A marriage may be solemnized in any place within this commonwealth by a minister of the gospel, ordained according to the usage of his denomina- tion, who resides in this commonwealth and continues to perform the functions of his office ; by a rabbi of the Israelitish faith, duly licensed by a congre- gation of said faith established in this commonwealth, who has filed with the clerk or registrar of the city or town in which he resides a certificate of the establishment of the synagogue, the date of his appointment thereto and of the term of his engagement ; by a justice of the peace if he is also clerk or assistant clerk of a city or town, or a registrar or assistant registrar, in the city or town in which he holds such office, or if he is also clerk or assistant clerk of a court, in the city or town in which the court is authorized to be held, or if he has been designated as provided in the following section and has received a certificate of designation and has qualified thereunder, in the city or town in which he resides ; and it may be solemnized among Friends or Quakers according to the usage of their societies ; but no person shall solemnize a marriage in this commonwealth unless he is able to read and write the English language.
