I respectfully submit the following Annual report of the Mel- rose Fire Department for the year of 1923.


Organization


The department consists of four companies and is as follows: Engine Co. No. 1. Hook and Ladder Co. No. 1. Combination Co. A. and Hose Co. No 4.


Personal


The permanent force consists of one Chief Engineer, three Captains, two Lieutenants, Master Mechanic, twelve Privates.


The call force consists of one Deputy Chief, one Captain, two Lieutenants, and fourteen Privates.


Two Lieutenants in permanent force have been promoted to Captains and two Privates promoted to Lieutenants, this last year.


Equipment


One Chief's Auto, one auto Pumping Engine, with equipment, one Auto Hook and Ladder Truck with equipment, three Com- bination Hose and Chemical Autos with equipment, one Horse -- drawn Pung and thirteen Chemical Extinguishers.

Twenty-five hundred feet of new hose was purchased this


year. I shall ask for the purchase of 1500 feet of new hose in 1924. All hose has been tested to 150 pounds pressure.

I will call your attention to the co-operation the public has given me in regard to this matter of inspection.


The charging of storage batteries for this department has been taken care of by the same.


Repairs on the tower on the Central Fire Station have been made and new doors have been put on, in place of the old ones at Hose 4 Station.


Owing to the poor condition of heating apparatus at the Central Fire Station, it was necessary to install a new one in its place ..

REPORT OF FIRE DEPARTMENT


My recommendation for a new Fire Station at Melrose High- lands is before the board of Aldermen for their action. I still urge that our schools should be equipped with modern fire alarm and sprinkler system.


The pessonal property of the department is in good condition and the value is $45,155.00.

Gentlemen :- I wish at this time to submit my report as Inspec- tor of Animals. The annual inspection of all cattle, sheep, swine etc. was completed early in March; also the premises where same were kept.


Animals showing evidence of contagious diseases were de- stroyed, and premises cleaned and disinfected. Suggestions were made toward the bettering of sanitary conditions in many instances, such as light, ventilation, etc. which were kindly received by the owners and carried out. Owners of cattle appear to be just as anxious to have sanitary conditions satisfactory, as are the people who use the products of the dairies.


Several cases of rabies have been reported and much damage done by dogs so affected. Fortunately but few persons were bitten, and these received early treatment. I cannot refrain at this time from calling attention to the importance of keeping a close watch for this dread disease. A good description of it's symptom's may be found on the back of all dog licenses. Read Them! Remember it is a disease which, once established, almost invariably proves fatal. Dogs not already affected may be immunized by a single inoculation. making them immune for about a year, should they become in- fected. This would certainly minimize chances of loss of many family pets, if more dogs were treated, and is a good form of insurance against rabies if the dog has not already been infected; in that case a longer course of treatment is the only salvation.

This is by far the greatest development in the Building line the City has ever known. Over $515,000.00 more than last year.


A portion of these are two flat and apartment houses, and these together with the alterations provide for the housing of 163 families.


Some features introduced the past year have suggested again the consolidation of the Building, Plumbing and Electric wireing under one head, namely, the Building Department. £ Do not misunderstand me, not with a Department head, but, each depart- ment have its separate head as now, but with the possibility of a more effectual working together than it is possible to do now.


The willingness of persons to pay for the Garage permit, may show that the time has arrived when we should charge for the Building permit as do most of the Cities in Greater Boston.


For nine years the Building Department of this City has been carried on at less than one third the expense of the Cities near Boston and the time is here when Melrose ought to pay her officials in proportion to other Cities.

Gentlemen :- Below is my report as Milk Inspector for your Board for the year 1923.


As in previous years the practice of taking monthly samples of milk from the various dealers selling over twenty quarts, was continued. A total of three hundred samples were taken from the delivery wagons, or from the dairies, and analyzed bacteriologically and chemically.


The results of these analyses are shown in a condensed form in Table No. 1. Table No. 2 gives a classification of the bacterial analyses. With the exception of one dealer, all have fat and total solid averages above state requirements.


The results show that the milk sold in Melrose is handled in a cleanly way and that the proper food value, with the exception mentioned above, has been maintained during the year.
