Sir: Complying with your request, I beg to submit the following report of the Department of Weights and Measures for the year ending Decem- ber 31, 1916.


Testing and Sealing.


During the year just closed the work of this department has increased as it did in former years, due to the number of new stores, shops, etc. In order to perform this work it is necessary to carry a number of weights, tools and measures to seal and adjust all kinds of measuring and weighing devices. As this transportation is an expense I would recommend that the city purchase an automobile for the use of this department, with efficiency and economy in view.


Testing and Reweighing Packages.


This line of work has been carried on as in former years, and good results have been obtained. I find the merchants are willing to co-operate at all times and I have been received very courteously. The number of packages reweighed and found over or under as the case might be did not mean there was any great loss to either the purchaser or dealer, as the sealer checks his reweighings, no matter how small or large the weight indicates, when it is not absolutely correct. The amount in either case leads me to believe that the merchants of our city try to be honest in their dealings with the public in what they purchase.


Hawkers and Pedlars.


This line of work has increased, as the State Department has taken a great interest in the same since assuming charge of that department. They recommend a frequent inspection of scales, measures and licenses used by those engaged in this line of work. The local ordinance in force in this city in regard to the fee makes it $2, and this, in my mind, is too small, and it is not only the lowest in this part of the State but the lowest of all surrounding cities. I would, therefore, recommend that the City Council amend the ordinance to increase this fee and thus increase the revenue to the city.


Ice.


A great deal of attention has been given to the test weighing of ice and the inspection of ice scales used on teams, and as a result two drivers of teams were summoned into court, convicted and fined for giving short weight in the sale of ice. If the public would co-operate with this depart- ment and make complaints it would assist the sealer in getting better results. If, instead of notifying the manager of the ice company whose drivers they had reason to believe were giving incorrect weight, it would notify this department investigations would be made at once. Com- plaints are considered strictly confidential.

SEALER OF WEIGHTS AND MEASURES


Reweighing of Coal.


During the year twenty-seven teams were held up while in transit, certificates examined and the loads reweighed, amounting in all to 99,030 pounds. Ten loads were found correct and nine were found over, the amount being 445 pounds. Eight loads were found under, the total amount being 460 pounds. Of these loads found incorrect the weighers were notified immediately, and satisfactory explanations were given in each case. Most of the differences occurred on account of the tare of the teams and not with intent to give short weight. In the sale of coal by bags I find the full weight of twenty-five pounds given and the law being lived up to in every case. Also in the marking of the bags.


The receipts and disbursements of the department for the past year together with the tables showing the work done are included, in this report. I wish to take this opportunity to thank all with whom I have had dealings during the past year and trust future relations may be as pleasant.
