frequent intervals so as to register the drop in pressure with increasing draft.


The results of these several observations are graphic- ally shown in diagram No. 2, which indicates the drop in pressure due to the lowering of the surface of the water in the standpipe, the amount of water discharged per minute at different intervals by the hose streams and the pressure as observed at the two hydrants on Park street, which have been taken as typical. On this diagram also, in heavy line, there has been reproduced. from diagram No. I the theoretical calculated drop in pressure. It is interesting to note how closely this follows the actual results of the pressure gaugings at the hydrant.


Coincisely stated, it has been demonstrated that with eight (8) streams throwing two thousand (2,000) gallons of water per minute a pressure of eighty-nine (89) pounds was maintained, that with fourteen (14) streams throwing thirty-four hundred and fifty (3,450) gallons per minute a pressure of seventy-nine (79) pounds was maintained and that with sixteen (16) streams throwing thirty-seven hundred (3,700) gallons per minute in addı- tion to the normal consumption of the Town a pressure of seventy-five (75) pounds was held at the hydrant.


It is believed that this demonstration has proved Attle- borough to be in possession of as nearly an ideal system of fire protection as it is possible, within economical limits, to obtain.

The Commissioners would suggest that a committee of business men be appointed by the citizens, to work in conjunction with them, to wait on the Insurance Un- derwriters to try to reduce the insurance rates, as it is made particularly plain to them that their risk in Attle- borough at the present time is 50 per cent. less than be- fore the improvements in our system were completed.

When the fire occurred at W. H. Wilmarth Co. fac- tory, we believe under former conditions it would have been a total loss, as it would have been impossible to give adequate supply of water, while now the excellent water pressure, together with the efficiency of the Fire Department, saved a part of the building, enough so that the firms were able to continue business in a very short time. This fact alone is one of the most pleasing results that can be obtained from the improvements 01 the water supply.

REPORT OF THE SUPERINTENDENT


To the Honorable Board of Water Commissioners :


Gentlemen-I submit the following report of the con- dition and operation of the Water Department for the year ending December 31, 1906.


Extension of Mains.


During the year there has been 1.9 miles of pipe ex tended. This is small compared with former years, although it has been mostly on the outer limits of the Town, so that now we have nearly covered every see tion. The longest extension was on North avenue, a distance of 2,640 feet, the pipe now reaching within 1,000 feet of the North Attleborough line, furnishing all the houses except one.


Other important extensions are Wall street, 768 feet of 12-inch. from County to South Main street ; also from Peck street to Pleasant street through Pleasant Place, 559 feet of eight-inch pipe. This helps to perfect the gridiron system connecting the west and east side. thus giving better fire protection, as it furnishes two extra mains in the fire zone.


The work of relaying pipe, made necessary by the elimination of grade crossings, increasing the size of pipe on Park. South Main. Pleasant and Forest streets, has greatly increased the capacity of supply.


The following is a list of pipe replaced, showing the increase in size. Park street. 556 feet of 12-inch replaced by 16-inch. beginning at Railroad avenue and extending to Union street.


South Main street. 448 feet of 12-inch replaced with 12-inch and 300 feet replaced with 16-inch, from Wall street to Capron street.


Mill street. 359 feet of 12-inch replaced with 12-inch. Capron street. 150 feet of six-inch replaced with six-

inch. Pleasant street, 305 feet of eight-inch replaced with 12-inch. Forest street, 685 feet of four-inch re- placed with eight-inch, beginning at Horton street and extending to Maynard street.


We began these changes in the Fall of 1905 and could not finish until the crossing work was completed, thus causing much night and Sunday work, and planning to keep our system connected during the changes, thereby having to make a number of temporary connections which made the expense large for the amount of work done. This, however, will be paid for under the Grade Crossing Abolition.


We have also done a large amount of work outside this department, laying pipe for the Attleborough Gas Co., the drain on Pleasant street from Pleasant place to railroad bridge on Pleasant street for the Street Depart- ment, and other outside work amounting to $3,278.06.


This accounts partly for the unusual increase in in- come over 1905. This work was done to accommodate the Gas Co. and the Superintendent of Streets, both having co-operated with the Water Department in making the changes for the crossing work, so that it has been a mutual benefit to all.

There have been 102 new service connections during the year and 16 old services replaced with cement lined pipe.


Amount of service pipe laid as follows :


1,928 feet from main to service box.


4,397 feet from service box to cellar.


423 feet sold to plumbers to use inside cellars.

Hydrants.


During the year II new hydrants have been set, making a total of 380. Three old ones replaced with new ones, nine have been changed. We have set three eight- inch four-way hydrants on Park street with independent gates. This is the first of this type used in Attleborough and would recommend the continuance of this style in the congested section, as they have shown by the test a greater efficiency than other hydrants in use in the Town.


A complete list of the location of the hydrants has been compiled and will be published in this report.


Leaks.


The total number of leaks was 71. Of these 17 were on mains, 28 on services, nine of which were caused by electrolysis, 12 on gates and 14 on hydrants. The in- crease of leaks this year over last is due to old galvan- ized service pipe and the number of changes made on account of grade crossing work. The system at the present time is in excellent condition.

There have been set 28 new gates, 55 gate boxes and 50 gate and service boxes brought to grade.

Wells.


The wells continue to furnish ample supply and the usual high quality of water is sustained, and we believe will continue to do so for many years to come.


Pumping Station.


The improvements made in accordance with our new system have proved very satisfactory during the year and our pumping records show that we have used 20,175 pounds less coal and pumped 23,000,000 gallons more water than in the previous year. We were also able to operate the station with one engineer and fireman from July 1, 1906, where formerly there were two first-class engineers. This was made possible by having a larger storage capacity so the pump runs could be made in much shorter time.


We are making further improvements by putting on an addition to the station and installing two new boilers so as to have a complete duplicate system, as recom- mended in our last report; also to increase the steam pressure, which will be economical on account of the extra head against which the pumps are working since the new standpipe has been put into commission. The contracts for the extension to the station and for the new boilers were let to McLaughlin Brothers of Phila- delphia, who were the lowest bidders. F. A. Barbour of Boston is the engineer in charge. The contract for the building was sublet to Grant Brothers of Attle- borough.
