Auditors' Report


We, the undersigned, duly elected Auditors of the Town of Attleborough, respectfully report that we have examined the books and reports of the Water Com- missioners, Water Registrar, Commissioners of the Sinking Funds, Tax Collectors, School Committee, Town Treasurer, Overseers of the Poor, Trustees of the Public Library, Park Commissioners and Selectmen, and have found them correct.


Their books and reports agree with the books of the Town Treasurer.


The Town Treasurer's books and report agree with the Selectmen's orders and also with the amounts of funds received from the Collectors of Taxes, Water Registrar, and from other sundry sources.


We are pleased to report that we find a marked im- provement in the books and reports of the several de- partments, and we believe that in one or two instances there is room for further improvement. We would sug- gest to those having charge of the books and reports of the different departments, that they hand in their re- ports for audit as soon after the close of the year as pos- sible, and in this way, assist the auditors in making as early a report as possible.


We would further suggest that each appropriation made by the Town stand on its own merit, that no bills not strictly belonging to such appropriation be charged to it.


As in the payment of nearly all bills the Town Treas- urer must depend on the approval of such bills by the Selectmen, we would recommend that the Selectmen approve no bills that do not strictly belong to the appro- priation to which they should be charged.

To either of the Constables of Attleborough, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Attleborough to meet in Armory Hall, in said Attleborough, on Monday, March 4th, 1907, at 6 o'clock in the forenoon, then and there to act upon the following articles, to wit :


Article I. To choose a Moderator to preside at said meeting.


Art. 2. To consider and act upon the reports of the Selectmen, Treasurer and other Town officers.


Art. 3. To choose by ballot a Town Clerk, three Selectmen, a Town Treasurer, three Assessors of Taxes, one Overseer of the Poor for three years, one Tax Col- lector, one Commissioner of the Sinking Fund for three years, one Park Commissioner for three years, one Chief Engineer of the Fire Department, two Assistant Engin-

eers of the Fire Department, one Water Commissioner for three years, one member of the Board of Health for three years, three members of the School Committee for three years, three Auditors, three Trustees of the Public Library for three years, one Trustee of the Public Library for one year, one Tree Warden, and nine Con- stables.


Art. 4. To choose all other necessary Town officers.


Art. 5. To vote "yes" or "no" upon the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town for the ensuing year?"


Art. 6. To see if the Town will accept the Jury List as prepared by the Selectmen.


Art. 7. To see what disposition the Town will make of the Dog Fund.


Art. 8. To choose any Committee, to hear the report of any Committee, and to act thereon.


Art. 9 To see if the Town will authorize the Treas- urer to make temporary loans in anticipation of receipts from taxes, for the year 1907, to be expressly made pay- able therefrom.


Art. 10. To determine the compensation of Town officers, and laborers on the highway, and clerical assist- ance to Town officers.


Art. II. To see what appropriation the Town will make for the support of paupers.


Art. 12. To see if the Town will vote to authorize the Overseers of the Poor to contract with physicians to attend the poor the ensuing year.

Art. 13. To see what sum the Town will appropriate to repair the Town buildings at the Town Farm.


Art. 14. To see what sum the Town will appropriate to pay Military Aid.


Art. 15. To see what sum the Town will appropriate for the relief of indigent soldiers and sailors and their families, and to act anything thereon.


Art. 16. To see what appropriation the Town will make to be expended by Wm. A. Streeter Post, G. A. R., in the work of decorating the graves of soldiers and sailors of the Republic.


Art. 17. To see what action the Town will take towards providing suitable quarters for Wm. A. Streeter Post, G. A. R., and what appropriation they will make for the same agreeable to a petition.


Art. 18. To see what appropriation the Town will make for highways and bridges.


Art. 19. To see what appropriation the Town will make for watering the public streets.


Art. 20. To see what sum the Town will appropriate for current and incidental expenses for the ensuing year.


Art. 21. To see what appropriation the Town will make for lighting the public streets, or do anything in relation thereto.


Art. 22. To determine when taxes become due and payable, and what rate of interest the Town will charge on taxes remaining unpaid when due.

Art. 23. To see if the Town will authorize the Col- lector of Taxes to use all means of collecting taxes which a town treasurer may use when appointed col- lector.


Art. 24. To determine the number of patrolmen the Town will employ the ensuing year, and make an appro- priation in addition to the court fines for the use of the Police Department as recommended by the Selectmen.


Art. 25. To see if the Town will vote to appropriate the sum of $250.00 to be used by the Selectmen for the purpose of suppressing the illegal sale of intoxicating liquors in this Town for the ensuing year.


Art. 26. To see what appropriation the Town will make for the current and incidental expenses of the Fire Department for the ensuing year.


Art. 27. To determine the compensation of the officers and members of the Fire Department.


Art. 28. To see if the Town will vote to establish any additional fire alarm boxes, to extend the fire alarm system and make an appropriation therefor.


Art. 29. To see if the Town will vote to purchase five hundred feet of hose and make an appropriation therefor.


Art. 30. To see if the Town will vote to purchase one deluge set as recommended by the Engineers, and make an appropriation therefor.


Art. 31. To see if the Town will vote to build a small house for Hose Company No. 7 at Briggs Corner, as recommended by the Board of Engineers, and make an appropriation therefor.

Art. 32. To see if the Town will vote to establish a fire alarm box at the corner of Pleasant and Park streets and make an appropriation therefor.


Art. 33. To see if the Town will vote to establish a fire alarm box on South Main street, in Hebronville, and make an appropriation therefor.


Art. 34. To see if the Town will vote to offer a reward for the arrest and conviction of any person or persons setting wood fires, intentionally or carelessly, and make an appropriation therefor.


Art. 35. To see what appropriation the Town will make for the support of the Public Library.


Art. 36. To see what appropriation the Town will make for the improvement and construction of side- walks.


Art. 37. To see what amount the Town will appro- priate for the improvement of sidewalks under the Betterment Act.


Art. 38. To see what appropriation the Town will make for the School Department, educational, inci- dental and repairs, text books and supplies, transporta- tion of scholars, needy children and evening schools.


Art. 39. To see if the Town will take any action in regard to paying the transportation of pupils to the High School, or make any appropriation therefor.


Art. 40. To see if the Town will authorize the School Committee to purchase a lot for a new High School building, to obtain plans and specifications for the same, and make an appropriation therefor.

Art. 41. To see if the Town will vote to place one arc light at the corner of South Main and East streets, and make an appropriation therefor.


Art. 42. To see if the Town will vote to install elec- tric lights on Emory street, from Pleasant to Forest streets, and make an appropriation therefor.


Art. 43. To see if the Town will vote to place four incandescent lights on South Main street, one on Knight avenue, two on Hebron avenue in Hebronville, and make an appropriation therefor.


Art. 44. To see if the Town will vote to establish four arc lights on Thacher street, agreeable to a peti- tion, and make an appropriation therefor.


Art. 45. To see if the Town will vote to appropriate the sum of $300.00 for the purpose of cleaning out the Ten Mile River or do anything in relation thereto.


Art. 46. To see if the Town will vote to cover the Thacher. Brook drain from Park street to Dunham street, and make an appropriation therefor, or do any- thing in relation thereto, agreeable to a petition.


Art. 47. To see if the Town will vote to extend Thacher Brook drain from its present terminus, near Forest street, in a northerly direction, and make an appropriation therefor.


Art. 48. To see what appropriation the Town will make for constructing new concrete walks.


Art. 49. To see what sum the Town will appropriate, together with the revenue of the Water Department for the current year, for the maintenance of the Water

Department and for the annual contribution to the Sinking Fund, as recommended by the Water Com- missioners.


Art. 50. To see what pipe the Town will authorize the Water Commissioners to lay during the ensuing year and under what terms and conditions.


Art. 51. To see if the Town will vote to erect a band stand and fiag staff at Capron Park, and make an appro- priation therefor, agreeable to a petition.


Art. 52. To see if the Town will vote to make an appropriation for the purpose of repairing the street and sidewalk on Lord street, agreeable to a petition.


Art. 53. To see if the Town will vote to direct the Selectmen to prepare a division of the Town whereby a new voting precinct may be created at St. Jean Baptiste Plat, or in its immediate vicinity, or take any action thereon, agreeable to a petition.


Art. 54. To see if the Town will accept and allow the layout of County street, from Thacher to Tiffany street, as a Town way, as made by the Selectmen, agree- able to a petition, and make an appropriation therefor.


Art. 55. To see if the Town will accept and allow the layout of Emory street. from Forest to Park streets, as a Town way, as made by the Selectmen, agreeable to a petition, and make an appropriation therefor.


Art. 56. To see if the Town will accept and allow the layout of Gardiner street as a Town way, beginning at Pine street and extending to Park avenue, as made by the Selectmen, agreeable to a petition, and make an appropriation therefor.

Art. 57. To see if the Town will accept and allow the layout of Capron street, from South Main to Union street, as a Town way, as made by the Selectmen, agreeable to a petition, and make an appropriation there- for.


Art. 58. To see if the Town will accept and allow the layout of an extension of Capron street, from Union to Pine street, as a Town way, as prepared by the Select- men, and make an appropriation therefor, agreeable to a petition.


Art. 59. To see if the Town will accept and allow the layout of Hope street, between Holden and Oak streets, as a Town way, as made by the Selectmen, and make an appropriation therefor, agreeable to a petition.


Art. 60. To see if the Town will vote to accept and allow the layout of Hope street, between Holden street and Starkey avenue, as a Townway, as made by the Selectmen, and make an appropriation therefor, agree- able to a petition.


Art. 61. To see if the Town will vote to accept and allow the layout of Hebron avenue, from South Main street to Seekonk line, as a Town way, as made by the Selectmen, and make an appropriation therefor, agree- able to a petition.


Art. 62. To see if the Town will vote to accept and allow the layout of Bourne avenue, from South Main street to the Seekonk line, as a Town way, as made by the Selectmen, and make an appropriation therefor, agreeable to a petition. .

Art. 65. To see if the Town. will vote to accept and allow the layout of Locust street, at a point near the residence of Henry Lord, as a Town way, as made by the Selectmen, and make an appropriation therefor, agreeable to a petition.


Art. 66. To see if the Town will vote to appropriate the sum of $1,000.00 for the improvement of George street, agreeable to a petition.


Art. 67. To see if the Town will vote to appropriate the sum of $500.00 for the improvement of Lindsey street, agreeable to a petition.


Art. 68. To see if the Town will vote to place one or more electric lights near the east side of the Holden street bridge, and make an appropriation therefor, agree- able to a petition.


Art. 69. To see if the Town will vote to place two electric lights on West street, one near the residence of W. B. Davidson and one at the Pumping Station, and make an appropriation therefor, agreeable to a petition.


Art. 70. To see if the Town will vote to place an arc light on South Main street, near Thurber avenue, and make an appropriation therefor, agreeable to a peti- tion.

Art. 71. To see if the Town will vote to make an appropriation for the purchase of six scaling ladders, life belts and other equipments belonging to this ser- vice, for use of the Fire Department.


Art. 72. To see if the Town will vote to expend the sum of $300.00 for ten band concerts during the summer of 1907, to be given on Friday evenings on the Common.


Art. 73. To see if the Town will vote to make an appropriation for the improvement of Carpenter street, agreeable to a petition.


Art. 74. To see if the Town will vote to permanently improve Park street between the Bronson block and the stone arches on said street, and make an appropria- tion therefor, or do or act anything in relation thereto.


Art. 75. To see if the Town will vote to discontinue any portion of the southerly side of Park street from the railroad to Union street.


The polls will be open at 6 o'clock in the forenoon and may be closed at 4 o'clock in the afternoon, and you are hereby directed to serve this warrant by posting attested copies in at least ten public places in said Town, at least seven days before the time of said meeting. Hereof fail not, and make due return of this. Warrant with your doings theron, to the Town Clerk, at or before the time of said meeting.
