SEALER WEIGHTS AND MEASURES
Quincy, Mass., February 1, 1915. Hon. Chester I. Campbell, Mayor, City of Quincy, Mass.
Sir: - Complying with your request, I beg to submit the following report of the Department of Sealer of Weights and Measures for the year ending December 31, 1914.
TESTING AND SEALING
The law requires that all scales, weights and measures shall be sealed once a year, and that the Sealer shall give annual notice of the same. After giving this notice to all who use weights and measures, if they do not comply with the law by bringing in same, then the Sealer shall go to the houses, shops or stores where the weights and measures are located, adjust and seal the measures, weights or balances if correct, and if incorrect condemn same.
In order to perform this work it is necessary to carry around a number of weights, measures, and various tools to adjust and seal all kinds of weighing devices. This requires means of transportation. In previous years the Sealer has used a team for this work, but the work has increased to such an extent that this means of conveyance is very slow and inconvenient, when it is necessary to travel from one part of the city to another in a day, as very often is the case when the work demands it. It would therefore recommend that the City purchase an automobile for this Department.
TESTING AND REWEIGHING PACKAGES
It is the duty of the Sealer to enter stores or shops and weigh arti- cles that are put up for delivery or sale and ascertain their weight. This is the only protection the public has from merchants who are dishonest. I find most of the merchants, however, are giving full weight. I intend to continue this line of work, as the State Depart- ment earnestly recommends it and this year asks for a special report on the same, which they have not done before.
INSPECTIONS OF HAWKERS AND PEDLARS
The local pedlars have given very little trouble during the past year. They bring in their scales to be sealed and are living strictly up to the law in the sale of vegetables and fruits. The out-of-town pedlars, and I am very glad to say they are not as numerous as in previous years, have given [some trouble in [the [past year. In one instance it was necessary to prosecute on four complaints, and a

conviction was secured in each In some instances I have met hawkers about to enter the City with scales in an unsatisfactory condition and they have complied with my request to leave the City.
INSPECTION OF ICE TEAMS. Reweighing Ice After Left by Ice Men
This line of work was carried on mostly during the summer months. The results of the weighings were very satisfactory. Short weight was found in only two cases, one for one pound and the other two pounds. In other reweighings the weights were found sometimes from five to eight pounds over.
INSPECTION OF COAL TEAMS Reweighing of Coal
At different periods during the past year about thirty loads of coal were reweighed and very little shortage was found. In some cases there was an overweight. The public in general knows nothing of this nature of work, and has no idea that a load of coal delivered to them may have been reweighed by the Sealer and found correct or incorrect, as the case may be.
APOTHECARY SCALES AND WEIGHTS
An added duty of the Sealer during the past year was the testing of Apothecary weights. It was the first year that this line of work came under the jurisdiction of the Sealer, and it has taken a great deal of time to perform same. This requires that the weights be brought to the office to be sealed, and in many cases weights were condemned. The glass graduates used by druggists have not been tested as yet, as the dealers in this line have not been able to supply the local Sealers with the proper graduates for testing.
Included in this report are receipts and expenditures of the Depart- ment for the past year, together with tables of work done.
I wish to take this opportunity to thank all with whom I have come in contact during the past year, and trust relations will con- tinue as pleasant in the future.

REPORT OF DOCK AND WATER FRONT COMMISSIONER FOR THE YEAR 1914
To His Honor the Mayor of the City of Quincy,
As commissioner of Water Front, Waterways and Navigation under your appointment, I beg to submit the following report.
The greatest benefit this section of Boston Harbor has at present is our general natural waterway, Weymouth Fore River and its tribu- tary Town River. None of the great highways that enter our city compare with this waterway in commercial importance.
Commerce is the exchange of commodities on a large scale between individuals, cities or towns, states or nations. Therefore the com- merce of Weymouth Fore River must, of necessity consist of the raw materials purchased and brought in by water to the wharves of the different firms doing business on the river and its tributaries, and also of the manufactured products shipped down this river to the sea by these same firms; not including any goods received or shipped by rail, and it is my desire to give you a conservative estimate of this commerce and the effect of the same locally.
There was received on the water front of Weymouth Fore River from Nov. 19, 1913 to Nov. 19, 1914, 163,887 tons coal, lime, cement and miscellaneous, at an average value of $5.00 $819,435
Also 6,000,000 feet of lumber, telephone and electric light poles 130,000

There was shipped out manufactured products, consisting of yachts, boats, vessels and granite. 14,240,000

The Directors of the Port of Boston have expended $6,000 im- proving the channel in the eastern opening of the draw, thus making navigable for large vessels.
QUINCY POINT DRAW
Total number of openings, 985; Total number of craft passing through, 1631, consisting of battleships, submarines, torpedo boats, steamers, schooners, scows, barges, yachts and small craft.
This office has devoted a large amount of time to the work of secur- ing a re-examination of the project to dredge the channel of Wey- mouth Fore River, to a width of 400 feet and a depth of 24 feet from Sheep Island to Quincy Point Bridge.
This project received an adverse report from the U. S. District Officer Col. Millis, but this office takes great pleasure in reporting that largely through the efforts of your commissioner and Senator John W. Weeks an order was issued to the Army Engineers for a re-examination and a very favorable report has been made for a modification of the project to a width of 300 feet and a depth of 24 feet, and the army engineers recommend a lump sum of $200,000 be appropriated by the U. S. Government contingent on an appropria- tion of $75,000 by the state and $25,000 by the city of Quincy and the Fore River Shipbuilding Company.
This office recommends the purchase of two locations for Public Landings, now while the land is cheap, one at Squantum and one at the Bit, so called.
Your commissioner attended all the hearings at the State House and before the Directors of the Port, that related to Quincy's water- front, and assisted Col. W. E. Craighill the U. S. District officer in holding a hearing at the Quincy Yacht Club House. Also personally interviewed the U. S. District officers at New York, Wilmington, Del., Baltimore, and Washington, in regard to the improvement of Wey- mouth Fore River channel.

By the provisions of Chapter 488'of the Acts of the year 1895, entitled "An Act to provide for a Metropolitan Water Supply, "Chapter 453 of the Acts of the year 1901, entitled "An Act to provide for additional Metropolitan Water Loan." we were assessed for.
Of this amount $6,640. 10 is to meet the requirements of the sinking fund established under said chapter; $34,222.36 is to pay interest and $10,522.68 is on ac- count of the cost of maintenance and operation.
By the provisions of Chapter 406 of the Acts of the year 1895, entitled "An Act to provide for a system of sewerage disposal for the Neponset River Valley" and Chapter 424 of the Acts of the year 1899, entitled "An Act to provide for the construction of a high level gravity sewer for the relief of the Charles and Neponset River Valleys," we have been assessed.
