children of school age who are compelled to attend school. This question of aid has required a great deal of thought, but the provision made by the committee and the assis- tance given me by kind friends have enabled me to over- come the problem which otherwise would have interfered very much with the regular attendance of the children at school.

My sincere thanks are due to the superintendent and committee for their support and sympathy at all times.

Respectfully submitted, WARREN PARKER

ANNUAL REPORT

REPORT OF HIGH SCHOOL BUILDING COMMITTEE.

The first recommendation for a new High School Building made by the school committee was under the leadership of Charles E. Bliss in 1901, he then being chairman of the committee.

The town took no action on this recommen- dation but did build an addition to the old build- ing on Bank Street soon after. From that time until 1907 the school committee urged the build- ing of a new high school.

In 1907 the town became interested in the question of a new high school building and on March 4th. appointed a committee of six, three from the school committee and three at large, with instructions to recommend a lot for

a new building, and to report at some future meeting. This committee, according to all reports worked hard, but as the dividing line between the West and East sides of the town was so plainly marked, and each side was so anxious for the building, they reported that they were unable to agree on a lot and asked to be dis- charged.

In 1910 at the annual town meeting, the town instructed the school committee to select a suitable site for a high school building, get an option on same and report at some future meet- ing.

This committee reported at the next annual town meeting, recommending that the town pur- chase the Bates Lot, situated on the corner of County and Fifth Streets.

The town accepted this recommendation and bought the lot for the sum of $7,000.00 and re- ceived the deed March 23rd., 1911.

ANNUAL REPORT

The town immediately appointed a commit- tee of five to prepare plans, specifications and estimates for a high school building and report at a future meeting.

This committee consisted of W. J. Newman, Harold E. Sweet, and A. A. French of the school committee and M. F. Ashley and Oscar Wolfenden at large.

The committee organized by the choice of W. J. Newman chairman and A. A. French Secre- tary.

Invitations were sent out to several well known architects advising them that the plans would be competitive and they were not to be marked so the committee would know from whom they came; and the following accepted and sent plans, specifications, and estimates to the office of superintendent of schools: O. M. Higgins, Cooper & Bailey, Lorings & Phipps, Rowe & Keys, McLean & Wright, Wm. R. Walker & Son, Chas. M. Baker and Thomas M. James.

The committee, after much deliberation,elim- inated all but two, after which they learned the author of each and invited them to come before the committee and explain everything in detail and make closer estimates. After this was done, the committee went into executive session and unanimously selected those of Cooper & Bailey of Boston. We are pleased to state that the other plans under consideration were drawn by O. M. Higgins, a local architect.

The committee presented these plans, speci- fications and estimates to the voters of the town and recommended that the plans be accepted and that the sum of $174,000 be appropriated, for a high school building. Several weeks of discus- sion followed resulting in a vote of the town, at

a special meeting called for the purpose, for a new high school building on the Bates Lot and the sum of $175,000 was appropriated for same.

The old committee was discharged and the same committee reappointed as a building com- mittee, the organization remaining the same.

The committee immediately sent plans and specifications to the following contractors who submitted bids.

William Williams of Providence, R. I.

Grant Bros. of Attleboro.

J. W. Duff of Boston.

E. K. Watson of Warren, R. I.

Hooper, Waters Co. of Boston.

The bid of the Hooper, Waters Co. being the lowest they were given the contract after several additions and deductions were made and the contract was signed May 8th., 1912.

The Stone & Underhill Heating and Venti- lating Co. of Boston being the lowest bidders on the heating and ventilating, they were given that part of the work.

Our chairman, surrounded by many citizens and high school scholars, removed the first shovel- ful of earth May 18th., 1912. Actual work was started with a full force of men May 22nd.

The next important event was the laying of the corner stone. In this stone we placed a cop- per box, and when the building becomes an ancient structure and is torn down by some future genera- tion they will find some very interesting literature. Not only school records and town reports will be found but a nicely arranged book containing clippings from the Attleboro Daily Sun which describes the battle for a new high school, men- tioning all of the commissioned officers on both sides.

ANNUAL REPORT

From this time to the finish your committee watched it grow. Many hours have we spent trying to make this building, not only convenient but beautiful. Mr. Wolfenden and Mr. Sweet were not satisfied by simply giving their time and work but with the help of the architects, gave money to change the walls of red brick to this beautiful gray shade. Again Mr. Wolfen- den, with that magnanimous spirit, presented the town with those beautiful bronze pedestals which you see on either side of the front entrance.
