The buildings are not in a good state of repair; and, were the general finances of the town in a condition to warrant the outlay, we should recommend the erection of a barn and out- houses the coming year, at a cost of about $1,500. As it is, we deem it the more prudent management to postpone such expen- ditures until the severe pressure of next year's taxation shall have passed.


In anticipation of legislative relief from the annoyance and expense of tramps, and of a probable reduction in the Warden's salary, we recommend an appropriation of three hundred dollars for the support of the poor for the ensuing year.

In complying with the request of several tax-payers interested in the matter, for the assessors to state in their report, as gathered from their records, the comparative amounts of tax paid by parties in the aggregate, residing upon either side of a line (said line corresponding with the classification of regis- tered voters as made by the Selectmen) running from "Stone's bridge," so called, near the residence of James Adams ; thence southerly of the premises of Ephraim Farewell ; thence south- erly of the farm owned by Wm. R. Dudley, formerly known as the " Smith place ; " thence northerly of Geo. A. Rice's farm, we find as follows : -

NOTE. - The beneficiaries were settled in joint session and ac- tion with the Trustees of the "Donation Fund," their object being the same, viz., the relief of needy inhabitants of Way- land who have not become chargeable to the town.

REPORT OF FIRE ENGINEERS.


Under provisions of law (Gen. Statutes, Chap. 24, Sect. 24) the undersigned were appointed in April last, and duly organ- ized as a Board of Fire Engineers for the current year ; and our doings are reported as follows : -


The engine-house, with the hook and ladder truck ordered by the town, were placed in our charge as soon as completed and purchased.


By vote of the town, passed November 6, 1878, the engineers were authorized to expend $2,000 in the purchase of a hose- carriage and hose. In fulfilment of that trust we have pur- chased the same, with other articles as enumerated below, at an entire expenditure of $1,696.63,1 leaving an unexpended bal- ance of $303.37.

The department has been called to actual service in the vil- lage of Cochituate on six different occasions since its organiza- tion, at three of which ample opportunity was afforded to test its efficiency. At each of these, it is confidently believed, a large amount of endangered property was saved by the skill and exertions of the department ; and in one case the spread of a serious conflagration prevented.


Twice the firemen have been called to service in other towns.


We respectfully recommend an appropriation of $500, to pay for services of firemen and the expenses of the department for the year ensuing.

LIBRARY COMMITTEE'S REPORT.


The event which has marked the year as an important one in the history of the Library, has been its removal to the new rooms in the building just completed. The humble apartments in which it had its home during the first 29 years of its exist- ence, and which served its purpose so well during the years of its infancy, have been vacated, and the ample, attractive, and commodious apartments in the new building are now occupied. We lay our tribute of reverence upon the grave of the OLD, loving it for its memories, and honoring it for its usefulness, while with fresh anticipations we turn to the NEW. From its beginning, this Library has had a quiet but healthy increase until it had outgrown its early environments, and imperatively demanded surroundings more appropriate to its expanding pro- portions and its beneficent uses. In its new home. with the busts of eminent men, representatives of Science, and History, and Morals ; and with the faces of those, who, years since, took so deep an interest in its early life, looking down serenely upon well-filled alcoves, interested patrons, and gratified and sur- prised visitors, our Library is now really an ornament as well as an indispensable blessing to the people of this town. The interest prevailing among the people, who, to so large an extent, avail themselves of its important and valuable advantages, is an indication at once gratifying to all lovers of books, and hopeful in regard to the intelligence and worth of the future citizens.
