employment. I submit herewith a plan of optional supplementary work for pupils of this sort, designed to aid the pupil in putting his leisure to a good use.


As will be seen by an examination of the plan, the supplementary work is divided into three sections for each year of the course, making twelve sections in all. As an encouragement to the performance of this additional work, I recommend the following plan : When a pupil has completed four sections in a manner satisfactory to his teach- ers, he is to receive from them a certificate of the fact; and for every four sections he is to receive one such certificate. It will therefore result that at graduation a pupil may have obtained one, two, or three of these certificates. A graduate holding one certificate should be entitled to the words "cum laude" on his diploma ; one holding two, to "magna cum laude;" one holding three, to "summa cum laude."


This plan of supplementary work has been submitted to several prominent educat- ors, and is believed to be eminently practical and useful :

SALARIES.


No changes have been made in the salaries of teach- ers the past year, except the reduction of the salary of the principal of the high school.


DRAWING.


By the public statutes the teaching of drawing is made compulsory in all the schools. The law, never- theless, does not prescribe the manner or the extent of such teaching, and the committee have left it largely to the principals of schools to decide how much time each pupil shall devote to this study.
