City Clerk


Plans for all land takings and street acceptances are furnished to the City Clerk to record with the orders when passed by the City Council.


All reports of accidents received by the City Clerk are investi- gated and surveys made when necessary.


City Solicitor


Deeds and releases of land taken by the City and easements for sewer and storm drains are furnished to the City Solicitor.


Plans for accident or land taking cases are prepared when suit is brought against the City and the City Engineer is at the call of the City Solicitor to testify in Court when necessary.


Tax Collector


The Tax Collector in preparation for his sale of unpaid taxes requires a description of each parcel of land to be sold, during the year 7,631 of these descriptions were furnished.


All liens on properties for betterments on street and sidewalk construction are furnished the Tax Collector on requests that he receives from persons examining the titles of properties to be transferred. There were 1,110 of these requests furnished during the year.


Assessors' Department


The assessors' plans showing the various parcels of land through- out the City, together with the owners' names, buildings, areas and plot numbers are prepared by this department.


This year due to the change of assessing date from April first to January first it was necessary to have the 1935 plans ready by the end of the year.

CITY OF QUINCY


All buildings constructed during the year were located and plotted on these plans and all changes in ownership were made.


There were 2,835 transfers of properties made on these plans during the year.


It becomes necessary to replace these plans of which there are about 700 regularly due to the numerous erasures necessitated by the changes in ownership and during the year 100 new plans were made.


Surveys were made on 11 properties in preparation for tax ap- peal cases brought before the State Tax Appeal Board.


Park Department


The Park Commissioners call on this department to lay out baseball and football playing fields on each of their playgrounds during their respective seasons.


As recreation locations were very acceptable as CWA and ERA projects a considerable amount of improvements were done at Faxon Field, Montclair Playground, John J. O'Rourke Playground, Henry L. Kincaide Playground and Merrymount Park all of which were laid out by this department.


Cemetery Department


The Manager of Public Burial Places called on this department several times during the year for the layout of additional lots and single graves.


It became necessary to reclaim additional areas which were filled in and graded which was done under an ERA project.


A granite retaining wall is also being constructed at present by the ERA workers. A granite field office adjoining the original office was built and at the entrance on Greenleaf Street granite posts and retaining walls have been constructed for an iron gate which were ERA projects.


These projects have all been prepared and laid out by this de- partment.


Building Department


The Building Code requires that the City Engineer furnish a grade for the construction of any new building which requires viewing the location and establishing a grade which will conform with the available utilities and surrounding properties.


These requests are personally taken care of by the City Engineer for which the City receives two dollars each for the service, which is shown under the Treasurer's report as Engineering Receipts.


This requirement tends to insure uniformity of construction and prevents errors in construction location that would be expensive to remedy. 133 of these requests were done during the year.


Street Lines and Grades


This department furnishes street lines and grades on accepted streets at the request of the abutters. These requests are generally made when property owners are improving their properties by constructing sidewalks, retaining walls or grading lawns. These requests were cared for as received.


Sewers


During the year 5.28 miles of sewer were constructed. The ma- jority of these 4.645 miles were done under P. W. A. Docket #2051 which included a section of Adams Shore, Houghs Neck (Willow. Section) and Squantum.

REPORT OF ENGINEERING DEPARTMENT


The amount allotted for this construction was $339,000 and this docket will be completed about July 1, 1935.


These sewers are planned and laid out by this department and lines and grades together with progress estimates given during construction.


Under the P.W.A. Regulations the City Engineer is responsible for the construction which added considerably more work prepar- ing contracts and estimates before and during construction.


This construction is under the supervision of Walter S. McKen- zie, Superintendent of Sewers.

The total main sewers in place to date is 148.498 miles.


Surface Drains


During the year 6.069 miles of surface drains were constructed together with 214 catch basins and 122 manholes.


The most important installations were the changing of the course of the Town Brook from Fort Street to Liberty Street through Brook Road with a box culvert, thereby eliminating an open brook through the John Hancock School yard and the Henry L. Kin- caide Playground.


Also the relocation and lowering of Furnace Brook from Willow Avenue to Reardon street together with a box culvert under Adams street.


Also the covering of the remainder of the Montclair Brook by a 72 inch concrete pipe and the installation of a Tide Gate at Saga- more Creek.


These three projects were included under P.W.A. Docket #1985 for which the allotment was $159,000.


Under P.W.A. Regulations Plans and estimates were prepared by this department.


Many drains were constructed with C.W.A. and E.R.A. projects which included the changing of the course and piping of Sachem Brook with reenforced concrete pipe, the sizes ranging from 24 inches to 48 inches. Also the piping of the brook through the John J. O'Rourke Playground.

All drains were constructed under the supervision of Walter S. Mckenzie, Superintendent of Sewers.


Federal funds were used to advantage on this type of con- struction.


The compiling of plans for surface drains previously installed was continued throughout the year from time to time.


Accepted Streets


There were no streets accepted during 1934 on account of un- accepted streets being shaped and graded as ERA projects.


Streets that were accepted during 1933 were constructed during the year, for itemized list see attached schedule.


The total length constructed during the year was 2.457 miles.


Street Rebuilding


Considerable work was done on rebuilding as there was no ap- propriation for this type of work during 1933.


The construction of Newport Avenue from North Central Avenue to Holbrook Road was a worthy project in order to allow through traffic on the westerly side of the railroad.

CITY OF QUINCY


East Squantum Street was rebuilt and widened from the Quincy Shore Boulevard to Dorchester Street improving the entrance to Squantum.


Washington Street on the easterly side from Coddington Street to Edison Park was rebuilt with a penetration of cement.


The total length constructed during the year was 6.846 miles. For itemized list see schedule attached.


Curbing


There was 5,629 lineal feet of granite curbing installed during the year which was cut at the ERA Quarry project.


There are many streets in the City where granite curbing should be installed while we have this Quarry project.

Granolithic Sidewalks


For the third consecutive year no appropriation was made by the City Council for this type of work.


Asphalt Sidewalks


A very extensive program for this type of walk was approved and during the year 36.23 miles were constructed.


This sidewalk has become very popular probably on account of no betterments being assessed.


This program extended to all parts of the City, for itemized list see schedule attached.


Redistricting Wards


On December 10, 1934 the City Council passed an order estab- lishing eight wards in the City in place of six also making a total of 29 precincts.


The descriptions for these changes were prepared by this depart- ment together with new precinct plans for each ward.


P.W.A. Projects


The City of Quincy had two projects approved for grant only under P.W.A. Regulations.


Docket #2051 was for the construction of Sanitary Sewers at Houghs Neck, Adams Shore and Squantum.


This project was started June 6, 1934 employing approximately 500 men who were taken from the unemployed list and furnished by the National Re-employment Service, the work was practically 75 per cent completed at the end of the year.


Docket #1985 was for the construction of Surface Drains being the improvement of Town Brook, Furnace Brook and Montclair Brook. This work was started August 16, 1934 employing 200 men and was about 90 per cent completed at the end of the year.


These projects increased the work in this department very ma- terially.


C.W.A. and E.R.A. Projects


Federal funds continued to be allocated throughout the year un- der C.W.A. and E.R.A. Regulations and Requirements. C.W.A. ended April 2, 1934.


These funds were for the relief of the unemployed and needy which was a great benefit to the City, both financially and ma- terially.

Many projects were approved and constructed that could not have been financed or constructed for some time in the future.


Some of the many projects completed or now under construction are as follows:


Cemetery grading, retaining walls, granite gate posts and granite office building.


Unaccepted streets in all sections of the City graded and made passable.


American Legion Home on Revere Road.


Sea Wall at Edgewater Drive.


Remodeling City Hall.


Improvements on various School Buildings.


Construction of Squantum Causeway.


Construction of Newport Avenue.


Improvements of Quincy City Hospital.


Improvements at Libraries.


Improvements at various playgrounds including Faxon Field and Merrymount Park.


Installation of Storm Drains.


Installation of Sanitary Sewers.


Various improvements at Squantum Naval Base.


Quarry Project.


Under ERA Regulation the City was required to furnish all ma. terials and equipment for these projects.
