Section 1. There shall be a committee called the Finance Committee appointed by the Board of Selectmen as hereinafter pro- vided. Such committee shall consist of seven registered voters who shall serve without pay and none of whom during his service on such committee shall hold regular elective or appointive town office having to do with the expenditure of town money. Five members of such committee shall be appointed to serve for terms of three years. Two members of such committee shall be appointed to serve for terms of two years. No person appointed to a full two-year term shall upon the expiration of that term be eligible for appointment to succeed him- self in such two-year term.
Section 2. The Board of Selectmen, not later than December first in each year, shall appoint to serve for a term of three years one or two members of the Finance Committee as shall be necessary to fill out the vacancy or vacancies caused by expiration of three-year terms, and shall appoint to serve for a term of two years one member of the Finance Committee to fill the vacancy caused by the expiration of a two-year term Appointments to fill unexpired terms shall be made by the Board of Selectmen as vacancies occur.

Article 29. To see if the Town will vote to appoint a Special Com- mittee to make recommendations to the Town regarding revision of the Town By-Laws.

Voted: That the Town appoint a special committee of three, to consist of one Selectman and one member of the Planning Board, each to be designated by his respective Board, and the Town Counsel, and that the committee be directed to make recommendations to the Town at the next Annual Town Meeting regarding the revision of the Town By-Laws.
Article 30. To see if the Town will vote to transfer from available funds, the sum of $25,000.00, or any other amount, to meet any of the appropriations made in the foregoing articles.
Voted: That the sum of $15,000 be transferred from available funds to meet any of the appropriations under the foregoing articles.

Pursuant to the following warrant the inhabitants of the Town of Wayland met this day and after the Moderator declared a quorum present proceeded to transact the following business.
The Moderator thanked the group of students from the Wayland High School, who were serving as ushers for the Meeting; and
Introduced Mr. Lawrence R. Groves, Clerk of the Massachusetts House of Representatives, who was present on the stage to observe the meeting as a guest.
Article 1. To see if the Town will vote to raise and appropriate or transfer from available funds, a sum or sums of money for the opera- tion and expenses of any or all of the following:

(1) Fire Department,
(2) Police Department,
(3) School Department,
(4) Welfare Department,
(5) Town Counsel and Legal Claims,
(6) Insurance, and
(7) Highway Department - Snow Removal, or do or act.
Voted unanimously: That the Town appropriate and transfer from available funds the following sums of money for the operation of the following departments:
(1) Fire Department - $2,000
(2) Police Department - $1,000
(3) School Department - "Operation of School Plants - Miscel- laneous of Operation" - $3,500
(4) Town Counsel - $624
(5) Insurance - $1,412.90.
Article 2. To see if the Town will vote to raise and appropriate, or transfer from available funds, a sum of money for garbage collection, or do or act.
Voted unanimously: That the Town appropriate and transfer from available funds the sum of $1,066.68 for garbage collection.
Article 3. To see if the Town will vote to raise and appropriate, or transfer from available funds, a sum of money for the payment of interest on Town indebtedness due in 1953, or do or act.
Voted unanimously: That the Town appropriate and transfer from "Water Available Surplus" the sum of $176.67 for the payment of interest for Town indebtedness, due in 1953.
Article 4. To see if the Town will vote to raise and appropriate, or transfer from available funds, a sum of money for the completion of the construction of the Cochituate Fire Station and addition thereto, in- cluding landscaping and construction of drives and walks, or do or act.
Voted unanimously: That the Town appropriate and transfer from available funds the sum of $3,500 for the completion of the construction of the Cochituate Fire Station and addition thereto, including landscaping and construction of drives and walks.

To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing a school building on land of the Town east of Old Connecticut Path in the vicinity of Maiden Lane, and for originally equipping and furnishing the said building; determine whether the money shall be provided for by appropriation from available funds in the treasury, by taxation and/or by borrowing; or take any action in relation thereto.
Mr. Allan R. Finlay, Chairman of the School Building Committee, summarized the report of the Committee, which was placed on file with the Town Clerk.

Voted: That the sum of $603,000 be raised and appropriated for the purpose of constructing a school building on land of the Town east- erly of Old Connecticut Path in the vicinity of Maiden Lane, and origin- ally equipping and furnishing the said building, and that to meet said appropriation the sum of $3,000 be appropriated from available funds in the treasury, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $600,000 under the authority of Chapter 645 of the Acts of 1948 as amended by Chapter 528 of the Acts of 1950, Chapter 447 of the Acts of 1951, and Chapter 389 of the Acts of 1952, and to issue bonds or notes of the Town therefor payable in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note; that the committee origin- ally appointed in accordance with the vote under Article 19 of the Warrant for the Annual Town Meeting held in March 1947, be authorized and directed to construct, furnish and equip said school building and to enter the necessary contracts and agreements therefor.

the Finance Committee and one member of the Planning Board, each to be chosen by the respective boards, and six members-at-large chosen by the three so designated.
Article 7. To see if the Town will vote to accept a sum of money for the support of the Library, from the general agents for insurance for the Town, or do or act.
Voted unanimously : That the Town accept as a gift from John C. Paige & Co. for the Town the sum of $3,500 for the support of the Library for the year 1954.
Article 8. To see if the Town will vote to raise and appropriate, or transfer from available funds, a sum of money for the establishment and operation of a full-time Fire Department, or take any other action relative thereto.
Voted: That the Town appoint a special committee for the further study of the necessity of maintaining a full-time Fire Department, the committee to be composed of: one member of the Board of Engineers of the Fire Department, one Selectman, one member of the Finance Com- mittee, each to be chosen by the respective boards, and two members-at- large, to be chosen by the three so designated; and
Voted: That the Committee also make a study as to the advisability of having the "full-time" Fire Department on Civil Service.
Article 9. To see if the Town will vote to authorize the Selectmen to sell at public or private sale the old Cochituate Fire Station lot located on Harrison Street, after demolition of the building thereon has been completed, or do or act.
Voted unanimously: That the Town authorize the Selectmen to sell at public auction the old Cochituate Fire Station lot located on Harrison Street, after the completion of the demolition of the buildings located thereon.
Article 10. To see if the Town will vote to sell, or otherwise dis- pose of the land on Harrison Street, Cochituate, now occupied by the old Town Fire Station, to the Cochituate Methodist Church, or do or act.
Voted: That this article be passed over.

Article 11. To see if the Town will vote to authorize the purchase by the Town of either, or both, of the following parcels of land:
(1) Land now or formerly of George R. Laurence, located on Cedar Crest Road and Indian Road described as Lots 873-876 Woodland Park; and
(2) Land now or formerly of Madeline C. Owens located on Haw- thorne Road described as Part Lot 90, Castle Gate North;
and to raise and appropriate, or transfer from available funds, a sum of money for the purpose.
Voted unanimously: That there be appropriated and transferred from available funds the sum of $1,500 for the purchase of the following parcels of land for municipal purposes, and that the Selectmen, with the approval of the Town Counsel, be authorized to accept deeds in connec- tion with the transfer thereof :
(1) Land now or formerly of George R. Laurence, located on Cedar Crest Road and Indian Road described as Lots 873-876 Woodland Park; $1,000; and
(2) Land now or formerly of Madeline C. Owens located on Haw- thorne Road described as Part Lot 90, Castle Gate North - $500.
Article 12. To see if the Town will vote to determine, under the provisions of General Laws (Ter. Ed.) Chapter 152, Section 69 as amended, and Acts of 1936, Chapter 403, that the terms "laborers," "workmen," and "mechanics," as used in General Laws (Ter. Ed.) Chap- ter 152, Sections 68 to 75, inclusive, shall include all employees of the Town, regardless of the nature of their duties, except members of the fire and police forces.
Voted unanimously: That the Town, under the provisions of General Laws (Ter. Ed.) Chapter 152, Section 69 as amended, and Acts of 1936, Chapter 403, determine that the terms "laborers," "workmen" and "mechanics," as used in General Laws (Ter. Ed.) Chapter 152, Sec- tion 68 to 75, inclusive, shall include all employees of the Town, regardless of the nature of their duties, except members of the fire and police forces.
Article 13. To see if the Town will vote to amend the existing Zoning By-Laws, Section IX, paragraphs (e), (f) and (g) in any, or all of the following ways:

(1) In every instance where the wording "Residence Zone 15,000 sq. ft. 100 ft. Front" or the like appears, the number "15,000" shall be amended to read "20,000"; and in every instance where the wording "fifteen thousand square feet" appears it shall be amended to read "twenty thousand square feet."
(2) In every instance where the wording "Residence Zone 22,500 sq. ft. 125 ft. Front" or the like appears, the number "22,500" shall be amended to read "30,000"; and in every instance where the wording "twenty-two thousand and five hundred square feet" appears it shall be amended to read "thirty thou- sand square feet."
(3) In every instance where the wording "Residence Zone 30,000 sq. ft. 150 ft. Front" or the like appears, the number "30,000" shall be amended to read "40,000"; and in every instance where the wording "thirty thousand square feet" appears it shall be amended to read "forty thousand square feet";
or to amend said By-Laws by increasing the area required under Section IX (e), (f) and (g) otherwise, or to take any other action relative thereto.
Mr. Frederick G. Perry, Jr., Chairman, read the Report of the Plan- ning Board, a copy of which had been sent to each registered voter prior to the meeting, and a copy of which was placed on file with the Town Clerk. This report pertained to the subject matter of Articles 13-16, in- clusive, of the Warrant for this meeting.
Voted: That the Town amend the existing zoning by-laws, Section IX, paragraphs (e), (f) and (g) as follows:
(1) In every instance where the wording "Residence Zone 15,000 sq. ft. 100 ft. Front" or the like appears, the number "15,000" shall be amended to read "20,000"; and in every instance where the wording "fifteen thousand square feet" appears it shall be amended to read "twenty thousand square feet."
(2) In every instance where the wording "Residence Zone 22,500 sq. ft. 125 ft. Front" or the like appears, the number "22,500" shall be amended to read "30,000"; and in every instance where the wording "twenty-two thousand and five hundred square feet" appears it shall be amended to read "thirty thousand square feet."
(3) In every instance where the wording "Residence Zone 30,000 sq. ft. 150 ft. Front" or the like appears, the number "30,000" shall be amended to read "40,000"; and in every instance where

the wording "thirty thousand square feet" appears it shall be amended to read "forty thousand square feet."
(4) By adding at the end of paragraph (e) the following:
If a lot of land conformed or was considered to conform to the requirements of the Zoning By-Law before the adoption of an amendment or amendments to said Zoning By-Law changing the area or frontage requirements enacted under the warrant for the Special Town Meeting called for November 30, 1953, but did not conform to the requirements as amended, and if such lot meets either of the following two conditions:
(1) It is shown on a plan, or described in a deed, recorded at the Registry of Deeds on or before October 9, 1953; or
(2) It is shown on a plan of a subdivision which was sub- mitted to the Planning Board for approval on or before November 2, 1953, and which was approved by the Planning Board and recorded in the Registry of Deeds not later than twenty days after November 30, 1953;
then such lot shall be considered to meet the area and frontage requirements as amended; but no division of such parcel or lot shall be made which will increase the extent of non-con- formity between the lot and the amended requirements of the Zoning By-Laws.

(1) By changing the word "three" to "four" so that said Section IX (e) shall begin: "For the purposes of this subparagraph (e) and for the purposes of subparagraph (f) of this Section IX, the single residence district shown on the map referred to in Section III hereof is hereby divided into four types of zones

(2) By adding to the designated types of zones a new type: "4 Residence Zone 60,000 sq. ft. 210 ft. Front."
(3) By inserting a new sentence before the final sentence reading: "Any building lot laid out in a zone designated 'Residence Zone 60,000 sq. ft. 210 ft. Front' shall contain a minimum of sixty thousand square feet, and shall have a frontage of not less than two hundred and ten feet on a street line."
Voted: That the Town amend the existing zoning by-laws by creat- ing a new type of single residence district by amending Subparagraph IX (e) as follows:
