It is with much satisfaction that we see the Library fast becoming a real community center. And why should it not? It is the only pulbic building in the city that is open every day and evening to all the people regardless of age, race or creed. It is the people's building, and we are happy to have them turn to the Library, whatever their need. As this is being written practically every available space in the building (with the

exception of the Trustees' Room) is being used. On the second floor in the Historical Room is a class in Home Nursing for the Girl Scouts ;- the Genealogical Room is being used for special work; on the main floor is the regular Library work; in the basement the Recreation Rooms occupy two rooms, and in one of the little work rooms, High School boys are preparing a debate. We are reaching more and more people every year, but no Librarian is satisfied till the Library reaches every person in the community.

GENERAL
This department has the general care of all public highways (streets, sidewalks, trees), construction of new streets and sidewalks, street lighting, street sprinkling, street cleaning, collection of ashes and garbage, street signs, house numbering, and all work connected with the sewer, surface drainage and water systems, all engineering work relating to the above, care of City Hall, and the placing of insurance on city property.
WATER DIVISION
About 3,000 feet of new mains were laid during the year, and 100 feet of cement pipe replaced with iron pipe of larger size. Details of work done are shown in the tables of Construction and Relay which follow.
One hundred and sixty-nine new services were laid and forty-four old iron services were renewed with lead pipe.

Hydrants and Gates
Fourteen additional hydrants have been placed and two four-inch hydrants replaced with six-inch hydrants.
Twenty-two gates have been placed on mains and at new hydrants.
Water Meters
One hundred and fifty-six meters have been installed and sixteen removed.
Maintenance and Operation
The entire system of mains, services, hydrants, water meters, etc., have had careful attention and the necessary repairs and changes have been made. The following are some of the items: 29 services in private premises cleaned, 32 joints in iron pipe repaired, 74 service leaks in street repaired, and 5 services in street cleaned.
Hydrants have been oiled, repaired and kept free from snow andice. There still remain about ten miles of cement pipe that should be replaced with cast iron pipe.

Report of Registrars of Voters
During the year four elections were held, viz:
Presidential Primary, April 29, 1924; State Primary, September 9, 1924; State Election, November 4, 1924; and City Election, December 9, 1924.
Thirty meetings were held between March 22 and December 14, together with attendance on Election Days at the City Clerk's Office. Eighteen sessions for Registration were held.
In revising the voting list it was found to contain 7803 names at the Presidential Primary in April, and at the close of registration for City Election the total was 9081, 1278 names being added as shown by schedule submitted.
The Jury List was revised, posted and placed in jury box to the number of 192 names.
IN MEMORIAM
It is with profound sorrow that we record the death of two of our members during the year :- Edwin J. Tirrell on November 5, 1924, Walter DeHaven Jones on December 2, 1924. Mr. Tirrell served as a member from 1912, and Mr. Jones as clerk from January, 1900. Both served the city with zeal and honest effort, and by their courteous and agreeable manners endeared themselves to their associates.
In their deaths our city has lost two good citizens and faithful servants.

"NO SCHOOL" SIGNAL
The "no school" signal will be sounded at three different places in the city-the Central Fire Station, Boston Rubber Shoe Company, Factory No. 2, and the Congregational Church in the Highlands. The time of such signal for the High School is 7.15 a.m., and for the grades 7.45 a.m. and 12.45 p.m. The signal is the number 22 four times.
Report of Superintendent of Schools
NOTE: The report of the survey of the High School was presented to the School Committee in somewhat greater detail than it appears here. Certain parts (especially tables) which have been thought to be of not especial interest to the laity have been omitted for the purpose of reducing the cost of printing same.

To the School Committee: Ladies and Gentlemen:
Pursuant to the vote of your Committee passed October 6th, the Superintendent called into consultation Principal Sprague of the Melrose High School and discussed with him the scope of the proposed survey. At that time Principal Sprague stated that he would be glad to assist in such a survey and that the Superintendent would have his full coopera- tion in the work of collecting data and in investigating conditions. Mr. Sprague's subsequent attitude and help has borne out the promise of cooperation made by him at the outset.
Enrolment in Melrose High School
One of the first questions which ought to be considered in a survey of this sort is "To what extent are the children of Melrose receiving the benefits of a High School education?" The answer to this question will in a measure and to a degree, reflect the attitude of the community at large towards secondary education as practised and carried on in its local High School.
