I am again stressing the urgent need of the department being equipped with two way radio: while Somerville was one of the pioneers in radio controlled Police cars, we are now but one of the few remaining departments in the State still using the one way system, which leaves us much behind the times and greatly handicaps the Department in our efforts to properly serve our commmunity.
IN CONCLUSION
I wish to thank the Honorable Mayor and Board of Alder- men for their expression of confidence in retaining me in office by reappointing me for the duration, after my having reached the retirement age last August, and I wish to assure them that I shall continue to serve our citizens to the very best of my ability, as I have done in the past.
I also wish to thank the various heads of our City Depart- ments for their co-operation and assistance rendered my De- partment throughout the year.
I also wish to thank the Superior Officers and Patrolmen of the Department for their loyalty to me in our efforts to serve our community.

Gentlemen :
The Board of Election Commissioners respectively submits the following report for the year 1942.
REGISTRATION
Before the State Primary in September, registration was held in the office at City Hall, beginning May 18 and contin- uing until August 25, from 8:30 A. M. to 4:30 P. M. - except . Saturdays, when the hours were from 8:30 A. M. to 12 Noon. And on Wednesday, August 26, from 8:30 A. M. to 10:00 P. M. There were also evening sessions at City Hall, from 7:30 P. M. to 9:30 P. M. on August 10, August 11, August 24, August 25.
Outside sessions were as follows :

Seven hundred and seven (707) names were added to the voting list and one hundred and ninety-six names were restored to the list, by vote of the Board, after failing to be listed in the original listing.

Two thousand 'and eighty-six (2,086) persons were reg- istered during this period and fourteen (14) names were re- stored to the list after having satisfied the Board of their qualifications to be listed in Somerville and to vote therein.
NOMINATION PAPERS-INITIATIVE-REFERENDUM PETITIONS
The Board of Election Commissioners received one hundred fifty-five (155) democratic nomination papers on which three thousand, eight hundred and thirty-six (3,836) names were certified, eighty-six (86) republican papers on which two thou- sand six hundred and five (2,605) names were certified and seven (7) independent papers on which two hundred and four (204) names were certified.

They also received three hundred and six (306) papers on which six thousand six hundred and twenty-six (6,626) names were certified. These papers were Referendum papers, Initia- tive Petitions papers and papers of Public Policy.
This made a total of five hundred and fifty-four (554) papers on which thirteen thousand, two hundred and seventy-one (13,271) names were certified.
JURORS
In accordance with Chapter 234 of the General Laws, as amended by Chapter 211 of the Acts of 1924, the Election Com- missioners prepared a list of the inhabitants of Somerville,. liable to serve as jurors.
The Board has established a system, whereby, each person .. provisionally selected for jury service, fills out a questionnaire and appears before a member of the Board at the office and makes oath to the statements contained therein. This gives. the Board an opportunity to meet each individual and note, if any, his physical defects or disability to render the county the service that would be required of him as a juror. These personal examinations also, enable the Board to know the educational qualifications of each prospective juror.
The jury list prepared by the Board for the year 1942, con- tains the names of eleven hundred and thirty-seven (1,137) voters.
RECOUNTS
A Recount was held on September 22, 1942 of ballots cast in the Republican primary, held September 15, for Senator in the 2nd Middlesex Senatorial District. This recount was held in the Aldermanic Chamber at City Hall.
A Recount was held November 10, 1942 of ballots cast in the State Election, held November 3, 1942 for Representatives to General Court in the 24th Middlesex District. This recount was held in the Aldermanic Chamber at City Hall.
The expenses for the Election Department for the year end- ing December 31, 1942 were as follows:
