Dear Sir :-
In response to your request for a report of the Law Department of the City of Attleboro, I submit the following which covers a period of ten and one half months, beginning January 15, 1915, and ending November 30, 1915. This report covers the period while I was acting City Solicitor, that is from January 15, 1915, to February 23, 1915, on which last date I qual- ified as City Solicitor.

Three of the four Legislative Acts were enacted by the Legislature dur- ing the year 1915, while the fourth, the Board of Survey Act, is now being . considered by the Municipal Council and will probably be presented in the form of a bill to the incoming Legislature.
The Legislative Hearings referred to, are hearings on bills of impor- tance to the City of Attleboro, such as the half mill school tax, and the three Acts referred to above. .

The hearing before the Mayor is the hearing given to John M. Fisher on October 20, 1915.
Twenty written opinions and sixteen verbal opinions were given to the Mayor, Municipal Council and the Heads of the various Departments. I have drawn a distinction between a Conference and a Verbal Opinion. In a great many cases the information desired could be given at the time the inquiry was made and in those cases the facts were discussed, advice given and the incident closed at one sitting. This class of cases has been referred to as Conferences. In cases, however, where an examination of the law was required, a written opinion was given when requested, otherwise a verbal opinion was given.
Fifty-six suits were summoned by the City for the purpose of recover- ing amounts due on the sewer taxes. Fifty-five of these suits were adjusted and settled in accordance with the plan adopted by the Municipal Coun- cil. The other suit was entered in Court, judgment was recovered and the execution is now in the hands of the Sheriff The case of Duranleau vs. the City of Attleboro, is now pending before the Superior Court and in all probability will be tried at the March jury sitting in Taunton. /
I participated in two cases in the Criminal Courts for the Overseers of the Poor. While it is not a part of my duty to prosecute criminal cases, I assisted the Overseers of the Poor, at their request, because in both of these cases it might have been possible to recover some of the money ex- pended by the Poor Department of the City of Attleboro, which money was chargeable to the defendants and one of these cases resulted in an order made by the Court for the payment of a certain sum to the Probation Officer for the benefit of the City of Attleboro. The other case has not been disposed of as yet.
At the request of the Municipal Council I assented to a decree in the Grade Crossing case.
A claim against the City for injuries sustained by Mrs. Dickinson, on Union Street, was settled.
The views were taken in six cases like the Duranleau case, where it was necessary to see the premises under certain conditions in order that the case might be presented properly at the time of its trial, three were taken in this case, one in the Dickinson matter, one at Tiffany School on the Hanna claim and one of the property of Mr Eldredge on Jefferson Street.
No account was kept of the number of hours required for the perfor- mance of these duties and a number of minor matters were not taken into consideration. During the first few months a great deal of my stenogra- phic work was done in my own office at my own expense and with my own material and supplies.
The amount of salary due during the ten and one-half months, was $439.26 and the expenses amounted to $50.16. Considering the amount of service required by this office and also the fact that the incumbent can- not, in his private practice, accept any cases in which the City of Attle- boro might also become interested, the salary for this office is inadequate.

Although it has been generally understood that the sealer could be found at his office forenoons, no specific time having been stated it is my intention to have office hours in the future to accommodate the great num- ber of people who wish to see the sealer for sealing or seek information in regard to the weights and measure laws.
As all fruit and vegetables are sold by weight or count, I have refused to seal or allow the dry measure to be carried by peddlers as they could only be used in violation of the law.
Subdivided measures have also been condemned and only self con- tainers will be sealed in the future.
Recent legislation in placing the supervision of the hawkers and ped- dlers, the sealing of druggist scales and weights upon the local sealer and many demands of the State Department, the office of sealer in Attleboro has remained the same and from my experience of the past year, I believe the sealer should give his entire time to the work.

RECOMMENDATIONS.
Every home should have a good scale, linear and liquid measure, then check up purchases and demand full weight and measure. Weight cards will be furnished by this office after January 1st.
All complaints of insufficient weight or measure will be thankfully re- ceived by this office and will be considered confidential and promptly in- vestigated.
The testing balance now in use is entirely unsuited to the work and I would recommend that it be exchanged for one of a more modern and accurate type and that the city purchase

The work of the contractors has been most satisfactory and the out- side construction work of both the electric light and telephone wires is in excellent condition.
As I have previously recommended, I would again urge that the Attle- boro Steam & Electric Company be required to ground their system accord- ing to the latest rules of the New England Insurance Exchange.
I would suggest that the Rules and Regulations of the Inspector of Wires be revised in accordance with both the State and Insurance Laws, which are so constantly changing from year to year.
I am glad to say that all persons doing electric construction are now required, according to Sections I to II, Chapter 296, of the State Laws, to be licensed men.
