REPORT OF OVERSEER OF POOR.


Quincy, Mass., January 1, 1917.


To His Honor, the Mayor of the City of Quincy:


The Overseer of the Poor, in compliance with the city ordinances, respectfully presents his report for the year ending December 31, 1916.


The department has handled 358 cases this year, of which number forty-six cases were aided under Chapter 763, Acts 1913, an Act to Aid Mothers with Dependent Children, which in many cases means almost en- tire support.


On August 13, 1916, sixteen cases, being aided in other cities and towns and having settlement in Quincy, lost their settlement in Quincy under Chapter 669, Acts 1911; of these, nine cases were being aided under Chapter 763, Acts 1913.


The high cost of living has seriously affected the department and increased the expenditures of the same.


The Associated Charities, other societies and individuals have co- operated splendidly in making the work of the department constructive as well as helpful.


A detailed report of the cost of the almshouse and outside poor will be found in the following statement.

Dear Sir: I have the honor to submit the annual report of the Quincy Fire Department for the year ending December 31, 1916.


ORGANIZATION.


The department consists of the chief, three assistant chiefs, one permanent captain, one permanent lieutenant, one permanent superin- tendent of fire alarm, and thirty-five permanent firemen, also thirty call men.

Number of feet of hose in this department, 13,650, of which 4000 feet are in poor condition.


HORSES.


There are seventeen horses in the department.


ALARMS.


During the year there have been 376 alarms.


Bell alarms, 144.


Still and telephone alarms, 232.


Out of this number 42 were false alarms.


The Central Station responded to 267 alarms, laid 15,100 feet of hose, raised 1228 feet of ladder and used 2440 gallons of chemicals.


The Wollaston Station responded to 83 alarms, laid 2950 feet of hose, raised 495 feet of ladders and used 524 gallons of chemicals.


The Atlantic Station responded to 130 alarms, laid 9700 feet of hose, raised 148 feet of ladders and used 291 gallons of chemicals.


The West Quincy Station responded to 70 alarms, laid 6550 feet of hose, raised 920 feet of ladders, and used 254 gallons of chemicals.


The Quincy Point Station responded to 58 alarms, laid 6400 feet of. hose, raised 90 feet of ladders, and used 778 gallons of chemicals.


The Hough's Neck Station responded to 15 alarms, laid 3200 feet of hose, raised 24 feet of ladders, and used 41 gallons of chemicals.


Total number feet of hose laid, 43,900; ladders raised, 2905 feet; and 4328 gallons of chemicals used.


Hydrants in use 3334 hours.


PERMITS AND LICENSES.


There have been 1675 permits and licenses issued from this office during the past year.


INSPECTIONS.


The usual number of inspections of garages, buildings, cellars and yards have been made this year.

RECOMMENDATIONS.


I would recommend that not less than 3000 feet of fire hose be pur- chased at an early date, and that we add more motor apparatus to the department in place of buying new horses; also that the City Council take up the rebuilding of the fire alarm system, which was passed by the 1916 City Council, but failed to receive the Mayor's signature.


In conclusion, I wish to thank the city officials who have helped me in any way the past year, and I also wish to extend my thanks to the members of the Quincy Fire Department.

The number of dogs licensed in 1916 was 984 male, and spayed, 131 female and 1 kennel, for which the sum of $2,648 was received. Of this amount $2,424.80 was paid to the county treasurer and $223.20 to the city treasurer.


During the year 1916, 374 resident and 1 non-resident hunters' licenses were issued, for which the sum of $384 was received. As required by law, this amount was paid to the Commissioners on Fisheries and Game.
