This year we have again included in our budget a recom- mendation for funds to micro-film the Somerville Journal and the Somerville Journal Press. As stated in our last year's re- port, we cannot over-emphasize the necessity of this project as we have the only complete files in existence of these two important local papers.
In last year's Annual Report we recorded the death on January 3, 1958 of our fellow Trustee, John J. Griffin. Mr. Griffin, a member of the Board of Trustees since 1933 was

one of the most active and helpful Trustees with whom it has been our pleasure to serve. During all these years he always applied the highest ethical standards in all his affairs and served our community in manifold activities of incalculable value.
Three members of the Board of Trustees were recipients of honor during 1958. Dr. George K. Coyne was elected As- sistant Superintendent of the Somerville Schools; Rev. Dr. Guy H. Wayne appointed Superintendent of the Boston area of the Methodist Church; and your Librarian elected President of the Central Cooperative Bank.
Mr. Arthur G. Helmund and Mr. William H. McKenna were reappointed as members of the Board of Trustees for another three year term and Mrs. Mary J. Noone was appointed for a three year term replacing Dr. Charles E. Rosenthall, whose term had expired.
To our staff we are forever grateful for their loyalty and the conscientious performance of all their duties. Often working under extremely trying circumstances because of the excessive demands for their assistance they are a credit to the Somerville Public Library system through their patience and helpfulness to our patrons.
As always, I am indebted to the Board of Trustees for their advice and counsel, and particularly for their interest in all our library affairs as evidenced by the almost 100% attendance at all Trustee meetings.
As mentioned before we were fortunate in having fewer resignations this year.

VETERANS' SERVICES
REPORT OF THE VETERANS' SERVICES DEPARTMENT
March 19, 1959
To the Honorable, the Mayor and the Board of Aldermen of the City of Somerville
Gentlemen:
Submitted herewith is the Annual Report for 1958 of the Veterans' Services Department. Effective March 1, 1958, a cost of living increase of 8.6 per cent on all budgets was granted by the State and consequently the expenditures of this department increased considerably. The cost of medical bene- fits under the program continues higher than in past years in view of the current rates for the services. The daily rates at hospitals and nursing homes are set by the State and we have to accept the rates.
We referred a number of cases to the Veterans' Adminis- tration and to the Division of Employment Security as well as to the Social Security Administration to apply for benefits available for them at those agencies, thus reducing our ex- penditures proportionately.
The records indicate we operated during the year in an efficient manner and in accordance with the policy.

REPORT OF THE SOMERVILLE CONTRIBUTORY RETIREMENT SYSTEM
The Somerville Contributory Retirement System under the provisions of Chapter 32 of the General Laws, became operative in the City of Somerville on July 1, 1946. Employees entering or re-entering the service of the city after that date are subject to the provisions of Chapter 32. Employee's contributions under this law are at the rate of 5%.
The Somerville Contributory Retirement System was pre- viously governed by Chapter 184 of the Acts of 1930, as amended by Chapter 222 of the Acts of 1933. Members of this system contributes 4% of their salaries.

Also Wednesday, August 6. and Thursday, August 7, from 7 P.M. to 9 P.M. and on Friday, August 8, from 8:30 A.M. to 10:00 P.M.

NOMINATION PAPERS
The Board of Election Commissioners received three hun- dred and thirty-two (332) Democratic Papers, on which eight thousand, seven hundred and seventy-seven (8,777) names were certified and sixty-seven Republican Papers, on which two thousand, four hundred and twenty-four (2,424) names were certified. One Initiative Petition and two Referendum Petitions were received this year.
JURORS
In accordance with Chapter 234 of the General Laws, as amended by Chapter 211 of the Acts of 1924, the Election Commissioners prepared a list of the inhabitants of Somerville, liable to serve as jurors.
The Board has established a system, whereby each person, provisionally selected for jury service, fills out a questionnaire, and appears before the Board at the office and makes oath to the statements contained therein. This gives the Board an op- portunity to meet each individual and note, if any, his physical defects or disability to render the county the service that would be required from him as a juror. These personal examinations, also, enable the Board to know the educational qualifications of each prospective juror.
The Jury List for the year 1958, prepared by the Board, contains the names of Nine Hundred and Seventy-One (971) prospective jurors.
