Report of Inspector of Animals

Dear Sir :- As Inspector of Animals for Quincy, I sub- mit the following report for the year 1907 :


GLANDERS.


Eight horses were quarantined as suspected of glanders. Three had the disease, one in South Quincy, and two in Wol- laston. The others were suspicious to their owners or their friends, and were turned to the State for positive diagnosis.


TUBERCULOSIS OF CATTLE.


Three cows were quarantined for tuberculosis. One cow in West Quincy was killed as diseased. The milk in Quincy is probably much better than that in neighboring towns, as most of our milkmen are careful to buy only cows that have been tested at Brighton, and the Health Board has kept the stables clean.


The law says,-"Massachusetts cows are diseased when the inspector can hear bad coughing, but out-of-state cows are diseased if they cannot stand being tested with tuberculin." This means that no disease can come into the state, but of those now in, only the very bad ones can be killed. It is re- ported that car milk is sold out this way that would not sell in Boston. We know little of the origin of this milk, except that all New England supplies it.

At Brighton many old cows that appear healthy prove diseased when killed. The government condemns their meat, but we allow the use of their raw milk. The government fed some pigs for thirty days on diseased milk, and fifty days later, killed them. Every one was found to be diseased. In the City of Washington over 18 per cent. of the cows were diseased. Some of our doctors recommend onty dairies where all the cows are tested. It is a good idea.


PIGS.


This year we found four grown hogs bady diseased with tuberculosis, and killed them. We believe they had the dis- ease when bought young. In a nearby town dead horses and cows are fed to hogs. This is a common way of infecting pigs, and possibly was the case with these. It is well to buy pigs of the man who raised them, if he feeds clean food.


DOGS.


Forty-five dogs and two horses have been quarantined as exposed to rabid dogs. Twenty-two dogs and one cow were killed with rabies. Others were killed without waiting for rabies to develop. One died in Boston taken from Quincy. Several people have had to take treatment. I would recom- mend that the Somerville plan be used here. A dog catcher, with a wagon, picks up all unlicensed dogs, holds them three days for owners to claim them, and pay one dollar for ex- penses, and then kills those not claimed. In this manner all licenses are collected, stray dogs are returned, and homeless dogs put out of misery.

Report of Park Commissioners

Dear Sir :- The Park Commission has the following re -- port to make for the year 1907:


Merrymount Park has had the usual care, one man being. employed by the Park Commission all summer, much of whose. time was devoted to this park.


Greatly needed tree planting has been omitted, owing to. the lack of funds. Dead trees, dead limbs, and wild cherry trees have been cut out, greatly to the advantage of the good. trees remaining.


The young evergreens, planted in previous years, re- ceived much of our attention. Unfortunately, a portion of the public is not in sympathy with this policy. A recent fire,. started by vandals, has burned a number of these trees that. had made a fine start.


There is little hope for the trees, young and old, in this park until our former recommendation, that an officer be em- ployed here for the protection of persons and property, be carried out.


The only obstruction to a splendid skating rink on the flooded meadows is the danger of flooding the cellar of the house on the border of Black's Creek. The water cannot be dammed to its proper height until some arrangement is made- with the owner of this property.

With the athletic fields in good repair, the usual number of games of baseball and football have been played here.


Ward 2 Playground has been kept in order, and has been a source of much pleasure to the citizens of this ward.


The Bath House has again demonstrated its value, being patronized to its full capacity on all favorable opportunities.


The Playgrounds at Ward 2, Ward 4, and Ward 6, have had the care necessary to keep them in order.


At Ward 6 a movement to turn the playground into a skating rink in winter. at the expense of about $300 .. was opposed by the Park Commission, because, among other rea- sons, it was unnecessary, as there were other nearby places for skating available, a large amount of money had been laid out a short time before to put the ground in order and to get the grass started, and the icing of the field would interrupt the usual travel on the cross walk. If any money is expended for skating purposes, it would seem more appropriate to im- prove the splendid opportunity at Merrymount Park referred to above.


Faxon Park remains as formerly, the Commission not feeling justified in making any improvements until they had more funds. This beautiful spot has the making of a most attractive pleasure ground. With the increase in population in that section of the city, it is hoped that soon it will be found possible to appropriate enough to warrant the Commission in devoting more funds to its maintenance.


Luckily little damage has been caused the trees in our parks and playgrounds by moth pests.


The Commission renews its suggestion that a tree warden be appointed for the City of Quincy, whose services shall be either controlled by the Park Commission, or part of whose time shall be at their disposal. Nothing is more essential to the beauty of any suburban city than handsome trees border- ing the streets. The steady deterioration resulting from the promiscuous cutting by linemen, by the chafing of wires, and the burning and killing of limbs resulting therefrom must be apparent to all. Unquestionably the proper man in the posi-

tion of tree warden, backed up by proper ordinances for the protection of trees bordering the streets of Quincy and on public grounds, would be almost invaluable.


Though no Metropolitan Boulevard construction has been done from the Wollaston Beach to the taking already made on the south side of Black's Creek, yet we are informed that that Commission has recently taken over Rufe's Hum- mock at Wollaston Beach, and has practically adopted the route across the mouth of Black's Creek, in conformity with the recommendations of the Mayor and Quincy Park Com- mission in 1906. By this route the boulevard will be alto- gether on the south side of Black's Creek, touching Merry- mount Park only at the present dam and roadway across the Creek.


There seems to be no disposition to hurry the construc- tion of the route already taken from Adams Street to the shore of Quincy Bay, although it was expected when the takings were made that the construction would begin at an early date.


The financial account of this Board is not included here, as it will be found in the books of the City Treasurer.
