WARRANT.


COMMONWEALTH OF MASSACHUSETTS


MIDDLESEX, SS.


To either of the Constables of the Town of Wayland in said County, Greeting :


In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of said Town qualified to vote in Town elections and in Town affairs to meet at the Town Hall on Monday, March 28, 1904, at 6 o'clock in the forenoon, there and then to act on the following articles, viz :


ARTICLE 1. To choose a Moderator.


ART. 2. To choose a Town Clerk, Treasurer, Collector of Taxes, Auditor, Highway Surveyor, three Selectmen, Treasurer of the Library Funds, Tree Warden, seven Constables, all for one

year, one Member of School Committee, one Sinking Fund Com- missioner, one Assessor, one Water Commissioner, one Overseer of the Poor, two Trustees of the Public Library, one Member of the Board of Health, all for three years. Also to answer the following question, " Shall licenses for the sale of intoxicating liquors be granted in the Town of Wayland for the year ensuing? "


All names of candidates for the offices aforesaid and the said question must appear upon the official ballot, and be voted for in accordance with chapter 11 of the Revised Laws of Massachusetts. For the purposes specified in this article the polls will be opened immediately after the election of a Moderator, and will remain open continuously till 1.30 P. M., when they may be closed.


ART. 3. To choose all other necessary Town Officers, Agents, and Committees, and hear reports of Town Officers, Trustees, Agents and Committees, and act thereon.


ART. 4. To grant and appropriate money for any and all neces- sary Town purposes and order the same to be assessed, to do or act.


ART. 5. To authorize the Selectmen to consult counsel on im- portant Town cases.


ART. 6. To see if the Town will accept the list of jurors as pre- pared by the Selectmen.


ART. 7. To appropriate the money received from the County Treasurer for dog licenses.


ART. 8. To see if the Town will authorize its Treasurer to bor- row money temporarily in anticipation of taxes for the municipal year ending February 28, 1905, and if so, how much?


ART. 9. To see if the Town will appropriate a sum of money to install a new furnace and heating system for the Town Hall, or do or act.


ART. 10. To see if the Town will appropriate two hundred dollars to complete the renovation of the Town Hall, or do or act.


ART. 11. To see if the Town will appropriate five hundred dollars to be expended on the highways north of Gleason Street, "so called," or do or act.

ART. 12. To see if the Town will accept in trust the sum of two hundred dollars from E. Willard Roby, the income of which is to be expended for the perpetual care of his half of the cemetery lot, known as the W. G. Roby lot, or do or act.


ART. 13. To see if the Town will instruct its Selectmen to cause a suitable drain to be placed in the highway opposite the estates of Henry Bemis and Edward Grover, or do or act.


ART. 14. To see if the Town will increase the salary of the Auditor from fifty dollars to one hundred dollars, or do or act.


ART. 15. To see if the Town will vote to pay the premium on the official bonds of its officers, or do or act.


ART. 16. To see if the Town will adopt Section 341 of Chapter 11 of the Revised Laws, relative to electing Road Commissioners, or do or act.


ART. 17. To see if the Town will appropriate annually the sum of two hundred and fifty dollars to support a free bed in the Wal- tham Hospital, or do or act.


ART. 18. To see if the Town will accept chapter 346, Acts of 1902, relative to electing a Moderator for the term of one year.


And you are required to serve this warrant by posting attested copies thereof at each of the Post Offices and Town House in said Town seven days at least before the appointed time for holding said meeting. Hereof fail not and make due return of this war- rant with your doings thereon to the Town Clerk, on or before Sat- urday, March 26, current.

Mr. Walter B. Henderson was appointed to fill the vacancy on the Board of Sinking Fund Commissioners caused by the resigna- tion of Mr. Henry D. Parmenter.

The electric lights have been extended from King Street to Fiske's Corner in Cochituate Village.


A loop of twenty lights has been extended in Wayland Centre.


According to the vote of the town we have purchased a bank of gravel of Mrs. Edgar B. Loker at the cost of $625. As no pro- vision was made for payment of the gravel the same was drawn from the incidental account, causing an overdraft in that account of $320.09.


The repairs on Main Street, Cochituate, were interrupted by the early severe cold weather; the contract was awarded to Mr. Andrew Allen of Wellesley, also a contract to concrete the side- walks. The work will be resumed as early as possible and will be completed on or before May first.


The renovating of Town Hall building is being done and will be completed as soon as weather permits.
