SCHOOL COMMITTEE OF THE TOWN OF SOMERVILLE,
FOR THE SCHOOL-YEAR 1861-2.
Another school-year having closed, the School Committee, in accordance with custom and the requirements of law, have prepared an Annual Report embracing particulars of the condition and progress of the Public Schools, and of outward school accommodations, more especially as these particulars have been affected by their official relations dur- ing the year; - all of which they hereby submit to the con- sideration of their fellow-Townsmen.
The following Tabular Statement gives the several grades of the schools, and the number of schools belonging to each grade ;- also the whole number of pupils that have belong- ed to each grade, and the average attendance in the same during the Winter Term or the six months ending with February.

We thus have a total of 24 schools; of 1707 different pupils in one term ; and of 1349 as the average attendance during the same. During the Summer Term, the total number of different pupils was 1669, and the average attend- ance 1299.
The number of persons in the Town on the first of May last, between the ages of 5 and 15 years, is given by the Assessors as 1565. This number should be compared with the number of pupils during the Summer Term on account of the greater nearness of dates. There have been 76 pupils over 15 years of age, and 24 pupils under 5 years, the first of May, making a total of 100 to be deducted from 1669, -- leaving 1569 as the number between the ages of 5 and 15 in the Summer Term. This number compared with the 1565 given by the Assessors, shows a difference of but 4, and this difference in favor of school attendance ! Of course, the two numbers here compared cannot be regarded as mathe- matically exact, but they are precise enough to show that the number of children in the Town, of suitable age for at- tending the schools, who, for any cause, are denied this pre- cious opportunity, must be very small.
Recurring to the Winter Term, it will be seen, that while the whole number of pupils is 1707, the average attendance is but 1349-a difference of 35S. This is the greatest fall- ing off known during the official service of any member of the present Committee-a circumstance which is anything but gratifying, especially in view of the fact that the winter has been tolerably mild, and the travelling unusually good. But along with the causes which reduce the average attend- ance of pupils, sickness has operated to an extent very far beyond what has been usual. In nearly every district, teachers have deplored the great prevalence of disease, and particularly in the alarming forms of Scarlet and Lung Fever. Not only have the children suffering from these complaints been kept from school, but the fear of infectious results has justified teachers in refusing to receive even

healthy children from families where the disease prevailed, and has induced parents to keep their children away from the possibility of the danger. Teachers who have served the longest in our schools, aver that at no former period have the ranks of their pupils been so seriously thinned by disease, and the fear of disease. Single families could be named, in which five children have been kept from school the whole winter !
Happily, this disturbing cause has led to but few fatal re- sults, while its operation must prove transient. Already, the absentees are returning to their so long vacant seats. There is reason to trust, that on the opening of the Summer Term, the average attendance will go up to its former mark.
Of the condition of the schools in general, the Committee can speak, with great confidence, in terms of commendation. The occasional defects are not passed by unnoticed; but these are so few, and the excellences are so many and so palpable, that the Committee would do the teachers injustice, did they not, in this public way, acknowledge their very general fidelity and efficiency. No instance has come under the notice of the Committee, wherein a former condition of excellence has been lost or impaired ; while in several par- ticulars, occasions of censure have been removed. Where there are 31 teachers in actual service, it is impossible that all shall be equally well qualified for their work ; impossible but that there shall be among them diversities of gifts, and different degrees of success ; impossible but that there shall be occasions, and just occasions, of complaint from pupils, parents and committees ; impossible, let it be added, but that in some cases, the injured party shall be the teach- er, rather than the teacher's accuser.
The Committee record with unaffected sorrow, the inroad of death among the company of teachers. In the decease of Miss Josephine D. Smith, of the Forster Grammar School, the Town has lost one of its most accomplished, conscien- tiqus, and pains-taking instructors-one whose educational

qualifications were of a high order, and whose enthusiasm in her calling, and high moral influence had repeatedly attract- ed the notice and won the approbation of the Committee and of parents. Now that she has gone to her eternal home, may her bright example of patience, fidelity and zeal remain to incite to deeds of excellence, those who shall succeed her in the sphere of duty upon the earth.
The Committee see no occasion for any elaborate state- ments respecting the condition of the schools; yet there are a few particulars pertaining to the sevaral grades, to which they will devote a brief word. And first of
THE PRIMARY SCHOOLS.
Twelve schools of the Primary grade, with a general at- tendance of about 700 pupils,-pupils who are receiving their first and most lasting impressions in that course of public training which is to fit them for useful manhood or womanhood .- present a spectacle upon which no person, appreciating the vast responsibilities involved, can look without emotion. Experience will soon assure any com- mittee that whatever claims schools of a higher grade may have upon those entrusted with their care, the claims of the Primary schools are first in importance. To meet these claims, the first requisite is the employment of competent teachers ; and a competent Primary school teacher is one who, in addition to intellectual and scholarly qualifications, has patience, gentleness, and kindliness of disposition, and at the same time, an energy and authoritative manner which compel the respect, as well as love, of the pupils. The Committee feel assured that the teachers in the Primary schools, as a body, are happily endowed with these qualities. In most of these schools the order-which more than any- thing else indicates the general character-is excellent. Not that there is an unbroken stillness, or a mechanical rigidity of position and movement ; for such results, even if possible, are not desirable ; but a reasonable amount of quiet, and a freedom of posture and action which give to the school a
