MAINTENANCE.
It may be seen from the itemized maintenance account for this year that about $2,961 25 was available for labor on maintenance work which is not quite enough to keep a plant of this size in good condition and some things have to be neglected.
The City Ordinances require the hydrants to be main- tained by the fire department but the work all falls on the water department. Every hydrant in the city has been in- spected, repaired if necessary, oiled and painted and during the cold weather a constant inspection made. The mainten- ance and repairs of meters is now charged to this account and. although small, cuts down the amount available for other work. The standpipe has been cleaned and minor repairs made but as the amount asked for in the budget for painting was cut out I was unable to do this work.
The standpipe was none too good when new but with good care it may be made to last indefinitely, if neglected it will not last many years.

At the shops the last of the old boilers was removed and a small heating boiler put in, heating pipes thoroughly over- hauled, new roof put on boiler room, work room and several sheds ; lockers for the foremen added and small repairs made.
The number of leaks and breaks in mains and services is constantly increasing as the original system purchased from the Quincy Water Co. seems to be reaching its age limit and also from electrolytic action in other pipes. This work is charged to maintenance and represents a large part of the labor on this account.
Several hydrants were broken off by teams or auto trucks but no damage occurred from flow of water owing to the construction of the hydrants.
Forty-one leaks were repaired in mains, 140 leaks in services repaired and 210 services cleaned.
Owing to the construction of the new bridge at Atlantic Street, Atlantic, both of the City of Boston mains supplying the islands in the harbor have been cut off temporarily and since Sept. 15. 1911, we have been supplying the City of Bos- ton though an eight inch meter at the corner of East Squan- tum Street and Atlantic Street. These readings are sent to the Metropolitan Water and Sewerage Board and are de- ducted from our consumption.
WATER WASTE
For some years the Venturi meter at the corner of Adams and Beale Streets has shown a very high flow of water during the middle of the night when the legitimate use of water is practically nothing.
A test was made during the summer which showed that certain districts were much worse than others and a later test made by the Pitometer Co. of New York showed more definitely the portions of the city which needed to be metered and also where further tests should be made to stop leakage.
A plan on file in the Water Office shows the night rate,

after making due allowance for use. It shows very plainly where meters should be set and if these do no good, where the mains should be carefully tested.
The following table shows the average daily consumption night rate or waste and average daily use. It shows that meters have reduced the per capita consumption, waste and use to the point of keeping the total consumption the same while the number of takers has increased thirty per cent.

All of this waste cannot be stopped as it is practically impossible to make all mains tight and stop leakage in house fixtures. Leakage from mains is a total loss whereas house fixture leakage may mean a good profit or a loss, depending on whether the service is metered or not. A night rate of fif- teen gallons per capita or about half a million gallons per day would be considered a fairly tight system and if one half of this 250,000 gallons was fixture leakage of which the meters might register 200,000 we would have a return on this amount at 30c per thousand of $60 00 per day and a loss in -the main leakage of about ten dollars a day and another sav- ing in the amount paid the State of about $18,000 00 per year.
How much is in house waste and how much is in main pipe leakage can only be settled by metering every service and this is now being done in South Quincy which is appar- ently the worst district in point of waste.

SEWER DIVISION.
The following is a brief report of the sewer division for the year 1911.
In March an apppropriation of $30,000 00 was made by the City Council for sewer construction and work was begun as scon as the money became available. The work was car- ried on with two gangs of men employed by day labor and approximately three miles of pipe sewers were built ranging in size from 8 inch to 15 inch. The sewers which were laid in Crescent and Channing Streets previous to the building of the streets will not become available for use until they are connected with the sewers which are to be built in Willard Street and Quincy Shore Reservation respectively. An early appropriation should be made for this purpose as there are several properties on these streets that are now ready for the- sewer.
Record plans of the year's work have been prepared by the City Engineer and placed on file in this office. Three hundred and fifty-seven assessments aggregating $16,127.54 have been levied on the abutting property owners. This amount does not include the assessments to be levied upon Crescent Street and Channing Street.
PARTICULAR SEWERS.
Four hundred and three connections or particular sewers were made with the public sewers this year making a record number for any one year. Included with this report will be- found tables in relation to these particular sewers.

RECOMMENDATIONS.
Maintenance.
The work of flushing and cleaning the sewers has been carried on in the usual manner. A large number of the manhole covers have been raised or lowered so as to conform more nearly to the surface of the different streets. The appropriation for the maintenance of this department is in- sufficient to do the work thoroughly. As a matter of fact,: this appropriation has remained the same for twelve years while the number of miles of sewers has greatly increased. It is recommended that this appropriation be increased to $2,000 00 if possible.
RECOMMENDATIONS.
There are on file in this office several petitions for the extension of the sewerage system. Some of these are espec- ially urgent and ought to be attended to at once. The main sewer at Hough's Neck ought to be extended a considerable distance this year so that more of the lateral sewers may be built to take care of this section.

The following is a statement of work done by this depart- ment during the year.
Street lines and grades have been given in 53 cases at the request of property owners on accepted streets.

CITY COUNCIL.
Plans, estimates and Council Orders have been prepared for the acceptance of 13 private ways, together with plans for the widening and improving of 8 accepted streets. There have also been prepared 3 real estate plans and 4 plans and esti- mates for public improvements.
A plan was prepared for a Public Landing to be situated on city property at the end of Bay View avenue, Houghs Neck. An appropriation of 82,000 has been made by the City Council to do this work and a license has been granted to the city by the Directors of the Port of Boston, so that everything is in. readiness to begin construction in the early part of the year.
A plan for the widening of Washington street, from City Square to Chubbuck street, to a minimum width of 66 feet, was prepared and submitted to the City Council and has been re- ferred to the City Council of 1912.
