During the year 1914 I have sold 136 milk licenses being three more than I ever sold before. There have been two or three cases where dealers in milk have been found guilty of adulter- ations, but on the whole I think the milk has been up to the standard of former years.

ANNUAL REPORT
OF THE
Overseers of the Poor
TOWN OF ATTLEBOROUGH MASSACHUSETTS
YEAR ENDING, DECEMBER 31, 1914
REPORT OF THE OVERSEERS OF THE POOR
To the Citizens of Attleboro:
We have again come to the place in the affairs of the town where we review the doings of the various departments to see where we stand; and the Department of Charity, as it is to be known here- with presents its annual report.
There being no change in the personnel of said Board, the organization was perfected on the same lines as the year 1913; J. V. Curran, Chairman; Benjamin P. King, Clerk; George M. Gustin, Visitor.
The work has proceeded during the year about as usual. In February our office was re- moved to the Savings and Loan Association Building, Park Street, taking a small room in the rear where we settled down to business.
Owing to the continued depression in business many who have been thrown out of work have been compelled to apply for relief, and the num- bers have very materially increased, and the work necessary to keep things going has also in- creased. We soon found that more room was needed, and consequently, after our new city government was inaugurated, we moved to room 12 which is larger and more convenient.
We have thirteen cases under the Dependent Mothers', Act 763, at present, about the same as last year. There seems to be a difference of opinion among the several cities and towns as to whether it is doing what it was intended it should do, but
309
ANNUAL REPORT
in the main it seems to help along its own lines. One thing is certain, it tends to increase demands along temporary aid lines, making more cost to the Department.
That there is a large advance in the price of food stuffs, no one can deny; therefore we find as added cost to meet the demands, and as the num- ber of applications increase, the expense increases also.
Our Town House has been well filled during the year, and if present conditions continue, ar- rangements will have to be made to properly care for the inmates by way of additional rooms, etc. There were at the Town House December 31, 1914, nineteen inmates, ten men and nine women; the largest number at one time was twenty-two, smallest, thirteen, an average for the year of 15.75. Two have died during the year. The Farm remains the same, no effort having been made to do anything outside of Home needs, except the sale of milk at the door.
To meet the then apparent conditions, the Town at its annual town meeting last March ap- propriated for the Department $12,000 for general use, and $500 for the Town Physician. We have endeavored to use this appropriation to the best possible advantage, but the demands have been so great that we find we have an overdraft of $3,812.38.
To give an idea what we have been doing the past year, from January 1, 1914 to January 1, 1915, we find we have aided 470 different persons from this office, varying in amounts and length of time. To show how the year 1915 opens, during the month of January just closed, 68 new people have been added to our list.
We have received credits during the past year
310
ANNUAL REPORT
to the amount of $3,373.98, and there is approxi- mately $2,065.69 due us from other cities and towns.
Unless conditions improve, there will prob- ably continue to be applications for aid which indicate that an appropriation of not less than $18,000 will be needed for the year 1915.
Early in the last year Mr. Gustin began to show signs of impaired health which continued . until December; and no real improvement appear- ing, he was obliged to give up the work. The latter part of December he tendered his resignation and left town in search of new scenes to build up anew, after serving the Town in this Department about eight years.
