The subject of water consumption should be given special consideration by our citizens and every effort made to econo- omize in the use of water.


This matter is being brought to the attention of every city and town in the Metropolitan Water District by the Metropol- itan Water Board. When a metropolitan supply was under consideration the consumption per inhabitant of the district was 73.3 gallons per day and the works and supply was figured somewhat on that basis, but the use of water has increased to an alarming extent so that in the year 1900 the consumption of water was 112.9 gallons per day for each inhabitant. This in- crease is doubtless caused to some extent by the belief that the supply is unlimited and the assessment for water is the same re- gardless of amount used and consumers have been careless in use of water. This unwarranted increase must be checked and meas-

ures are being taken by the State authorities to restrict the use of fixtures and hose or to measure by meter the water delivered to each city or town. If this latter method is adopted it will then be necessary for us to have meters placed on each service so that each one will pay for what he uses. I wish it were pos- sible to educate the citizens to be careful in use of water so that the use of meters would not be required.


If the recommendations of the Governor are carried out this year the assessment for water in the Metropolitan District will be greatly increased to include the whole cost instead of a part of the cost for the year. Under this rule the assessment for Quincy would be in 1901, $23,845. Under the existing law our assessment for 1901 will be $13,983. The Metropolitan Water Board made good progress the past year on the storage reservoir on Forbes Hill and it will be completed about August 1st. The stand pipe was erected and filled with water in De- cember and will be cased with granite the coming year. This stand pipe has a capacity of 334,000 gallons and our stand pipe on Penns Hill has a capacity of 411,000 gallons, so that in case of accident to the supply main from Fisher Hill reservoir we have a supply of 745,000 gallons sufficient to last seven hours. When completed the storage reservoir will hold 5,000,000 gal- lons, giving us nearly three days supply in case of accident. As an additional precaution I would advise the laying of a 10 inch main from Squantum street to Atlantic street, so in case of necessity connection could be made with the City of Boston supply thus giving us ample protection at all times.


At this time we can with perfect safety dismantle our pumping station. I have already sold and delivered to the Fore River Engine Co. the high duty pump and am now making ar- rangements to dispose of the boilers and fit up the buildings for a work shop.


It will be in the interests of economy to give up our pres- ent quarters on leased land and move to the pumping station where we have suitable buildings and ample yard and trackage facilities, a saving of nearly $400 a year could thus be made.


Special efforts were made to collect old water bills many

of which were a year over due, the indebtedness to the city was thus reduced several thousand dollars.


The receipts from water rates was $61,975.01 and from ser- vice connetions $16,646.58, making the total gross receipts $78,621.59.


The total length of pipe laid was 5.32 miles of which 0.36 miles was taken up and relaid on other streets, 1.06 miles was laid on private property for Fore River Engine Co., Granite Railway Co. and the Tubular Rivet & Stud Co. and cannot be classed as city mains. The total length of street mains at the present time is 84.14 miles.


43 new hydrants were set and 7 taken up and reset on dif- ferent locations making the total number in use 539,


82 new gates were added making total in use 1001.


441 new service connections were made which is the lar- gest number ever put in in a single year.


The total number of service connections is 4330. The number of services to city property is 150 and 150 have been discontinued leaving 4030 services from which a revenue is de- rived. 122 meters are in use at the present time.


The rule was established this year that no charge be made for water used by the city in its public buildings which reduces the apparent revenue somewhat, but seems just and proper.


The principal work during the year was making the 16-inch connection on Beale street with the metropolitan mains, the laying of a 10-inch main on Central avenue, 10-inch on Wash- ington street, 10 and 12-inch on Coddington street, 6-inch on Federal avenue and making connections of mains in different parts of the city, thus doing away with twenty dead ends where water is liable to get stagnant.


On many streets 2-inch pipe was taken up and larger pipe laid to give better fire protection and house service.


The unused reservoir was thrown open to the public for recreation purposes under proper restrictions, frequentinspection being made to see that city property was not injured.


By a ruling of the City Council the care of the hydrants was placed in charge of the Chief Engineer of the Fire Depart- ment.

The coming year a large appropriation will be needed to extend mains in the Ward Two district. The property there bids fair to be developed and built upon and it would be wise policy to lay water pipe in advance of such development and before the streets in that section are permanently improved.


Our maintenance appropriation is much too small and should be increased to provide for additional help. and teams made necessary by the enormous increase of $52 water takers in the past two years.


We were fortunate in only having a few small leaks to con- tend with the past year, repairs on hydrants were, however, quite expensive.


The cost of service connections was $10,667.65, the amount paid by the city $4,100.91 and the amount charged to owners was $6,566.74.
