A marriage may be solemnized in any place within this Commonwealth by a minister of the gospel, ordained according to the usage of his denom- ination, who resides in this Commonwealth and continues to perform the functions of his office ; by a rabbi of the Israelitish faith duly licensed to act by a congregation of said faith established in this Commonwealth who has filed with the clerk of the city or town where he resides a certificate of the establishment of the synagogue of which he is rabbi, the date of his appointment thereto and of the term of his engagement, under the same rules, restrictions, obligations and penalties as are imposed by law upon ministers of the gospel ; and among Friends or Quakers according to the usages of their societies ; but no person shall solemnize a marriage unless he is able to read and write the English language.
Every justice of the peace, minister, and clerk or keeper of the records of a meeting wherein marriages among Friends or Quakers are solemnized shall make and keep a record of each marriage solemnized before him, or in such meeting, .
