We herewith submit the twenty-second annual report of the City Planning Board.
There were several meetings held during the year.
The several studies which this Board made and reported on in the 1935 Report seem soon to become a reality, at least in part. Surveys have been made by the Commonwealth of Massachusetts on the Fore River to Quincy Adams over-pass connection, also the Shawmut Trail from Quincy Adams over-pass to Milton.
The County is making a survey which might be considered and part of a southeast cut-off to eliminate the dangerous under-pass on Centre Street.

It will be noted that the sum of $13,296 07 was expended for Street Oiling this year and the department hopes to increase this amount this year.
STREET LIGHTING
A special survey of the City is now in progress for the purpose of producing more efficient street lighting, at a reduced cost. Changes have already been made in many sections of the City. The survey will be completed during the current year.
All outages reported daily by the Police Department have been deducted from the monthly bills.
New equipment purchased this year consisted of one one-ton truck and two one-and-one-half-ton trucks.
STREET CONSTRUCTION AND REBUILDING
Total Expenditures $264,773.68
Approximately 5.68 miles of street have been rebuilt during the year and one new street, Welgate Circle, has been constructed.
A schedule of streets rebuilt will be found in the report of the City Engineer.
On Hancock Street from School Street, the City Square, the Granite block paving and street railway tracks have been covered with Bituminous Concrete Paving which has made a decided im- provement to the main street in Quincy Center.

The west wing of the North High School was completed and accepted. School furniture and equipment was installed in ample time for the opening of school in September.

The Architects for the building were the Irving Cooper Corpora- tion of Boston and the Contractor the A. Piotti Company of Boston.
The building, I believe, is a credit to all who had a part in its inception and construction, and is a valuable addition to our school buildings.
The total cost of the building was about $335,000.00.
MUNICIPAL GARAGE
With the assistance of a P.W.A. grant, a Municipal Garage has been constructed on the City owned land on Sea Street at the site of the City Stables.
This Garage is fully equipped, has a steam heated sand bin for winter sanding and all improvements necessary for the proper housing and maintenance of City equipment.
The Architect for the Garage was Ernest J. Batty of Quincy, and the Contractor, William J. Sullivan of Roslindale.
The total cost of the Garage with equipment was $90,000.00
The Department is well pleased with this needed improvement and I feel sure it has added much to the efficiency of the Department.
QUINCY HOSPITAL ADMINISTRATION BUILDING
The construction of an Administration Building at the Quincy City Hospital has been one of the principal undertakings for the year. The Architects for this work were Paul and Carrol Coletti of Quincy and the Contractor, M. Slotnick of Boston.
This building is also being constructed through a P.W.A. grant and when completed will cost about $150,000.00 not including furni- ture and grading.
The building should be completed about May 1st, 1937.

The volume of rubbish and garbage collected by the Department increases yearly. Suitable dumps for rubbish are difficult to find and require much attention.
This year the Department has been filling the low area adjoining Pfaffman Oval with rubbish which we believe will provide additional land for parking purpose when the proposed Stadium is constructed.
The amount of garbage collected this year amounted to 14,120 cu. yds. The price for garbage has been advanced to 75c per cu. yd. 284 cisterns have been cleaned.
18 vaults have been cleaned.
One new truck of one-and-one-half-ton capacity has been pur- chased.'

In addition to its regular work, W.P.A. labor has been available for Gypsy Moth Control, Tree Trimming, and Tree Surgery Projects. Many wild cherry trees have been cut and undergrowth cleaned in infested areas.
The trees in Merrymount Park have been examined and all dis- eased and dangerous limbs have been removed. 53 trees have been cut down and all scars and cavities carefully cleaned, treated, and filled.
The painting and glazing of the greenhouse has been completed.
There have been 750 trees and shrubs planted throughout the City with W.P.A. labor.
300 shrubs were planted along the Southern Artery at Merry- mount Park.
75 shrubs and flowering trees were given to the City by Arnold Arboretum for Plant Propagation at the Nursery.
Tree Trimming required by the Quincy Electric Light and Power Co. has been done by City labor and the cost has been assumed by the Company.
62 ten-foot Norway Spruce trees were donated to the City by the Almquist Brothers.
There are over 15,000 potted plants in the City greenhouse and 10,000 Pansy plants for use in the spring for the various City flower beds.
Additional land should be reclaimed at the Nursery for growing all trees and shrubs for City use.

Sewer Construction
About 1.7 miles of common sewers were laid this year, somewhat less than the average year's work. Some of these sewers were built with W. P. A. labor and the balance by the regular men of the department. (See tabulation)
Considerable corrective work was done on P. W. A. Docket 2051, especially in the Adams Shore and Willows Sections. This was completed on November 1, 1936, approved by the Federal Govern- ment, and connection made with the South Metropolitan Sewer with the approval of the Metropolitan District Commission. House connections are gradually being made with this system.
In connection with the Quincy Adams Grade Crossing Elimina- tion, the sewer in Presidents Avenue from Water Street to Federal Avenue was abandoned and a new twelve-inch (12") pipe sewer laid in Federal Avenue from Water Street to Presidents Avenue. This work also involved changes in sewer connections and the reinforce- ments of the sewer line in Water Street under the track bed and bridge abutments.
Storm and Surface Water Drainage
This work was performed by this department in the same manner as sewer construction-some by W. P. A. labor and the balance by the regular men of the department. Outstanding in this work is the drainage in connection with the Grade Crossing Elimination at Quincy Adams, the walling of Furnace Brook west and east of Hancock Street still going on, and the walling of Town Brook from Liberty Street to Columbia Street.

Particular Sewers
During 1936 there were 189 house connections laid to the common sewers. The total length of these connections was 9,048.5 feet and

the cost $9,752.56, thus making the average length per connection 47.875 feet at an average cost of $1.077 per foot or an average of $51.60 per connection.

The Sewerage System now comprises about 153 miles of sewers and the department is still maintaining the old-hand method of cleaning and scraping the sewer lines. This is slow, laborious and in certain instances, unsatisfactory and expensive. It is strongly recommended that a machine be purchased for this work.
