I COMMON SERVICES
A. Vital Statistics. Again this year as for several years, we have a full score on this item.
B. Laboratory. A gain of approximately four points was made in this division, due to a greater number of specimens taken per tuberculosis death. This result was not attained on account of any great increase in the number of specimens, but by a marked de- crease in tuberculosis deaths. Additional points were obtained by increased specimens of milk showing a count of less than 50,000 taken from distributing plants.
II PREVENTABLE DISEASE ACTIVITIES
A. Acute Communicable Diseases. There was a small loss in this item due entirely to a smaller proportion of the reported Scarlet Fever cases being hospitalized and the one diphtheria case re- ported not being hospitalized.
B. Venereal Diseases. A slight increase was earned here, due to a very moderate increase of cases reported and to the proper dis- tribution of instructive pamphlets relative to the diseases.
C. Tuberculosis Control. Another small loss was scored in this item due to two causes. First, on account of a drop in the ratio of visits to clinics and physicians, to the number of patients registered and secondly for the drop in the number of new cases reported in ratio to deaths.
III ACTIVITIES FOR THE PROMOTION OF HYGIENE OF THE INDIVIDUAL
A. Maternity Hygiene. This item shows a small fractional in- crease due to a small increase in visits to and in behalf of post- partum cases.

B. (1) Infant Hygiene. This activity again secured a full score.
B. (2) Pre-school Hygiene. For this work a small gain is noted due to a gain of children from 1 to 5 years registered at conferences, private physicians and nursing service.
C. School Hygiene remains approximately unchanged.
IV SANITATION ACTIVITIES
A. General Sanitation shows an increase of four points, due to increased inspections and distribution of literature.
B. Food and Milk Control shows a gain of a little more than one point, credited because of the increased percentage of pasteurized milk distributed in Quincy.
Generally speaking, with the exception of the measles epidemic which started the latter part of 1935 and continued into the early part of 1936, Quincy has been fortunate in the small number of cases of reportable diseases. In December an outbreak of Scarlet Fever occurred in North Quincy which has the appearance of assum- ing minor epidemic proportions early in 1937. Only 23 cases of Scarlet Fever were hospitalized in 1936 which is by far the smallest in the record of the city. In planning for our budget requirements for the coming year it would be foolish to expect to be able to keep within the limit expended for Scarlet Fever this past year.
While the reporting of Venereal Diseases by physicians was very slightly improved there is still very much improvement hoped for. I strongly urge the cooperation of local doctors in making regular reports to the State of these cases.
This department has striven with all its power to maintain and improve the various clinics in operation, with the end in view of giving the maximum service with no competition to medical, dental and nursing professions.
To protect and safeguard the health of the people of Quincy, it is necessary that we have the cooperation of every person within its limits. A case of diphtheria is positively inexcusable. It has been shown, that through immunization this dread disease can be avoided. I strongly urge every parent to have their children im- munized, if possible by their physician. For those people who can- not afford this, we will run the usual clinics for that purpose in 1937. I sincerely trust that this coming year will be the banner one for results obtained in this work.
As a further step in health protection, a regulation banning raw milk, unless it is certified, was put into force on April 1st. This will further safeguard against milk-borne epidemics.

May I ask the cooperation of parents, in keeping children who are sick isolated until a physician has diagnosed the case. Early re- porting of cases and rigid adherence to quarantine regulations will keep contagious diseases down to a minimum.
Both the pre-school and school dental clinics operated by this department have functioned most efficiently. The pre-school clinic is open two mornings each week and its appointments are filled at least a week in advance. The hours of the school clinics were in- creased to 4 hours each and are held each school day. Each child in the first and second grade was given a dental examination and those needing the most urgent attention and considering as far as possible, the inability of the parent to take care of the expense, were selected for treatment. Sixteen children are treated each day and appointments are made well in advance. Missed appointments have been very few, considering the more than usual number of colds and minor diseases prevailing. The School Department has been very cooperative in helping us to maintain a constant schedule at the dental office in the Coddington School.
Dr. Rachel Hardwick, who has served for several years as Child Welfare Physician for this city resigned her position this fall, on account of pressure of her other work and duties. We were sorry to lose her services, but were very fortunate in obtaining Dr. Edmund B. FitzGerald, former Health Commissioner, to accept the position.
Statistician Alexander A. Robertson was offered a better position in a nearby city and he accepted it. Howard E. Porter, Agent of the department has assumed his duties together with his former work. To both Dr. Hardwick and Mr. Robertson, I wish every success.

RECOMMENDATIONS
1. To continue the diphtheria immunization program among pre- school children.
2. To continue the dental clinics along the same lines as oper- ated this year.
3. To make full-time, the position of food inspector, now a part- time position.
4. To emphasize again the importance of pre-natal care and instruction and to urge expectant mothers to avail themselves of the service offered by that clinic.
5. To most emphatically continue the study by the state of pollution of the tide waters of Quincy and to further in every way the abatement of this condition.
6. To further improve the drainage of many low spots in the city where stagnant water is almost constantly in evidence.
7. The consideration of compulsory inoculation of all dogs against rabies. With the passage of a bill by the State Legislature a little more than a year ago, regarding treatment of those persons bitten by a rabid or suspiciously rabid dog, the cost of an epidemic of this disease would be of considerable proportions. Many towns and cities are considering this procedure, both as an insurance against this possible expense and the protection of its people against one of the most horrible diseases known.
8. Finally and most emphatically I recommend tlie erection of an incinerator and the discontinuance of all dumps. We are re- ceiving constant complaints of smouldering dump fires and people living near them being subject to the smoke and odors coming from them. The skunks are increasing since the passage of the anti-steel-trap law, and they, together with rats find abundant food in these places. Some neighborhoods adjacent to these dumps are practically overrun with rats. On windy days papers and other debris blow for a considerable distance. From a standpoint of health, they certainly are no help and in appearance are abominable. With Federal Funds available I certainly feel that we would be very unwise not to take advantage of them and make this improve- ment.

Dear Doctor :--
Attached are the statistics and reports of the various activities of the Quincy Health Department for the year 1936.
My duties, as you know, are so varied that it is impossible to give you a comprehensive report that would begin to show the full scope of my work. However, in addition to routine duties pertain- ing to the office and supervision of the many details that are my duties, I have made all of the sanitary inspections; and, all of the many calls necessary in the Venereal Disease control work. In addition, upon Mr. Robertson's resignation as statistician, I have assumed his duties as well.
I wish to thank every member of the department for their splendid spirit of assistance and cooperation. The department as it is now constituted is positively maintained with as small a force as is possible; and, in cases of sickness, vacation, etc. their spirit of helping to share the work of the one absent has been splendid.
